TITLE: (National) Consultant Child Online Safety
LOCATION: New Delhi, with travel to Maharashtra, Chhatisgarh, MP, Gujarat, Telangana, Tamil Nadu
DURATION OF CONSULTANCY: 8 months (Full-time consultancy)

1.BACKGROUND
Responsible for coordinating UNICEF's work to tackle and prevent online violence against children in close partnerships with multiple stakeholders including government agencies, ICT sector, civil society, etc. This work requires close collaboration with UNICEF staff and with other UN agencies, NGOs, government departments and a wide range of constituencies.
The Consultant supports the development, preparation, management, implementation, monitoring, evaluation and reporting of progress of the UNICEF Indian Child Online Safety program.
He/she provides technical guidance to key partners, develops key partnerships and multi-sectorial platforms to create a safe and protective online environment for girls and boys and in particular for the most vulnerable groups.
2.OBJECTIVES
Support the UNICEF ICO Child Online Safety program which aims to ensure that children are better protected and are able to fully benefit from safer online content and environments. Specifically, the program aims to contribute to the following key outcomes: •Clear leadership, co-ordination and monitoring processes to tackle online CSEA are in place; •Online CSEA cases are timely investigated with a child-centred approach;•Online CSEA material is prevented and promptly removed; •Child victims of Online CSEA are identified and have access to quality protective services; •Children, caregivers and society as a whole are conscious of the risks of online CSEA and are aware of how to mitigate the risks, seek support and report online CSEA.

4.SUPERVISOR
The Child Online Safety Officer reports to the Chief, Child Protection or to the Child Protection – VAC Specialist for guidance and general supervision. The incumbent is also expected to work very closely with and receive guidance from the CSR and Private Sector Engagement Specialist for the ICT sector/ Industry related work.
5.MAJOR TASKS TO BE ACCOMPLISHED
A.Implementation and Capacity Building Support •Build and sustain effective working partnerships with relevant stakeholders, academia, industry partners, civil society partners and donors through active networking, advocacy and effective communication to build capacity, exchange knowledge and expertise and to reinforce cooperation to achieve sustainable and broad results in online protection of boys and girls. •Organise and contribute to strategic meetings on the planning and implementation of the UNICEF child online safety program. •Organise and coordinate any meetings/workshops/events as may be needed to support the above. •Organize and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results in child online protection. •Keep abreast of development trends to enhance program management, efficiency and delivery.•Arrange/coordinate availability of technical experts to ensure timely/appropriate support to the program.
B.Monitoring, Evaluation and Documentation •Actively monitor the program through field visits, surveys and/or exchange of information with colleagues, partners, and stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.•Support the monitoring and the appropriate use of the program resources in compliance with the organizational rules and regulations, donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.•Prepare regular program reports, briefs, communication material and other strategic program materials for management, reporting, advocacy, awareness raising, fundraising, etc. in close collaboration with UNICEF Communication sections. 6.KEY DELIVERABLES AND TIMELINE DeliverableTimelineConcept note on standardization of Child Only Safety orientation and training for stakeholders at state level ( Review of existing materials, identification of resource people and organizationsEnd of month 1Partnership/contracts for orientation/training developedEnd of month 2Platform for coordination with private sector is created ( Report, minutes)End of month 3Implementation orientations/training in at least 1 state ( Report)End of month 4Implementation orientations/training in at least 1 state ( Report)End of month 5Concept note for engagement with parent in prevention ( Social Media Initiative)End of month 6Report progress media initiativeEnd of month 7Final report progress on training, partnerships and mediaEnd of month 8
7.ESTIMATED DURATION OF CONTRACT8 months from the date of start to December 2017.
8.OFFICIAL TRAVEL INVOLVED
Travel to Maharashtra, Chhatisgarh, MP, Gujarat, Telangana, Tamil Nadu. The consultant will be expected to make one visit to each state during the contract period and submit a detailed trip report.
9.QUALIFICATIONS AND COMPETENCIES
a) Education• A university degree in international development, human rights, communication and media, psychology, sociology, public health, international law and other social science field is required.
b) Work Experience • Three to Five years of work experience in social development or private sector planning and management in child protection, communication and media, cyber-security and/other related areas.
c) Languages • English. Hindi or other Indian languages highly desirable.

Specific Technical Knowledge Required (for the job) • Knowledge and understanding of cyber-security issues specifically for children and women is highly desirable. • Knowledge of online sharing platforms and their functionalities. Strong computer skills and keen knowledge on management of website and portals. Proficiency with all basic MS Office applications is a must.• Professional technical knowledge/expertise in knowledge partnerships.• Excellent drafting and analytical skills; able to communicate clearly through written and verbal communication.• Thorough knowledge of the key concerns and challenges facing development practitioners in India, particularly in relation to issues related to children and women.• Highly effective at networking and at facilitating professional collaboration.• Motivated, energetic, thorough, and responsive to the needs and interests of peers.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20. The criteria for technical evaluation will be as follows:
i.Educational Qualifications - 20 points
ii.Relevant experience - 30 points
Those who score 35 and above against the above two criteria will qualify for an interview
iii. Interview - 30 points
Total technical score – 80. Minimum overall qualifying score is 56/80. Only those candidates who meet the minimum qualifying marks of 56 will be considered technically responsive and will be eligible to have their financial bids evaluated.
