  • BACKGROUND / RATIONALE
  • UNICEF Child Protection section is working in Jammu and Kashmir since 2014. UNICEF has successfully invested in technically supporting the government of J&K in creating child protection structures in the state in the last five years. These structures are anticipated to deliver the desired service in the form of care and protection of children, juvenile justice and appropriate care options and implementing other provisions of the juvenile justice system and corresponding child protection service. The new child protection cadre in the state needs handholding, mentoring and skills development which shall be the key role of UNICEF with the state Govt in the coming years. As per the RWP signed with the state Govt, there will be enhanced support to technically supporting the child protection structures in enabling them to deliver child protection service to the children in the state. The ongoing conflict in the valley has exacerbated the child protection needs of children due to prolonged unrest and border firing.

    In the past five years with the establishment of child protection structures, the rule of law has been to a great degree enforced with the transfer of all cases of children in conflict with law form the normal courts to the Juvenile Justice Boards. There have been increased regulation of various homes run by state and non-state actors. Although many milestones have been achieved so far there is much to be done in the coming years. The focus has to be specialised skill based training of various verticals under Child Protection service for instance on specialised training of counsellors and on protection officer Institutional care has been imparted so far.

    In this context, UNICEF, in partnership with Govt of J&K, Govt Medical College and NGOs proposes to scale up the technical support to the department in various ways. Some of the key approaches to this work will be drawn from direct action on ground which UNICEF is implementing with various civil society organizations. A key part of this technical support will be enabling the state to articulate its position with reference to care of children. Preliminary assessment suggests that there are heavy resources which are generated locally but are mostly spent on institutionalization of children. There is an urgent need for proposing an alternative to the existing institutional care models which will be supplemented by various non-institutional care alternatives like sponsorship and foster care. With the child protection service in its nascent stage, there is also need for exploring sustainable rehabilitation, reformation and healing models for both the types of children who are in conflict with law as well as those in need of care and protection.

    The proposed consultancy has been designed to provide technical oversight and monitoring of the implementation of the ICPS and Juvenile Justice and initiating care reforms for children in the state which will include shift from institutional to non-institutional care. A consultant would be recruited to provide the following full time support to the programme:

  • PURPOSE OF ASSIGNMENT
  • Consultant – Child Protection System

  • Providing support to the CP section (J&K) of the UNICEF India Country office for technical oversight on the planning, implementation and monitoring of the programme activities in Jammu and Kashmir with the Social Welfare Department, Govt of J&K and High Court Committee on Juvenile Justice.
  • Provide technical support and guidance on the work being done by District Child Protection Units and responding to the program requirements based on emerging needs.
  • Travelling extensively to programme implementation sites to support counterparts, monitor the quality of programme implementation and suggesting corrective measures
  • Providing technical assistance to the implementation of programme monitoring and reporting
  • Assist C.P Section in planning and effective implementation of child protection programs in the state and support the implementation of the same across state
  • Initiating a state level care reforms plan and assisting the child protection specialist to implement the same in collaboration with ICPS and social welfare department
  • Developing a plan which will guide the state to bring a shift in care practices from institutional to non-institutional care options focusing on non institutional alternative care models both in govt and private run orphanages/institutions.
  • Participate in relevant meetings and events at the district state level and submit the minutes as required
  • 3. OBJECTIVE/S

    Given the increased focus to programming in J&K built on last five years of work especially in the area of Strengthening the systems and initiating Care Reforms, it is expected that the consultant will support the CP J&K programme for technical oversight on the planning, implementation and monitoring of the programme activities in the state especially in areas of Child Protection Systems and Care reforms.

    4. MAJOR TASKS TO BE ACCOMPLISHED

    Major tasks to be accomplished:

  • Support developing annual and rolling workplans with various Govt departments including Social welfare, Health, Police and Judiciary.
  • Support C.P section in J&K in regular and timely coordination with various partners for implementing the ongoing RWP between J&K Govt and UNICEF.
  • Support in planning and execution of various capacity building programs based on agreed workplans.
  • Extensive travel (60% of the time)to the programme sites and provide supportive supervision to the partners and the team and submit timely trip reports
  • Coordination with other line departments (Social Welfare, ICPS, police and district administration)
  • Monitoring of the programme implementation
  • Consolidate inputs and provide the required reports and documentation
  • Planning, capacity building and Co-ordination support
  • Under the supervision of C.P Specialist initiate planning child protection programs with various state departments and support in implementation of same.
  • Provide assistance to coordinate the rollout of implementation of the new programme components in Jammu & Kashmir especially streaming the child protection structures in the state so that desired service are delivered by them for the children in the state.
  • Assist partners in implementing the programme based on mutually agreed workplans strengthening community based child protection program with increased focus on non-institutional care options for the children in the state.
  • Coordination with various agencies including Social Welfare Department, ICPS, Govt Medical College and J&K High Court committee on Juvenile Justice
  • Monitoring, and Documentation
  • Travel extensively to programme implementation sites to support the CP Specialist and partners in monitoring the quality of programme implementation and suggesting corrective measures
  • Regularly update the programme process related data and support CP Specialist in monitoring the activities
  • Consolidate required inputs from across partners for the CP activities
  • 5. DELIVERABLES AND DEADLINES.

    1 Provide assistance to the CP Specialist in planning and execution of quality programs in Child protection

  • Training on CCIs and MIS delivered
  • 31st July 2019 10 days within Kashmir

    6 Coordinate the rollout detailed activity plan with SWD, High Court, and other partners of the

    programme

  • Detailed implementation plan developed.

    7 Update the programme process related data and progress reports

  • Compilation of programme monitoring reports – and Development of Annual and Rolling workplans with various partners.

  • Strategy developed, and approved strategy note submitted

    Local Travel within Jammu and Kashmir largely need based. Any travel to districts within Kashmir will involve day trips and will have no DSA implication

    10. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

    An advanced degree in social sciences or Bachelors Degree in Law

    • Five years of experience in the area of child protection/child rights

    • Ability to travel frequently (60% of the time)

    • Knowledge of the local language

    • Experience in working with government systems is an advantage

    • Experience of having worked in a UN agency /International development organisation will be an added advantage

    • Any experience of work in humanitarian situations will be additional

    The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20.The criteria for technical evaluation will be as follows:

    1. Relevant educational qualifications of the candidate (30 Marks)

    3. Relevant work experience (50 Marks)

    Total technical score – 80. Minimum overall qualifying score is 56. Only those candidates who meet the overall qualifying marks of 56 will be considered technically responsive and their financials will be opened.
