Organizational Context and Purpose for the job:

The Chief, Admin and Finance reports to the Deputy Representative, Operations (DRO) for general direction and guidance. The Chief is responsible for providing support to the DRO in managing, monitoring and overseeing the full range of financial and administrative services in support of program and operational activities (i.e. financial planning, disbursements of funds and payments, treasury and accounting, financial analysis and reporting of resources, transport, travel and premises management, protocol administration), ensuring compliance of all financial and administrative operations with organizational plans, policies, procedures, guidelines, standards of performance, ethics, and integrity.

Key End Results:

  1. Effectively manages staff reporting to the Chief or as second reporting officer or as the technical chief for staff in the field, including through the provision of effective work plans, work planning, resource allocation, regular performance feedback, capacity development, and inspiring a business partnering solution-oriented and empowered working environment.
  2. The budget preparation and implementation are properly administered, monitored and controlled in the area of financial and administrative management and services.
  3. Oversight, management, and operations of financial and administrative support services are effectively provided for enhanced quality of service delivery, efficiency, productivity and cost effectiveness, and security arrangements are well established for enhanced safety and security.
  4. Property management of administrative supplies, office equipment, vehicles and other properties is effectively performed.
  5. All administrative transactions and arrangements of contracts satisfy the requirements as stipulated and are in compliance with the applicable policies, procedures, rules and regulations.
  6. Staff capacity is enhanced through innovative staff learning/development programmes in the area of financial and administrative management and services.
  7. Effective working relations are maintained with other agencies, local authorities and implementing partners.

Key Accountabilitiesand Duties & Tasks:

Policy, procedures and strategies:

  1. As technical manager, accountable for the correct and consistent application of policies and procedures in the management of administrative functions through the provision of technical leadership, guidance and support to the country office and sub-offices where applicable.

Administrative support and services:

  1. Ensures timely and effective delivery and improvement in administrative support and office services for enhanced quality, efficiency and cost effectiveness, including space management, transport services, vehicle use and maintenance, equipment, conference and travel arrangements, document reproduction, communications, mail and delivery services, local procurement and bill payments of utilities.

Property management:

  1. Manages properties of administrative supplies, office equipment and vehicles, updating inventory of items, serving as ex-officio member to the Property Survey Board and ensuring follow-up action.
  2. Oversees to ensure that services and maintenance of premises are in accordance with organizational standards.

Contract arrangement and control:

  1. Monitors payments against contractual obligations.

Partnership, coordination and collaboration:

  1. Develops and maintains effective working relations with other agencies, local authorities and implementing partners relating to administrative matters for enhancement of information exchange, collaboration, and UN reform initiatives.
  2. Coordinates field emergency services.

Support to financial planning and management:

  1. Prepare/analyze financial data/estimates and documentations, verifying relevancy, accuracy and completeness to facilitate financial planning for CPMP and regular management advice (including review of financial figures in PCAs). Provide technical and operational support throughout the financial planning and implementation process.
  2. Evaluate financial and reputational risk in transactions carried out by the office and raise flags when actions are needed by management.
  3. Prepare and/or monitor financial exception reports to assess unusual activities and transactions, investigate anomalies, and keep supervisor informed for timely action.
  4. Provide technical support to the programme counterparts/committees, e.g. review budgets and financial plans of implementing partners; monitor compliance with HACT framework, including support to assessments, assurance and capacity development of implementing partners.
  5. Advise and support PSFR activities on budget preparation, strategic income projection/ reporting, setting and monitoring performance indicators, revenue and expense reporting, and provide technical advice during strategic planning exercises
  6. Manages the budget in close coordination with the DRO to ensure that objectives stipulated early in the fiscal year are realized for smooth operations of the Country Office.

Control of accounts:

  1. Review the accurate and timely submission of payments, journal entries and other financial transactions within scope to the Global Shared Services Center (GSSC), ensuring compliance with budgetary limits, IPSAS and organizational regulations, rules, policies, procedures, standards of accountability, and ethics.
  2. Monitor and analyze financial transactions, accounting reports and reconciliation of accounts to ensure accurate and current financial information for applicable compliance and management oversight, planning and/or action.
  3. Examine DCT transactions (transfer, adjustments, reprogramming and liquidation) supporting documents to ensure FACE form has been properly entered into the system and the expenditure is broadly reasonable and in accordance with policy.

Treasury and cash management:

  1. Manage bank, petty and cash on hand accounts transactions and operations in accordance with UNICEF/UN financial regulations and rules, policies, procedures and local banking practices. Keep abreast of procedures and regulations regarding maintenance of bank accounts and exchange and interest rates.
  2. Primary contact with local bank management on routine operational matters including negotiation of exchange rate on replenishments.

Knowledge and capacity building:

  1. Promote culture of highest ethical standards and behavior in management of UNICEF’s resources.
  2. Contribute to initiatives for management improvement by capturing, institutionalizing and sharing best practices and lessons learned. Implement and/or recommend management improvements to enhance productivity and performance including implementation of cost saving strategies.
  3. Participate and/or organize training and learning events to build capacity of staff and stakeholders/partners.
  4. Provides coaching and counselling to the staff on performance enhancement/ development, career development.

Managerial leadership:

  1. Manages and supervises to ensure effective financial and administrative operations for a large country office with substantial total budget and large number of staff members, engaging in all the areas of financial and administrative service management.
  2. Provides global/regional perspective, sound recommendations on implementation/innovation of financial and administrative policy and procedures, and optimal utilization of UNICEF’s resources.
  3. Provides authoritative information and sound policy interpretation as well as application at the country level, based on the broad and thorough knowledge of UNICEF’s financial and administrative policy, procedures, rules and regulations. Provides substantive input to the development of financial and administrative policies, systems and procedures.
  4. Plays a leading role in strategic planning in the area of financial and administrative service management of the Office, taking an innovative approach in developing and implementing improved management systems.

Qualifications:

Education:

  1. An advanced university degree (Master's) in financial management related fields such as Accountancy or Finance or their equivalent.
  2. A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with a minimum of 12 years of relevant work experience, may be taken in lieu of an advanced university degree.

Experience:

  1. Eight (8) years experience in financial management or audits in an international organization and/or large corporation is required.
  2. Both national and International work experience in office management, administration, property/premises management protocol or other relevant function.
  3. Experience in a UN system agency or organization some of which served in a developing country is considered as an asset.
  4. Advanced knowledge of Microsoft Office, especially Excel required.
  5. Experience in database packages, web based management systems and ERP systems (preferably SAP financial modules) is considered as an asset.
  6. Experience with IPSAS and/or IFRS is considered as an asset.

Technical Knowledge:

Specific Technical Knowledge Required:

  1. Specialized knowledge to perform the administrative service management functions of the job at competent level. (UNICEF administrative, accounts/finance, HR, budget, and supply manuals and instructions.)
  2. Security Handbook.
  3. UNICEF Mid-Term Strategic Plan (MTSP) as it relates to administrative service management.

Common Technical Knowledge Required:

  1. Principles of office management, operations management, programme management and administration.
  2. Administrative service management's goals, visions, positions, policies, and strategies

Technical Knowledge to be Acquired/Enhanced:

  1. UN policies and strategy to address issues in harmonization of administrative service management and operations in the common system.

  4. Government regulations and laws in the locality pertinent to administrative service management and operations.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

Remarks:

  1. Selected applicant will have an initial two (2) year fixed-term contract, with possibility of extension, subject to satisfactory performance.
