UNICEF Child Protection section is working in Jammu and Kashmir since 2014. UNICEF has successfully invested in technically supporting the government of J&K in creating child protection structures in the state in the last five years. These structures are anticipated to deliver the desired service in the form of care and protection of children, juvenile justice and appropriate care options and implementing other provisions of the juvenile justice system and corresponding child protection service. The new child protection cadre in the state needs handholding, mentoring and skills development which shall be the key role of UNICEF with the state Govt in the coming years. As per the RWP signed with the state Govt, there will be enhanced support to technically supporting the child protection structures in enabling them to deliver child protection service to the children in the state. The ongoing conflict in the valley has exacerbated the child protection needs of children due to prolonged unrest and border firing.
In the past five years with the establishment of child protection structures, the rule of law has been to a great degree enforced with the transfer of all cases of children in conflict with law form the normal courts to the Juvenile Justice Boards. There have been increased regulation of various homes run by state and non-state actors. Although many milestones have been achieved so far there is much to be done in the coming years. The focus has to be specialised skill based training of various verticals under Child Protection service for instance on specialised training of counsellors and on protection officer Institutional care has been imparted so far.
In this context, UNICEF, in partnership with Govt of J&K, Govt Medical College and NGOs proposes to scale up the technical support to the department in various ways. Some of the key approaches to this work will be drawn from direct action on ground which UNICEF is implementing with various civil society organizations. A key part of this technical support will be enabling the state to articulate its position with reference to care of children. Preliminary assessment suggests that there are heavy resources which are generated locally but are mostly spent on institutionalization of children. There is an urgent need for proposing an alternative to the existing institutional care models which will be supplemented by various non-institutional care alternatives like sponsorship and foster care. With the child protection service in its nascent stage, there is also need for exploring sustainable rehabilitation, reformation and healing models for both the types of children who are in conflict with law as well as those in need of care and protection.
The proposed consultancy has been designed to provide technical oversight and monitoring of the implementation of the ICPS and Juvenile Justice and initiating care reforms for children in the state which will include shift from institutional to non-institutional care. A consultant would be recruited to provide the following full time support to the programme:

3. OBJECTIVE/S
Given the increased focus to programming in J&K built on last five years of work especially in the area of Strengthening the systems and initiating Care Reforms, it is expected that the consultant will support the CP J&K programme for technical oversight on the planning, implementation and monitoring of the programme activities in the state especially in areas of Child Protection Systems and Care reforms.

10. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT
• An advanced degree in social sciences or Bachelors Degree in Law
• Five years of experience in the area of child protection/child rights
• Ability to travel frequently (60% of the time)
• Knowledge of the local language
• Experience in working with government systems is an advantage
• Experience of having worked in a UN agency /International development organisation will be an added advantage
• Any experience of work in humanitarian situations will be additional
