India: Roster of EDUCATION Consultants to be engaged by UNICEF Offices across different locations in India

LOCATION: The position would be responsible for providing technical support to national/state/divisional/district level (in certain cases) education programming in UNICEF-supported states in India, with specific deliverables to be achieved for improved learning outcomes. The position would be based at Country Office or State or selected district HQs within the states. Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad (including Vijayawada and Bangalore) Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.

  • BACKGROUND
  • Every child has the right to quality education from early childhood education to secondary education. While India has made significant progress in enrolments, reduction in out of school children and dropout rates both at primary and upper primary levels, major challenges still exist in the delivery of quality education and children achieving the learning benchmarks. An estimated 20 million children do not attend pre-school, 6.1 million children are still out of school in the age group of 6-14 years and around one third children do not complete elementary cycle of education. Additionally, those who are in school, nearly 50 % of children are not acquiring grade appropriate learning competencies and skills. The goal for education programme of UNICEF, India is to ensure all girls and boys, particularly the most disadvantaged, participate in quality early childhood, make the transitions to elementary and secondary education with learning outcomes at grade appropriate levels and skills, by 2022.

    As a technical partner, UNICEF supports both national and state governments efforts in ensuring all girls and boys are learning with requisite knowledge and skills with a focus on reducing inequities and gender inequalities, especially for the most vulnerable and marginalized children and adolescents. High intensity work will be done in improving school readiness for children 3 to 5 years, reducing the number of out of school children and adolescents, improving learning outcomes for children in a safe and protective environment and supporting transition of adolescents including girls to secondary education.

  • PURPOSE
  • Against this backdrop, UNICEF is currently in the process of building a pool of pre-qualified high-caliber candidates to be hired as Education Consultants, from which UNICEF Country Office and different state offices can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.

    Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Education Roster. The process will ensure all candidates in an Education Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in Education Roster Group for a period of four years. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract.

    The Roster of Education Consultants, once in place, will allow education colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.This process will expedite the placement of consultants (both short term and long term) and provide the supervisor the scope to choose from a vast pool of potential candidates with education background.The database will be managed centrally by Supply & Procurement (S&P) section, New Delhi. In this context, should the currently on-board consultants with UNICEF be interested in future opportunities, they can apply to the roster for future considerations.

    Education section in consultation with S&P section will decide on the need and frequency of updates to the Roster. If the Supervisor feels that appropriate candidates are not available in the list, the regular formal engagement process can be resorted to.

  • QUALIFICATION REQUIREMENTS
  • Education: Masters in Education/ Social Sciences or relevant social science degree
  • Technical knowledge: Excellent technical knowledge about Education programing in India at both national and state levels, and familiarity with the government education system and national flagship programs SSA, RMSA and others
  • At least 3 years progressive experience working in Education sector. This may include experience in early childhood education, special programs for out-of-school children, programming on girls education, quality education, teacher education, community mobilization, data management and analysis; education planning, monitoring and evaluation; documentation and report writing;
  • Language: Fluency in English and Hindi is required. Candidates with knowledge of other Indian regional languages will be preferred for the states with prominent languages other than Hindi and English. Good negotiation and influencing skills supported by excellent communication and presentation skills is desirable.
  • Computer literate and conversant with MS Office and its application, internet, e-mail. Ability to use computer software i.e. MS Office, MS Excel, PowerPoint, online data bases, and Internet programs
  • Knowledge of EMIS Systems, data bases, monitoring and evaluation tools and Basic Knowledge of statistics, computation and analysis. Working knowledge on analysis package will be an added advantage
  • Proven ability to advocate effectively with national state and district level officers of counterpart and other departments.
  • Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations.
  • Experience in implementing projects and programmes will provide added value

  • Evaluation Criteria

    The criteria for evaluation will be as follows:

  • Language, motivation and content of cover letter - Min 07/Max 10
  • Relevant Education Qualifications - Min 21/Max 30
  • Relevant work/technical experience - Min 21/Max 30
  • Candidates' who score 49 marks and above and score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster

    Total points to qualify in overall technical evaluation Min 49/Max 70
