Background

Afghanistan is prone to both hydro-meteorological and geo-physical hazards, due to which the Aga Khan Agency for Habitat, Afghanistan (AKAHA) started multi hazard risk assessment exercise to support risk informed decision for risk sensitive planning, since 2008. Flood is one of the common hazards that the country witnesses and is prone to both rainfalls induced flood as well dam outburst (Glacial Lake Outburst Flood - GLOF).

Risk sensitive planning and action is imperative to ensure that poor people do not live in risky physical settings and are secured from the effects of natural hazard. In addition, risk awareness will bring about judicious allocation of financial resources to support appropriate emergency management and response interventions.

To improve risk awareness through risk assessment exercise, AKAHA strives to adopt tools and technology through capacity building of technical team.

Objective

The main objective of this engagement is to enhance the capacity of AKAHA’s technical team on flood hazard modelling using Flo-2d software – both rainfall induced and GLOF. Further, the training should build the team’s capacity to interpret the hazard map to support decisions in the ground.

Main responsibility of the experts: AKAH is seeking for competent and professional experts to develop flood hazard training materials and deliver training to 8 to 10 trainees. Following specific topics are to be covered during the training:

o Rainfall induced flood

  • Rainfall frequency analysis for return period calculation
  • Discharge estimation based on rainfall return period
  • Mapping flood hazard zones corresponding to specific return period.

o Glacial lake outburst flood

  • Outburst hydrograph modelling;
  • Flood hazard zoning using specific hydrograph.

Duration of training

Duration of the contract is one month including preparation, model and manual development, while training duration is expected to be minimum 6 to 7 days, in India.

Educational background

Master in Disaster Risk Management, Master in Hydrology, with experience on flood modelling using Flo-2d software.

Required skills and experiences

At least (5+) years’ experience in disaster risk management, flood modeling, data analysis, and susceptibility/hazard mapping.
