Full immunization rates in India are stagnating around 62% despite series of efforts to improve routine immunization. In order to increase the effective coverage of immunization in the country, there has been tremendous effort by Government of India in the recent past. Many bold initiatives were taken for health system strengthening. Some of the critical measures were in the areas of microplan, cold chain space expansion, innovative communication initiative including systematic communication planning as well as monitoring, capacity building measures and supportive supervision. All these got definite boosting through implementation of Mission Indradhanush. Introduction of newer vaccines like pentavalent vaccine, IPV, RVV, PCV and MR campaign has also facilitated to a great extent in strengthening the routine immunization program. The concurrent monitoring data as well as reported data shows encouraging results of these initiatives. However, these data sets have their own limitations. The ideal way to get the realistic data about the coverage of the immunization program is through evaluated surveys. The last Coverage Evaluation Survey was undertaken in 2009 by UNICEF. There have been many surveys subsequently which provides certain indicators about immunization like NFHS, RSOC etc. But reach, number of variables and sample size of these surveys also are also a concern in these surveys. In order to get a comprehensive evaluated picture of the immunization program and make the findings comparable to the previous CESs, it was proposed by MoHFW to have the next round of Coverage Evaluation Survey in 2018. The CES 2018 was conducted from June 2018 and a Field Research Agency (FRA) was engaged for data collection and validation. The data collection has been completed and the Technical Advisory Group has reviewed the immunization data and finalized the weight calculation. Based on final weight calculation, all data related to CES need to be analyzed and final CES report needs to be developed.
The ToR is to hire a consultant for 3 months to support the data and CES report finalization.
Technical Consultant for Coverage Evaluation Survey, planned under GAVI HSS, will support in finalization of survey data and National report in collaboration with Technical Advisory Committee (TAC) and Field Research Agency.
3. OBJECTIVE/S
A Coverage Evaluation Survey 2018 has been commissioned to get national and state level estimates of immunization coverage and other health indicators with focus on access/utilization of maternal and child care services. Survey covers all 30 states and 6 UTs of India. Considerable progress has been made and most of the activities have been completed. This TOR is being raised to engage a consultant for a period of three months who will support in finalizing CES 2018 survey data and the national report.

1. Finalization of entire data for national and state level after detailed review for consistency and quality. Finalization of entire survey data - May 2019. No Travel.
2. Drafting of final report for submission to MoH and TAC for review and comments. Draft National CES Report, national and state fact sheets and PPTs submitted to MoH and TAC - June 2019. No Travel
3. Finalization of CES Report after seeking inputs from MoH and TAC. Final detailed National CES Report along with national and state fact sheets available in soft copy (Word/PDF) - July 2019. No travel
