Organization: International Budget Partnership
Country: India
Closing date: 20 Aug 2019

Organization:INTERNATIONAL BUDGET PARTNERSHIP

Job Title:COUNTRY MANAGER (INDIA)

Reports to:DONOR ORGANIZATIONS

Location:NEW DELHI

Introduction:

The International Budget Partnership (IBP) collaborates with civil society around the world to use budget analysis and advocacy as a tool to improve effective governance and reduce poverty.IBP focuses on government budgets because they are at the core of development. Budgets are the government’s most powerful tool to meet the needs of its people, especially those who are poor and marginalized. Whether it’s about health, education, or pensions, the most well-meaning public policy has little impact on poverty until it is matched with sufficient public resources, and those resources are used effectively to provide public services.

INTERNATIONAL BUDGET PARTNERSHIP, INDIA

Despite advances in civil society engagement in budget processes, the poor and marginalized remain largely excluded from discussions on how public funds are spent. IBP believes that budget analysis and advocacy performed by professional NGOs is important, but not sufficient in the absence of more active citizen collective action and engagement. Furthermore, getting access to budget information or creating spaces for citizen participation have limited impact if they don’t connect to the tangible priorities and needs of citizens.

A Bold New Approach:

Strengthening Public Accountability for Results and Knowledge initiative (SPARK) is the new flagship program from IBP. The goal is to support and leverage public engagement around service delivery issues that affect citizens’ lives as an entry point to shaping budget processes and outcomes in the directions of justice, inclusiveness and democracy. The focus of work in India will be to better link budget expert groups with campaigns, communities, and activists working to advance a specific issue or service-specific campaigns. At its core, SPARK is about building civil society capacity. This project is currently being planned and implemented in India, Ghana, Nigeria, Senegal, Indonesia, South Africa, and Kenya.

Together with the partners, IBP aims to play a catalytic role in improving how public money is used to deliver services and transform lives.
