TITLE OF CONSULTANCY: (National) Water Safety Planning Consultant
LOCATION: New Delhi with travel to UNICEF supported states (5). DURATION OF CONSULTANCY: 8 months (Full-time consultancy)

1.BACKGROUND:
To achieve its overall objective of providing improved and sustainable drinking water services in rural communities, the NRDWP (National Rural Drinking Water Programme, a flagship programme of the Government and a component of the Bharat Nirman) focuses on water quality and water resource management, sustainable service delivery (operation and maintenance), building professional capacity and strengthening decentralized governance through Panchayati Raj Institutions and community involvement; more specifically, it seeks to involve the community by enriching their knowledge and skills in a way that they understand the benefits of hygiene practices and are empowered to manage their drinking water resources and systems.
The WHO Guidelines for drinking-water quality recommend water safety plan (WSP) approach as the most effective way of ensuring safe drinking-water. The fourth edition of the guidelines (2011) further develops concepts, approaches and information, including the comprehensive preventive risk management approach for ensuring drinking-water quality. Preparation of water safety plans has also been focused in the National Rural Drinking Water Program (NRDWP) guidelines by the Indian government. The Ministry of Drinking Water and Sanitation and UNICEF have developed Drinking Water Advocacy and Communication Strategy (DWACS) Framework (2013-2017) which focuses on key individual and community behaviours leading to improved WASH outputs contributing to better health outcomes.
The SDG Goal 6 Ensure availability and sustainable management of water and target 6.1 By 2030, achieve universal and equitable access to safe and affordable drinking water for all, has focus on safe drinking water. Water safety plan links the identification of a water quality problem with a water safety solution. It includes both water quality testing and also sanitary inspection to determine appropriate control measures. It is a quality assurance tool that ensures protection of the water quality from the catchment to the consumer and from the tap to the toilet. Initiating Water Safety plan at State levels has been discussed and agreed by States and MDWS in National Level workshop on NRDWP held on 9th-10th Sept. 2016.
Various states have different nodal agencies for the rural drinking water such as Public Health Engineering Department (PHED)/Rural water supply department/ Jal Nigam/Panchayati Raj etc. The key issues are water safety, water security, water quality, O & M and water for sanitation. In current situation, water security plans are often top down, hence many water supply schemes implemented are not based on community aspirations and community participation and management and O & M tend to fail.
Through this consultancy, UNICEF will be providing technical assistance to MDWS and states to facilitate planning, implementation and monitoring of Water Safety approach under National Rural Drinking Water Programme (NRDWP). The Consultant will work in the area of Water Safety planning, development, coordination, roll out and monitoring and supervision. This Consultancy is part of UNICEF's WASH Technical Assistance plan for 2017.
2.PURPOSE:
To support UNICEF and MDWS in to support the development and roll-out of relevant Water Safety Planning approach for rural drinking water programme in selected 10 districts in 5 states (UP, MP, Orissa, Rajasthan and Assam) especially in most deprived communities., creating a road map for water safety for communities at state level, and strengthening capacity of departments/institutions on Water Safety approach.
3.MAJOR TASKS/DELIVERABLES:
Under the overall guidance of the WASH Specialist- Drinking Water Safety, the Consultant will work closely with MDWS, State level nodal departments such as PHED, WSSO, Jal Nigam, Panchayati Raj Departments to provide the following services in implementation of water safety/security plans and DWACS under NRDWP :
A.Institutional strengthening, Coordination and convergence for initiating Water Safety Planning
Key Tasks•Agreement on convergent planning and Integration of Water Safety Planning issues in selected 10 districts in 5 states (UP, MP, Orissa, Rajasthan and Assam)•Technical support for Development of Water Safety planning road-map for 5 states. •Support coordination and convergence among nodal departments for initiating Water Safety Planning approach. Agreement in role of MDWS and MoPRI for implementation of WSP. •Develop and contribute to roll-out state specific Water Safety Planning, implementation and monitoring guidelines.•Foster coordination and convergence at Divisional and District level for integrating WSP in ODF+ agenda and rolling-out WSP in district with convergent efforts of water supply and sanitation departments and other relevant departments.
Percentage of time spent: 30% (May to December 2017)
B.Strengthening Capacity for Water Safety PlanningKey Tasks•Support nodal departments in development and rolling out Water Safety Planning capacity building plan for all the key stakeholders at different level. •In consultation with MDWS, UNICEF and other relevant stakeholders, develop training modules for different stakeholders based on GoIs WSP Guideline. •Identification and establishment of state level pool of trainers for WSP•Support water supply departments in building capacities of State and District level resource groups on Water Safety planning, implementation and monitoring. •Technical support to water supply departments in rolling-out capacity building plan for PHED functionaries at District, block and GP level on WSP. •Support water supply departments in building capacities of Water Quality Testing Laboratories' functionaries, Laboratories' accreditation to undertake effective testing of Drinking Water with immediate feedback to communities for ensuring access to safe drinking water all time.

C.Field level Demonstration and Handholding support for Water Safety Planning in select district
Key Tasks•Handholding support to nodal departments in 5 states in rolling out Water Safety planning, implementation and monitoring. •Technical assistance and coordination support to state Resource group and other stakeholders in development of Water Safety Plans, implementation and regular monitoring in select GPs of select states. •Undertake field review visits and document the key achievements, issues and challenges in implementation of Water Safety planning approach and key recommendations; support department in taking corrective actions for effective implementation of WSP. •Document the case studies, processes under Water Safety planning roll-out and disseminate with State and districts for scaling-up WSP.
Percentage of time spent: 25% (May to December 2017)
D.Strengthening monitoring for Water Safety and Water Quality
Key Tasks•Support integration of Water Safety and Water Quality Indicators in the monitoring framework of MDWS to ensure effective monitoring of WSP. •Support MDWS in developing WSP monitoring protocols, guideline and system for ensuring Water Safety and Water Quality aspects.•Support nodal departments in strengthening monitoring mechanism at community level using local committees, block and district level utilizing existing human resource. •Strengthening Water Quality Surveillance through strengthening monitoring system incorporating all key indicators to track WSP and WQ.

7.PAYMENT TERMS
•Payment is linked to receipt and satisfactory acceptance of deliverables. •Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.•Per Diem will be reimbursed at UNICEF consultant rates.
8.QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED
•University degree in Engineering /Post graduate degree Business Administration/ Social Sciences with specialized knowledge and experience of community water supply and sanitation programmes.•At least 10 years relevant field experience, focusing on social mobilization and capacity building of field workers, Panchayat representatives and government staff on Drinking Water Quality and Water Safety Planning. •Proven ability to advocate effectively with state and district level officers of counterpart and other departments.•In-depth knowledge of sector policy and practice, in particular, relating to NRDWP, SBM(G) programmes and its status in the State of placement•Previous experience working with UN or bilateral agency will be an advantage•Good verbal and written communication skills (English and Hindi), including presentational skills•Demonstrated excellent motivational skills to achieve behavior change in communities•Ability to use computer software i.e. MS Office, MS Excel, PowerPoint and Internet programmes

The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20. The criteria for technical evaluation will be as follows:

Candidates will be shortlisted for a written test on the basis of the review of the CVs for criteria (a, b, c) as listed above. The candidates who score the minimum against each criteria and 28 and more against above criteria will be shortlisted for the test.
