India: Roster Disaster Risk Reduction Consultants to be engaged by UNICEF offices across different locations in India

  • BACKGROUND:
  • As per National Disaster Management Authority NDMA, India is vulnerable, in varying degrees, to a large number of disasters. More than 58.6 per cent of the landmass is prone to earthquakes of moderate to very high intensity; over 40 million hectares (12%) of its land is prone to floods and river erosion; close to 5,700 kms, out of the 7,516 kms long coastline is prone to cyclones and tsunamis; 68% of its cultivable area is vulnerable to droughts; and, its hilly areas are at risk from landslides and avalanches. Moreover, India is also vulnerable to Chemical, Biological, Radiological and Nuclear (CBRN) emergencies and other man-made disasters.

    While India is at high risk of disasters, it is also a fast growing, middle income country with government hugely conscious of its image and capacity to respond to disasters. Government has strong response capacities (potential), but resilience of social sector services and the rights and needs of children remain largely unaddressed. Government is amenableto seek external assistance in the form oftechnical support, for planning,monitoring, coordination etc.Significant opportunity for engagement with Government to strengthen Emergency Preparedness for Response within the wider approach of risk informed programming remains underutilized, particularly for sectoral preparedness and post disaster recovery of social sector service delivery systems.

    At broader level, UNICEF works on risk informed programming, within it, more specifically on preparedness based on the understanding that disasters linked to geological and hydro-meteorological phenomena disproportionally impact children, social sector service delivery systems hence adversely impacting programme results for children and their care-givers. Disaster and climate risk aspects are therefore well reflected in UNICEF’s Strategic Intervention Codes (SIC). UNICEF is also signatory to the United Nations Plan of Action on Disaster Risk Reduction (DRR) for Resilience. In India, UNICEF’s efforts are complemented by other agencies’ engagements and UN-wide action as part of the UN Disaster Management Team (UNDMT). The United Nations Sustainable Development Framework (UNSDF) for India integrates one outcome[1] on DRR. Against this backdrop UNICEF India Country Office has been engaging both at its Delhi and 13 States Offices in DRR and climate change adaptation as well as risk informed programming. Both Delhi DRR Section and an increasing number of UNICEF state offices have developed and rolled-out distinct child-centred DRR measures to support Governments at various levels. UNICEF India Country Office has just completed its Emergency Preparedness for Response planning under the new EPR procedure[2]. As per the minimum preparedness standards outlined in the Emergency Procedure, ICO has to take minimum preparedness actions to maintain benchmark level of readiness for response. At the core of ICO Emergency Preparedness for Response (EPR) strategy is provision of Technical Assistance (core ICO strategy) to governmental partners and selected NGOs to ensure that:

  • needs assessments highlight girls, boys and women’s humanitarian needs and changing vulnerabilities
  • government and partners response planning addresses humanitarian needs in all Core Commitments for Children in Humanitarian Action (CCC) areas
  • information management highlights response gaps
  • sectoral and inter-sectoral coordination is in place to avoid duplications and gaps
  • the humanitarian response is high quality, particularly its social components like C4D[3]
  • Beyond preparedness, as a technical partner UNICEF supports both national and state Governments on child centred disaster risk reduction through technical assistance to state and district authorities to strengthen system for disaster risk governance. Review of district and state disaster management plans, formulation of 15 year DRR roadmaps (multi-hazard, multi-sectoral), formation of health action plans are some of the many structured initiatives that UNICEF has supported in the recent past.

  • PURPOSE:
  • UNICEF is trying to build a pool of pre-qualified high-caliber candidates to be hired as ‘DRR Consultants’, from which UNICEF country office and different state offices can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.

    Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the DRR Roster. The process will ensure all candidates in a DRR Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a DRR Roster Group for a four (4)year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.

    The Roster of DRR Consultants, once in place, will allow DRR colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with DRR background.The database will be managed centrally by Supply & Procurement (S&P) section, New Delhi. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they also need to apply to the roster.

  • LOCATION:
  • The position would be responsible for providing technical support to national / state / divisional / district level/ sub-district levels (in certain cases) DRR programming in UNICEF supported states in India, with specific deliverables to be achieved for improved DRR outcomes. The position would be based at Country Office or State or selected district HQs within the states. Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi. In Exceptional circumstances, on request of Government, UNICEF might also support other states.

    4.VALIDITY OF ROSTER:

    The roster once established would be valid for a period of 4-years.

    5.QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

  • Education: Master’s or Diploma in Public Health, civil engineering, Disaster Management, Social Work or relevant social science degree
  • Technical knowledge: Excellent technical knowledge and expertise in disaster risk reduction, climate change adaptation, resilience programming, emergency preparedness for response applied in one or more sectors such as public health, nutrition, education, child protection, WASH, social protection programs, RCH, child environment, Urban Planning, environmental health, environment protection etc. especially in context of India.
  • Language: Fluency in English and Hindi is required. Knowledge of other local Indian language as relevant to the state is an asset. Good negotiation and influencing skills supported by excellent communication and presentation skills is desirable.
  • Computer literate and conversant with MS Office and its application, internet, e-mail
  • Knowledge/familiarity with the national flagship programs (NHM, ICDS, MDM, Tribal Welfare, Livelihood Mission and others)
  • Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations.
  • Knowledge and awareness of humanitarian standards and principles is a must.
