TITLE OF CONSULTANCY: C4D Creative Consultant

BACKGROUND & PURPOSE:

The UNICEF C4D section receives frequent requests for the development of communication materials from different Ministries of the government for campaigns on issues related to children, adolescents and women. In order to be able to effectively and timely respond to these requests, there is a need for a professional who can develop, adapt or modify available materials (from the two e-repository of communication materials), maintain a repository of already developed materials and make them available for use at a short notice as and when required.

UNICEF India’s C4D program hosts and maintains the e-repository of communication materials at the site www.unicefiec.org. The site requires an administrative function of uploading new material with metadata and generating a unique reference no. for each material. This function was previously handled by the Administrative Assistant of the C4D Section. However, since that post does not exist any longer, a consultancy service is required to upload the new communication materials on the IEC eWarehouse.

The purpose of the consultancy is to provide technical assistance to UNICEF C4D section for communication material adaptation/development to cater to sudden requests from counterparts or donor. The support will be based on a comprehensive understanding of the UNICEF e-warehouse - a repository of communication materials and e-repository of RMNCH+A communication materials with government. The assignment also requires communication material upload on IEC eWarehouse.

a. To design/modify communication materials which are urgent requirement. To compose and design covers of program progress reports, strategy documents. b. To build C4D network capacity in using www.unicefiec.org c. To upload materials on IEC eWarehouse with metadata.

SUPERVISOR:

Communication for Development (C4D) Specialist

Note: The consultant will require to service all staff of C4D Section as per need. The task management though will be routed through direct Supervisor.

MAJOR TASKS:

Based on a brief from the concerned Ministry / C4D section staff, identify and undertake the creative development of key messages that need to be included in communication materials for concerned campaigns.

  • Review the eWarehouse for similar materials and prepare a shortlist.
  • Advise on the appropriate mix of materials to be developed as per the specific request for the communication campaigns and creating prototypes / artworks for the same
  • Review the available formative research to develop, guide the development/modification/adaptation of the communication materials. Consult with UNICEF technical experts, C4D Specialists and other partners for finalization of the creative messages and format of the materials.
  • Manage/guide the pre-testing of the materials, if needed.
  • Guide the production of relevant communication materials - mass as well as interpersonal - to ensure effective and efficient programme delivery.
  • Manage and oversee the work of agencies contracted for the development of communication campaigns / materials, if needed. This includes guiding as well as overseeing aspects related to creative content development / treatment, graphic design / layout, shooting and post production work.
  • Support with managing the UNICEF e-warehouse and facilitating the uploading of materials.

    END PRODUCTS:

    1 High quality materials produced

    2 E –warehouse regularly updated

    3 A monthly progress report at the end of each month with details of activities

    Performance Indicators:

  • No. and quality of materials produced/modified/adapted.
  • No. of metadata finalized and materials uploaded on UNICEF IEC e-Warehouse
  • Quality of mainstreaming support and capacity strengthening activity with Ministry of Health & Family Welfare for managing and maintaining RMNCH+A e-repository.
  • OFFICIAL TRAVEL INVOLVED: Within Delhi and maybe on some occasions to support work in select states

    PAYMENT TERMS

  • Payment is linked to receipt and satisfactory acceptance of deliverables.
  • Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.
  • Per Diem will be reimbursed at UNICEF consultant rates.
  • QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

  • Advanced degree/diploma in the area of communication design, graphic design, preferably a specialization in social communication.
  • Strong knowledge of designing software such as Corel draw, Photoshop, Adobe Illustrator etc., coupled with the ability to independently design and develop communication materials
  • Complete understanding of the AV and print production processes.
  • Substantial experience of having worked on social communication projects with a focus on the development of communication materials and products.
  • Experience of managing digital databases/ repositories
  • Fluency in English with strong oral, written and reading skills in Hindi.
  • Ability to work in a multi-cultural team environment, with an appreciation for diversity and sensitized to gender issues.
  • A positive, self-motivated attitude with ability to take initiative. The incumbent to the position would also need to display effective interpersonal conduct both within and outside office and adapt easily to new and changed work environment/situations.

    The selection will be on the basis of technical evaluation & financial offer in the ratio of 70:30. The criteria for technical evaluation will be as follows:

  • Educational Qualifications - Min 7/Max 10
  • Relevant work experience - Min 7/Max 10
  • Work Samples - Min 7/Max 10
  • Experience of working with Government/UN Agencies - Min 3/Max 5
  • Candidates who score 24 marks and above in criteria 1-4 above and also score the minimum score against each of the above sub-criteria will be short listed for an interview

    5. Interview - Min 25/Max 35

    Total points to qualify in overall technical evaluation Min 49/Max 70

    Total technical score – 70 Minimum overall qualifying score is 49. Only those candidates who meet the overall qualifying marks of 49 as well as score the minimum cut-off in each of the above sub-criteria including the interview will be considered technically responsive and their financials will be opened.
