Purpose of the Position
Under the supervision of the Deputy Representative of Amara, Eritrea, the incumbent of the post will support the implementation of the Government of Eritrea/UNICEF country program's planning, monitoring and evaluation, in coordination with all UNICEF sectoral programmes and external partners, with heightened support to national capacity building. The incumbent will exercise an advisory role, provide technical guidance, coordination and support to strategy development, capacity building, and partnerships, including collaboration with the UN country team.
Key Accountabilities and Duties & Tasks
Programme Planning and Review
Support the preparation of the country programme documentation, in collaboration with programme sections, national counterparts and concerned UN agencies and submit viable recommendations on programme implementation, new initiatives and management issues to facilitate the achievement of stated objectives.Situation and Programme Performance Monitoring and Assessment
Oversee the Situation Analysis, with special attention to gender equality and overall human-rights based approaches. Systematically monitor the Country Office performance, including the Compact with the Regional Office. Coordinate the compilation of related indicators and avail these to the Country Management Team and the Regional Office.Partnerships and Quality Assurance
Manage and monitor the allocation and disbursement of programme funds, ensuring that funds are properly monitored and liquidated. Take appropriate actions to optimize use of programme funds. Support programme efficiency and delivery through facilitation of transparent partnership, planning, implementation, assessment, monitoring and evaluation processes with relevant parties.Plan for Research, Monitoring, Evaluation, and Knowledge Management
Commission technical support the Country Office and national partners in the development of a well-prioritized plan for research, monitoring and evaluation; Supports the design of data collection methodologies and research related to programme interventions.Emergency Preparedness Planning and Humanitarian Response
Provide technical support to monitoring and evaluation functions during emergency preparedness planning and humanitarian response, including provision of technical support to contingency plan development, rapid needs assessment, planning and monitoring of implementation of emergency activities, and reporting (Situation Report).Qualifications of Successful Candidate
An advanced university degree (Master's) in Social Sciences, Demography, Development, Planning, Monitoring & Evaluation, Statistics or related field(s) is required.**A relevant first-level university degree (Bachelor's), in combination with 2 years of additional relevant work experience, may be accepted in lieu of the advanced university degree.A minimum of eight (5) years of relevant experience, at the national and international levels, in programme/project development, planning, implementation, monitoring and evaluation is required. Previous hands-on experience in preparedness planning and humanitarian response is considered an asset.Previous work experience in an emergency duty station and exposure to emergency programming, including preparedness planning, is considered an asset.Strong skills in statistical/research analysis, with a proven record of publications, is an asset.Capacity to design social policy concept notes which are relevant to developing countries is an asset.Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) and the language of the duty station is considered an asset.Competencies of Successful Candidate
