POSITION TITLE: Operations Officer, Strengthening Landscape Management and Conservation

GENERAL:
Winrock is accepting applications for the Operations Officer for the upcoming USAID/India Strengthening Landscape Management and Conservation opportunity. The five-year project Activity will work in concert with the Government of India (GoI) to enhance the management of ecological landscapes for biodiversity conservation, human well-being and climate benefits, contributing to reduced greenhouse gas emissions, improved carbon sequestration, and enhanced environmental benefits for the country. Through this activity, USAID/India and the Ministry of Environment, Forest and Climate Change (MoEFCC) will strengthen management practices in targeted landscapes by: (1) improving the management of protected areas and their corridors for wildlife conservation and other ecological benefits; (2) improving inclusive livelihoods from ecosystem services and (3) strengthening the conditions for institutionalizing landscape conservation. This position will be based in India, and contingent upon project award.
POSITION SUMMARY:
The Operations Officer will be responsible for all operations including administration, logistics, procurement, budgeting, financial, and property oversight. The Operations Officer will ensure that program implementation is in accordance with USAID regulations and procedures including monitoring grantees, partners and consultants. Operations Officer will ensure that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes, review of financial management, and monitoring activity implementation. S/he will assure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to USAID and Winrock regulations. S/he will supervise the day-to-day field presence in the areas of operations (including the project's facilities such as office space, equipment and project vehicles), administration, logistics, procurement, support budgeting and financial accounting. S/he will also support with other aspects of operations such as human resource issues, information technology, transportation, travel, security, facilities, inventory, etc. The Operations Officer will report to the Finance Manager, Chief of Party (COP) and the Winrock home office Program Manager.
ESSENTIAL RESPONSIBILITIES:
- Provide overall leadership of project administration and operations.
- Coordinate operations activities with Winrock home office and develop, maintain and update standard operating procedures for operations.
- Support financial aspects of the project including managing the budget.
- Provide direct supervision, support, and direction all support staff such as reception, office manager, information technology support, transportation, and overall office(s) operations.
- Ensure compliance with established Winrock accounting principles, operations procedures, and USAID regulations.
- Interact directly and regularly with project vendors.
- Participate in regular field visits to the project areas and offices to ensure operational compliance.
- Coordinate and communicate regularly with Winrock’s Home Office.
- Manage relationships with complementary USAID and donor projects.
- Manage all financial reporting, accounting, and donor compliance issues related to finance and subagreements.
- Supervise grant manager and oversee all grant activities, ensuring compliance with FCDO and Winrock regulations and policies.
- Manage operations of program (suboffices, procurement, administrative and human resource policies and management, etc)
- Coordinates closely with Finance Manager, COP and home office staff on subagreement management.
- Lead project archiving and knowledge management systems
- Manages use and care of major program assets.
- Procure and distributing equipment to remote areas.
- Oversee logistic support functions.
- Identify and set up offices and ensure adequate office supplies and stationery items are provided.
- Provide training of local logistics staff to ensure that appropriate communications equipment are installed to meet the operational and security needs of international and local staff.
- Provide overall management of the fleet vehicles, including safety precautions, maintenance, fuel and consumables monitoring, and the management of drivers.
- Other relevant duties as needed.
QUALIFICATIONS AND BACKGROUND:
Education:
Bachelor’s Degree in business administration, economics, international development, accounting from an accredited University
Experience:
- Minimum two years of experience working on donor-funded projects in a related role and with some demonstrated supervisory experience.
- Experience with grants, procurement, establishing standard operating procedures and tracking/monitoring tools and systems.
- Experience developing systems, tools and operating procedures.
- Preferred experience and knowledge of USAID procurement policies and procedures.
- Knowledge of financial management, financial reporting,
Skills:
- Knowledge of the political, social, cultural, environmental, and development context of India
- Ability to diplomatically supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences.
- Strong communication skills (interpersonal, verbal, and written)
- Strong organizational and knowledge management skills and ability to work independently.
- Strong Microsoft skills required (excel, PowerPoint, word)
- Fluency in written and oral English is required.
