CAMRIS seeks a HIV Prevention Consultant for an upcoming task order under the International Technical, Operation, and Professional Support Services (ITOPSS) IDIQ. The primary objective of this contract will be to provide strategic technical support to a) accelerate the prevention to care and treatment response to achieve epidemic control among PWID in high burden states of Manipur, Mizoram and Nagaland, and assist NACO to replicating the lessons throughout the country, b) re-structure and implement the revised targeted intervention program among key populations, c) assist in rolling out of the fifth phase of the National AIDS Control Program including supporting the role out newer prevention approaches, d) strengthen the engagement of civil society organizations (CSO) through development and implementation of a comprehensive advocacy program at national level and in the three clusters as requested by the National AIDS Control Organization (NACO), Ministry of Health and Family Welfare (MOHFW), Government of India.

Note: The position is contingent on contract award.

In consultation with the CDC/DGHT India, Program Director, the contractor will provide expert technical support to NACO in scaling up the response in the North East region to achieve epidemic control in three high burden states of Manipur, Nagaland and Mizoram among PWID through reviewing programmatic gaps, development of strategic plans, providing ongoing mentoring support and carrying out mid-term assessment by performing the following tasks:

  • Assist in organizing quarterly stakeholder consultation and review meeting to identify programmatic gaps and develop strategic plans for accelerating the response
  • Provide ongoing mentoring support to implementing partner in designing evidence-based strategies tailored to the local context
  • Provide technical support in conducting a mid-term assessment of the PEPFAR/India technical support program in the North East region
  • Travel to North East India to perform site visits to assess partners' progress. Provide expert technical support to the NACO in re-structuring the targeted intervention program and provide strategic guidance in the roll out of the revised approach by performing the following tasks:

  • Support in revising the targeted intervention guidelines based on restructuring.

  • Provide ongoing support to TI division in the roll out of re-structured targeted intervention program.

  • Assist in the training of SACS and NGOs/CBOs on the revised targeted intervention approaches. Provide strategic guidance for greater engagement of civil society organizations in the National AIDS Control Program by performing the following tasks:

  • Design the concept paper in consultations with key stakeholders for strengthening civil society organizations for their greater engagement in the National AIDS Control Program.

  • Provide ongoing mentoring support to the CSO partner in developing strategic plans and implementation of activities.

  • Support CDC/DGHT India in monitoring the CSO grant activities through development of monitoring tools including indicators for measuring performance. Provide expert technical support to NACO in developing strategic plans to scale up HIV testing among key and other vulnerable populations by performing the following tasks:

  • Assist in developing strategic plan and provide ongoing technical support in scaling up community-based HIV testing among key populations.

  • Support NACO in assessing the effectiveness of community-based HIV testing in reaching the unreached and increasing the yield.

  • Doctoral degree in health sciences.

  • 15 years of experience working in senior positions with various international development agencies and/or U.S. Government.

  • At least five years' experience working with the policy level and field level issues related to HIV/AIDS in India.

  • Ability to communicate proficiently in at least two Indian languages in addition to English.

  • Experience working with the NACP IV design team preferred.
