TITLE OF CONSULTANCY: (National) Consultant SBCC-RI and New Vaccines
LOCATION: New Delhi. Travel to 12 GAVI states included (approx. 2 days in a month). . DURATION OF CONSULTANCY: 8 months (Full-time consultancy)

1.BACKGROUND:
India has recently introduced the Measles-Rubella vaccine in the first phase states and proposes to introduce a number of new vaccines into theexisting RI schedule in the coming years(2016-18), many of them through campaigns. The country has set its target for 90% national coverage by 2020, from the current 65.2% (RSOC 2013). GAVI, which provided funding support to the Government of India under the Health System Strengthening Grant for three years (2014-16), also proposes to extend this support to the GOI through a catalytic grant till 2020, to support new vaccine introduction such as Rota virus, Measles Rubella, Adult JE and Pneumococcal. GAVI support will also be used to support the GoI measles elimination Plan 2020.
UNICEF has been one of the core partners in supporting the GOI in strategizing social and behavior change communication interventions and health system strengthening, including capacity building, to increase vaccine confidence and generate demand for new vaccines.
The proposed position – SBCC Consultant- Strategy Development & roll out of New Vaccines -- will support UNICEF in developing communication strategies for new vaccine and RI system strengthening efforts.
2.PURPOSE:
Despite increased coverage rates of routine immunization in India, nearly one third of all children born in the country each year are not fully protected against the life threatening vaccine preventable disease, resulting in added infant mortality. Further, a majority of these children are partially immunized while unimmunized children account for only 5% in urban areas and 8% in rural areas. This indicates that the majority of children are missed after they have entered the program, which is a matter of concern.
To reduce dropouts and left outs and improve full immunization coverage to over 90% by 2020, the MoHFW launched a new initiative called "Mission Indradhanush" aimed at reaching all children that are either unimmunized or partially immunized before their first birthday, in high focus districts of the country.Approx70% of these districts are also RMNCH+A high priority districts (HPDs).
MOHFW has also introduced a number of new vaccines in the recent past, such as Measles 2nd dose, Pentavalent, Inactivated Polio Vaccine, fIPV, Rota Virus and recently Measles Rubella. The new vaccines it proposes to introduce in the near future include Pneumococcal (PCV), and Adult JE.
UNICEF, as the preferred and long-standing partner, for communications and demand generation for RI and health systems strengthening for RMNCH+A, and seeks human resources on short term to support the C4D section in effective and efficient support to the MOHFW. The consultant will also support in coordinating with the 12 GAVI states, on new vaccine introduction, as needed and guided by the key deliverables agreed with the MoHFW.
3.MAJOR TASKS/DELIVERABLES:
The Consultant SBCC Consultant-Strategy Development & roll out of New Vaccines, will work closely with the P4 C4D Specialist, and collaborate with the C4D National Specialist RI-HSS and C4D National Officer-New Vaccines in the following areas:
1.Establishing technical support for components of strategy development for RI, and linkages with RMNCH+A (Time: 30%)1.1. Suggest & recommend implementation modalities for partnerships1.2. Identify potential agencies for partnership after verification1.3. Identify potential platforms for engagement1.4. Prepare and draft documents, technical briefings1.5. Develop & review plans with clear timelines
2.Data and Knowledge management (Time needed 30%)2.1.Collect and compile data on new vaccines, including routine immunization coverage and associated data, and behavioural data2.2.Contribute to the development of SOPs based on consolidated monitoring reports from field visits2.3.Monitor SBCC interventions in RI and new vaccines as per approved indicator list/monitoring tools2.4.Create a story based on collected data, presenting data to key government officials for appropriate decision making2.5.Prepare process reports of all major intervention and activity2.6.Consolidation and draft workshop reports 2.7.Package knowledge in different formats for purposes of advocacy documents2.8.Develop a clear dissemination plan for all the documents/creatives produced2.9.Develop briefs for creative agency & coordinate with creative agency for timely development of communication tools and products

7.PAYMENT TERMS
•Payment is linked to receipt and satisfactory acceptance of deliverables. •Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.•Per Diem will be reimbursed at UNICEF consultant rates.
8.QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED
A minimum postgraduate degree in development communication/mass communication with at least 5 years direct experience in working in the development/social sector. Candidate should be well proficient and believe that social and behavior change communication can be an important key intervention for achieving programmatic results. Basic knowledge of research, monitoring and evaluation is expected. Should be sensitive and respectful to local cultures and practices, well versed in English language. Knowledge of local language will be an advantage though not essential. Should be respectful to the values of UNICEF and demonstrate the necessary ethics and integrity.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 70:30. The criteria for technical evaluation will be as follows:
a)Relevant educational qualifications of the candidate (a Masters or higher degree preferably in development communication, mass communication, public health, psychology, sociology, anthropology (10/15)b)Relevant work experience (at least 8 years) in development communication, public health, community mobilization, large-scale campaign management, monitoring of communication activities, communication training (14/20)c)Relevant work experience (2-3 years) with programmes/projects with UN agencies, with roles and responsibilities of technical support provided to government departments or partners in specifically in the area of IEC/SBCC/communications (11/15)
Candidates will be shortlisted for an interview on the basis of the review of the CVs for criteria (a, b, c) as listed above. The candidates who score the minimum against each criteria and 35 and more against above criteria will be shortlisted for the test.a.Interview with candidates that clear the initial shortlisting (14/20)
Total technical score – 70. Minimum overall qualifying score is 49. Only those candidates who score the minimum against each criteria and meet the overall minimum qualifying marks of 49 will be considered technically responsive and the financials will be opened.
