Director - Field Finance and Accounting
Location: New Delhi, India or Phnom Penh, Cambodia

We work in collaboration with local communities, partner organizations and governments to develop literacy skills and a habit of reading among primary school children and ensure girls can complete secondary school with the skills necessary to negotiate key life decisions. By focusing on the quality of education provided within the communities and ensuring these outcomes are measured, we have created a model that can be replicated, localized and sustained by governments. Room to Read has benefited 10 million children across 17,000 communities in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam and Zambia, and aims to reach 15 million children by 2020.
Position Overview:
Based in the Global Office Asia of Room to Read and reporting to Chief Financial Officer, the Field Finance and Accounting Director will work closely with the Chief Financial Officer of Room to Read in San Francisco, CA, USA (the Global Office), and will have overall responsibility for the finance, accounting and audit functions and activities of the Country Offices, Regional Offices and several Development Offices located in region. The Field Finance and Accounting Director will supervise the Asia and Africa Regional Finance and Accounting Managers, and other finance and accounting staff and will also work closely with Country Directors and Country Accounting and Finance Managers. This position can be based in Global Office, Asia at New Delhi India or Phnom Penh, Cambodia.
Duties & Responsibilities:
· Overall responsibility for the finance and accounting functions and activities of the Asia and Africa Regional Offices as well as several of the Development of Room to Read.
- Supervise and manage the Asia and Africa Regional Accounting and Finance Managers, and other finance and accounting staff as required.
- In collaboration with Asia and Africa Regional Accounting and Finance Managers, Country Directors and Country Accounting and Finance Managers, create, implement and analyze annual budgets and program goals for each country and the region as a whole, ensuring alignment with organizational strategies and priorities
- Supervise the review of monthly accounting reports submitted by Country Directors and Country Accounting and Finance Managers to ensure accurate and timely reporting
- Provide the Global Office with all necessary financial and accounting information for the region and specific countries and development offices
- Prepare budget updates, working with the Asia and Africa Regional Accounting and Finance Managers, Country Directors, and others
- Establish and supervise annual in-country office audits
- Seek efficiencies in audit coverage through the development of early-warning systems and other continuous monitoring procedures.
- Work with internal audit team to ensure that internal control weaknesses and inefficiencies are being addressed in a timely manner
- Manage regional financial processes and meet reporting requirements
- Ensure that proper financial and accounting controls and procedures are in place in the Asia and Africa Regional Offices and all country offices
- Travel to the countries we operate in Asia and Africa to train in-country staff on finance topics, internal policies and procedures and other financial requirements
- Design and facilitate in-house accounting employee training modules
- Analyze and review detailed program-wise budgets for each country. Examine options for greater cost-effectiveness in consultation with Country Directors.
Along with the Asia and Africa Regional Accounting and Finance Managers:
- In conjunction with the Country Directors and Country Accounting and Finance Managers, ensure compliance with the financial policies and guidelines of Room to Read and with local financial and legal regulations (e.g. taxation)
- In conjunction with the Country Directors and Country Accounting and Finance Managers, ensure compliance with the financial reporting requirements of Donors
- Offer constructive analysis and appraisal of company policies, procedures, financial/accounting and operational reports, system of internal controls, and efficiency of operations
Qualifications:
Required:
· Qualified accountant (ACA, ACCA, CPA or equivalent) or relevant degree, with at least 8 years of relevant, professional experience
· 3 to 5 years experience in accounting and finance in an international NGO environment
· Must have lived or worked in an Asian country for at least 5 years
· In depth knowledge of financial and accounting systems, financial reporting and administrative management
· Detail oriented and extremely organized
· Experience implementing financial control systems
- Adept at using Excel and other Microsoft Office applications
- Written and spoken English
- Training/capacity building and management skills and experience
- Results oriented; commitment to quality and efficiency
- Willing and able to work in a fast-paced, growth-oriented environment

Preferred:
- Knowledge of US GAAP/GAAS
