GENERAL:

Winrock is accepting applications for the Finance Manager position for the upcoming USAID/India Strengthening Landscape Management and Conservation opportunity. The five-year project Activity will work in concert with the Government of India (GoI) to enhance the management of ecological landscapes for biodiversity conservation, human well-being and climate benefits, contributing to reduced greenhouse gas emissions, improved carbon sequestration, and enhanced environmental benefits for the country. Through this activity, USAID/India and the Ministry of Environment, Forest and Climate Change (MoEFCC) will strengthen management practices in targeted landscapes by: (1) improving the management of protected areas and their corridors for wildlife conservation and other ecological benefits; (2) improving inclusive livelihoods from ecosystem services and (3) strengthening the conditions for institutionalizing landscape conservation. This position will be based in India, and contingent upon project award.

POSITION SUMMARY:

The Finance Manager will be responsible for leading all project finance and accounting re accounting. Financial and accounting management covers all program administration and operations including financials related to human resources, procurement, administration, offices, grants, and inventory of the program. The Finance Manager will coordinate closely with USAID and the Winrock home office in developing, implementing, reporting and monitoring all project finances. S/he will foster and maintain effective relationships and coordination with government, academia, private sector, consultants, civil society, NGOs, and other donors and ensure compliance with the agreement including timely, high-quality financial compliance results. The Finance Manager position is part of a multi-disciplinary team of program development, procurement, finance, and other professionals establishing and maintaining a strong system and management control for human resources, logistics, office procurement, office accounting and information systems. The Finance Manager is responsible for establishing and maintaining a control for the Project accounting and finance systems. The Finance Manager will report to the Chief of Party (COP) and home office program manager.

ESSENTIAL RESPONSIBILITIES:

  • Manage all financial reporting, accounting, and donor compliance issues related to finance and subagreements;
  • Supervise grant manager and oversee all grant activities, ensuring compliance with USAID and Winrock regulations and policies.
  • Manage all financial management related to operations of program (suboffices, procurement, administrative and human resource policies and management, etc);
  • Monitors budgets vs. expenditures of main program budget and subagreement budgets.
  • Supervises accountant(s) and liaises with subagreement financial officers.
  • Coordinates closely with Chief of Party (COP), Deputy Chief of Party (DCOP) and home office staff on subagreement and financial management.
  • Manages cash flow and responsible for all field payments to local staff, vendors and local consultants.
  • Ensure procurement and financial procedures and standard operating procedures comply with USAID and Winrock procedures and regulations.
  • Responsible for local banking needs in close collaboration with Winrock home office.
  • Responsible for reviewing and processing travel expense reports for office staffand local short-term consultants with COP and/or DCOP approval;
  • Work with Winrock home office eon all financial reporting needs (Monthly, Quarterly and Annually);
  • Work closely with social insurance office, tax department to ensure all required documents are accurate and updated and compliant with the up-to-date local regulations and laws governing taxes, contracting and administration and accounting;
  • Reviews all draft subagreements for donor (USAID) and Winrock.
  • Manages use and care of major program assets.
  • Supervise the maintenance of auditable finance, administrative and procurement files;
  • Negotiate appropriate terms and conditions, preparing contracts, and ensuring compliance with USAID policies and procedures.
  • Oversight of equipment cost and fair procurement competition compliant with USAID and Winrock regulation.
  • Provide training of local staff, partners and grantees on cost control and compliance.
  • Develop financial standard operating procedures at start-up and responsible for financial close out at the end of the project;
  • Other relevant duties as needed.

QUALIFICATIONS AND BACKGROUND:

Education:

B.A or Master of Business Administration or Certified Public Accountant certificate required from an accredited University. Demonstrated focus or supplemental training in grants management preferred.

Experience:

  • Minimum 8 years of professional experience in fields required for the successful implementation of large-scale international donor funded programs, preferably USAID.
  • Proven exceptional leadership in the financial management, reporting, monitoring, compliance.
  • Track record in strategic planning, management, supervision, and budgeting.
  • Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams.
  • Strong skills in financial management, grant management, and subagreement management required.
  • Knowledge of USAID rules and regulations required.
  • Fluency in English and excellent communication skills (written and verbal).
  • Excellent leadership, problem solving, teamwork, interpersonal skills required.
  • Willingness to travel throughout India.
  • Demonstrated experience working independently.
  • Ability to plan, implement and monitor project activity financials.
  • Ability to communicate and work effectively with a wide range of counterparts.
  • Advanced experience preparing written reports using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, QuickBooks, PowerPoint)
