The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and mandated by name in United Nations General Assembly resolution A/RES/45/181.The WSSCC Secretariat is hosted by the United Nations Office for Project Services (UNOPS) and aims to accelerate the achievement of sustainable sanitation, hygiene and water services for all people, with special attention to the unserved poor, by enhancing collaboration and coordination of all sector stakeholders. The WSSCC Secretariat is located in Geneva, Switzerland. More information on WSSCC can be found on the website at www.wsscc.org.Under the direct supervision of the India Coordinator of the WSSCC India Support Unit (ISU), the incumbent will be responsible for providing technical support to build, collaborate and enhance alliances and networks to promote WASH related behaviors. The incumbent will also be responsible for assisting the development and implementation of systematic action learning in collaboration with district, state and national level partners, and support designing and operationalize learning systems and modalities required for Rapid Action Learning under the SBM to effectively facilitate sharing, collaboration, documentation and links to research and monitoring systems. The incumbent will work actively to provide technical support to encourage innovative approaches to government and other stakeholder initiatives to implement effective SBCC strategies for promoting WASH related behaviors. Working with creative agents and convening inter-government departments will also feature.
Rapid Action Learning (RAL)
- Provide assistance in the development and nurturing of effective action learning including listening, sharing, innovating, adaptation and replication through Rapid Action Learning (RAL)
- Work with GOI and states to operationalize the concept of the RAL at national, state and district level and strengthen mechanisms to feed learning into policy and programme design and implementation.
- Support coordination and management of all Rapid Action Learning activities at National level, in collaboration with the Institute of Development Studies (IDS) at University of Sussex
- Support convening RAL activities at state and district level as per demand in collaboration with partners while leveraging funds from GOI
- Develop convergence with NHM, ICDS, IDSP, PHED, Field Publicity, SSA in creating sensitization on SBM & usage of toilets in the GPs/ Village of the district.
- Assist in ensuring the linkages with non-WASH actors and initiatives on behavior change with a multi-stakeholder perspective that involves the private sector and encourages innovation and sustainability.
Work with other knowledge partners including national training institutes, IITs, academia, international institutions and others to amplify best practice and accelerate progress.**
ODF Sustainability (ODF-S) and ODF-Plus**Provide ongoing technical assistance at National and Subnational levels to operationalize the national guideline of ODF Sustainability (ODF-S).
Adapt/design and test communication materials/tools for WASH related behaviors in the context of ODF-S.
Facilitate the networking for inclusion of ODF-Sustainability guidelines in the respective State Implementation plan and District implementation plan of the national program at state and district level respectively.
Convening for the preparation of capacity building module for officials and Swachhagarahi on ODF-S and ODF-Plus
Leverage for developing partnership with the line departments and use their platform for dissemination of information & creating sensitization.
Provide coordination, management, and monitoring support to district and state administration for the implementation of ODF Plus and ODF Sustainability including SLRM, school sanitation, and Anganwadi
Provide coordination and facilitatation support for WASH programmes/campaigns with CSO’s and platforms. leveraging of resources for increasing the visibility of WASH issues and influencing participation and commitment of key influencers.
Technical advice in support of road mapping, material development and results-based planning will feature.**Support WSSCC’s LNOB and MHM work in India**
Support creating national alliance for LNOB movement by coordination with WSSCC membership, partners and CSOs and for national alliance
Coordination with Niti Aayog (nodal agency for LNOB in Government) and converging with health, education, women & child welfare and water & sanitation for MHM, Work with ministry of Divyang ( disability)
Coordinate MHM work for WSSCC in India delivered through partnerships including training and advocacy
Represent WSSCC in the MHM alliance and MHM functions, and events.

Work with colleagues in ISU to operate as an effective and efficient unit that supports and accelerates SBM’s aims and objectives.

Education/Experience/Language requirements
Education
- Master’s degree in social sciences or social work or development studies or gender studies or economics or management science or public health or other relevant fields is required.
- A bachelor's degree with a combination of two (2) additional years of relevant experience may be accepted in lieu of the master's degree.
- Experience
Minimum two years relevant professional experience in project/programme management in WASH sector is required.
Language
Fluency in oral and written English is required.
