1. BACKGROUND / RATIONALE

UNICEF Delhi Office is working on implementing the programme for children affected by the unrest in the State of Jammu and Kashmir, specifically in the Kashmir Valley.

With Kashmir’s history of political conflict, a significant portion of children have been affected/ stressed due to exposure to traumatic events in the Valley. In the present cycle of political crisis which is very distressing, children are now struggling with avenues to find play and learning opportunities and socialize with friends. Schools are closed for long periods of time and the external environment is not conductive for children to learn or play.

In this context, UNICEF, in partnership with NGOs proposes to continue and strengthen the existing intervention to engage with children, youth and community based functionaries and provide opportunities for play and learning in their own communities and a platform to share their experiences and talk to their friends. The intervention will also focus on building a conductive environment for children through interaction with parents, conducting life skills courses and well as psycho social interventions with children. The intervention is implemented in highly affected 7 districts of Kashmir division. Keeping in view the disturbance as a regular feature in valley there is a need to have an ongoing program which will offer Safe Spaces for children during peace and normal times.

2.PURPOSE OF ASSIGNMENT

The proposed consultancy has been designed to provide technical oversight and monitoring of the implementation of the programme and is in continuation with the technical assistance plan developed in 2018. Consultant would be recruited to provide the following full time support to the programme:

Consultant – Community based child protection program Youth and Adolescent Work

Providing support to the CP Outpost section (J&K) of the UNICEF India Country office for planning, implementation, monitoring and quality assurance of the Child-Friendly Spaces programme in the Kashmir region with focus on Youth and Adolescent work ; this would primarily include oversight of the partnerships with main implementing partners and their sub-partners, Govt Medical College, and District Administration.

Travelling extensively to programme implementation sites to monitor the quality of programme implementation and suggesting corrective measures.

Providing technical assistance to the implementation of programme, monitoring and reporting.

Creating a documentation and impact assessment plan for CFS programme, aimed at improved communication, advocacy and scale-up purposes in the area of Youth and Adolescent work.

Advocacy with the District /Divisional stakeholders for replication of CFS model piloted in 7 districts.

Support the implementing partners in replication of CFS model for children and adolescents in identified districts by working closely with the district administration/community and other stakeholders.

3. OBJECTIVE/S

The consultancy is related to the increased focus to programming in J&K build on last two years of work in the area of creating a preventive community based child protection mechanisms with focus on Community based child protection work including the child friendly spaces and especially work on Youth and Adolescent. It is expected that the consultant will support the outpost section CP J&K for technical oversight on the planning, implementation and monitoring of the programme activities in the state in the specific area.

4. MAJOR TASKS TO BE ACCOMPLISHED

Major tasks to be accomplished:

Regular and timely coordination of various partners for the successful roll out of the new programme components in the selected districts.

Technical assistance in integrating referral systems/mechanisms to address the issues of the most vulnerable children/adolescents/youth with respective services.

Coordination of various training programmes for groups of front line workers, contribution to their content and delivery design.

Extensive travel (60% of the time) to the programme sites and provision of supportive supervision to the partners and the team and submit timely trip reports

Coordination with other line departments (Social Welfare, ICPS, police and district administration)

Overall monitoring of the programme implementation

Consolidate inputs and provide the required reports and documentation

Co-ordination support

Provide assistance to coordinate the implementation of the new CFS programme components in Jammu & Kashmir especially the work on youth engagement.

Assist partners in implementing the programme for strengthening community based child protection program with increased focus on youth engagement and Child-friendly Spaces and provide support for coordination between the various agencies

Coordination with various agencies including DCPU and the District Social Welfare officials

Monitoring, and Documentation

Travel extensively to programme implementation sites to monitor the quality of programme implementation and suggesting corrective measures

Regularly update the programme process related data and support CP Specialist in monitoring the activities

Consolidate required inputs from across partners for the CP activities

5. DELIVERABLES AND DEADLINES.

1 Provide assistance in coordination of Child Protection activities especially in youth and adolescent engagement.

One detailed meeting with each CFS partner with focus on youth and adolescent engagement..

Detailed report of the coordination meetings submitted

Visit to each of the 7 districts and detailed report submitted.

Consultations held with implementing partners on sectoral monitoring framework for youth and adolescent engagement.

Monitoring framework with sectoral focus on youth and adolescent engagement developed.
