DURATION OF CONSULTANCY: 15 months (11.5 months + 2 week break + 3 months)
The current country programme, 2018-22 is mandated to support Government in improving birth registration in the country at national level as well as in states that have low level of birth registration. One of the outcome areas under Inclusive Social Policy programme (ISP) is to increase level of birth registration to 100 % by 2022. As per the NFHS 2015-16 almost 20 % of children below 5 years are not registered (which makes almost 24 million children below five years not registered) and almost 40 % of the children do not have birth certificate even though their births have been registered. There are at least 7 states namely UP, Bihar, Jharkhand, AP, Telangana, Rajasthan, Odisha where either level of birth registration is below 75 % or there is risk that the state may slip back to low level of registration, as per evidence from NFHS 2015-16 data.
The country programme related work plan proposes to support policy development, capacity building and monitoring effort of the Government including improving functioning of inter departmental coordination committee (IDCC) set up by the Government at state and district level. There are evidences to prove that states where IDCC system has functioned well, level of registration (LOR) improves including better coverage, reduction in inequity. It has also come to the knowledge of the UNICEF that in the states where on-line system of civil registration is on-going, adequate support is required to strengthen the capacity of the staff in terms of knowledge of the Act and implementation of registration process. This also entails the need for comprehensive training of registrars and development a cadre of master trainers at adequate level along with knowledge upgradation, improving training material and ensuring quality assurance in making CRVS system more efficient.
Acknowledging that improving birth registration is part of UNICEF’s core mandate under CRC and SDG architecture of monitoring, UNICEF is leading a Joint Work Plan 2019-2021 on CRVS, with WHO and UNFPA. Accordingly, it is proposed to support the office of RGI with the following activities, as part of the UNICEF’s contribution to coordinate activities under the joint work plan signed with ORGI, in 2019 (in the process).
It is proposed to engage a senior expert on CRVS in Delhi for a period till 31st December 2020. The contract would be issued to the contractor, at the beginning for a period till December 2019 and then depending on the funding support, the person’s capacity, the contract would be further extended till December 2020. The person would be stationed in Delhi and would work with the office of RGI and UNICEF.

The person is required to travel to states as per the programme needs.
Expectedly, one trip to a state per month, tentative duration 4 days per trip; but may vary depending on the request and kind of activity to be performed.

Tentative Start from 1st October 2019 to 31 December 2020; With mandatory two weeks break after completion of 11.5 months of initial contract, which will be followed by the balance contract duration upto 31 Dec 2020.

Overall technical qualifying score will be 56. Only those candidates who score 56 marks and above will be considered technically responsive and their financials will be opened.
PAYMENT SCHEDULE
Payment will be linked to deliverables/monthly progress reports and would be released every month on satisfactory certification by supervisor.
