Background & PURPOSE:
Diversity and Inclusion are core values of UNICEF, as enshrined in the Charter of the United Nations, and reflect the Organization’s Mission and Commitment to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. In line with this Mission and Commitment, UNICEF India started in 2017 a process of streamlining Diversity and Inclusion into its programmes and operations, and making it a vibrant reality in every component of its work place.

In pursuing this goal, UNICEF India Country Office is seeking a highly qualified and experienced consultant to develop a comprehensive Diversity and Inclusion programme.

MAJOR TASKS:
The major tasks to be accomplished by the Consultant include:
Diagnostic interviews with key stakeholders to understand the current state, including existing policies, mechanisms and actions;The assessment of Diversity and Inclusion factors that are currently prevalent at UNICEF India;Develop a strategy to achieve a cultural transformation in UNICEF India, with the ultimate goal of making Diversity and Inclusion a vibrant reality in the ICO workplace; and streamlined in ICO programmes and operations;Design a comprehensive programme with a phased roadmap to achieve this transformational goal. This would include a plan to continuously raise awareness and promote/champion a Diverse, Inclusive and Gender Sensitive work place.
DELIVERABLES
The consultant is expected to produce a report presenting the following:
A viable, realistic and cost-effective strategy to achieve a cultural transformation in UNICEF India, with the ultimate goal of making Diversity and Inclusion a vibrant reality in the workplace; and streamlined in programmes and operations;A comprehensive programme outlining a phased roadmap to achieve this transformational goal, including a plan to continuously raise awareness and promote/champion a Diverse, Inclusive and Gender Sensitive work place.PAYMENT TERMS
Payment is linked to receipt and satisfactory acceptance of deliverables.Travel expenses will be reimbursed at actuals based on submission of original invoices/reports.Per Diem will be reimbursed at UNICEF consultant rates.
Essential Educational Qualifications & Professional Experience forConsultant
An advanced university degree (Master’s degree or equivalent) in social science, human resources management, international development, organizational development, psychology, behavioral change or other related areas. A first level university degree in an associated field as above with at least 10 years of relevant professional experience may be accepted in lieu of the advanced university degree.At least 10 years of professional experience in organizational development, change management, behavioral change or related areas;Substantive and proven track record in the design, development and/or delivery of Diversity and Inclusion programmes;Ability to plan and produce quality results under tight timelines and meet assigned objectives;Ability to design/conceptualize innovative, practical and realistic solutions to challenging situations;Have experience of dealing with multinationals or international organizations. Experience with the United Nations or similar organizations is preferred;Demonstrates a high level of integrity by modeling the United Nations’ values and ethical standards;Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;Fluency in English, both written and oral, with the ability to draft high quality reports.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 70:30. The criteria for technical evaluation will be as follows:

Minimum overall qualifying score is 49. Only those candidates who meet the minimum qualifying marks of 49 and above, as well as score the minimum score in each of the above sub-criteria will be considered technically responsive and their financials will be opened.
