TITLE: (National) Consultant, Education Data Monitoring

LOCATION: New Delhi, with possible travel to UNICEF supported states

DURATION OF CONSULTANCY: 8 months (Full-time consultancy)

  • BACKGROUND
  • Education Management Information System (EMIS) as a repository for data collection, processing, analyzing and reporting of educational information plays an important role in policy, planning resource allocation, decision making and monitoring the progress. Ministry of Human Resource Development (MHRD), Government of India has taken an initiative to collect student wise information, which is an integral component of existing EMIS (UDISE) data collection process. U-DISE data with student database system is now available for further analysis to understand trends and association with meaningful variables. It will also be useful to compliment the UDISE data with other secondary sources like Census, NSSO, and National Achievement Survey (NAS) for the effective planning, programming and implementation. Such an analysis is critical for understanding equity patterns to determine disadvantaged groups to support planning process and implementation. Therefore, it is important to strengthen and monitor closely these data trends to provide regular feedback to programming strategies in general and in evolving differential programming strategies both at national and state level.

    UNICEF continues to support NUEPA and MHRD, Government of India for the strengthening of UDISE and is critical to continue the support for the improvement of this EMIS. The proposed consultancy is aimed to provide the necessary technical support for the strengthening of EMIS/UDISE and in building the capacity of educational functionaries at various levels along with providing data analytical support to the Education section for evidence based advocacy, planning, programming and implementation.

    2. OBJECTIVES

    Strengthening EMIS/UDISE system- technical support in analysis of data, capacity building of government functionaries, data visualization of UDISE portal and to provide data analytical support to Education section for evidence based advocacy, planning, programming and implementation.

    5.Major Tasks to be Accomplished

  • Provide technical support to NUEPA in implementation of EMIS including student database system
  • Provide technical support to NUEPA and technical agency in data visualization related activity
  • Undertake regular field visits to monitor and review implementation of EMIS including student database
  • Analyze U-DISE 2016-17 data on the critical educational indicators related to RTE compliance at national level and in UNICEF supported states, as per required
  • Build capacity of education officials, teacher educators and EMIS staff on use of data to support planning and effective decision making
  • Analyze secondary data sources such as Census, NSSO, NCERT, ASER and reports released by MHRD and other organizations and update education fact sheet
  • Provide data support to Education section in preparing various documents, proposals, donor reports etc. and work in close collaboration with PPE section and UIS for SDG indicators

    7. Estimated Duration of Contract

    8 months from the date of start to December 2017.

    8.Official Travel Involved

    Occasional travel to state offices when required (5-7 days in a month)

    9.QUALIFICATIONS AND COMPETENCIES

  • Master's Degree in the field of Social Sciences / Education/ Computer Science
  • At least five years' experience in working with government counterparts especially in field of education/assessment/monitoring.
  • Experience of strengthening EMIS at national and state level
  • Demonstrated presentation and facilitation skills and understanding of analytical tools/software
  • Strong understanding of issues of education in planning and monitoring.
  • Good English writing and presentation skills.
  • Harmonious working relationships and ability to manage complex multi-partner work groups.
  • 10.PAYMENT TERMS

  • Payment is linked to receipt and satisfactory acceptance of deliverables.
  • Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.
  • Per Diem will be reimbursed at UNICEF consultant rates.

    The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20. The criteria for technical evaluation will be as follows:

  • Relevant educational qualifications of the candidate - 8/10 (Min/ Max)
  • Relevant experience of building capacity of government functionaries in educational planning: 12/15 (Min/Max)
  • Sample of previous work (atleast3), especially in relation to data analysis and development of equity patterns, trends supporting differential planning : 28/35 (Min/Max)
  • Experience of working with Government/Bilateral/International/UN Agencies, especially building capacity of educational functionaries on the use of data in education planning 16/20 (Min/Max)
  • Total technical score – 80. Minimum overall qualifying score is 64/80. Only those candidates who meet the minimum qualifying marks of 64 as well as score the minimum score in each of the above criteria will be considered technically responsive
