India: Roster of CHILD PROTECTION Consultants to be engaged by UNICEF Offices across different locations in India

The position would be based at Country Office or State or selected district HQs within the states.

Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.

  • BACKGROUND
  • UNICEF works with the Government of India, 17 state governments and civil society organizations in strengthening the child protection system, focusing on enabling the delivery of child protection services at the lowest administrative levels. The programme does this by supporting government, civil society and academia to improve budgetary governance; improving implementation of national legislation, policies and programmes; supporting the development and specialization of the child protection workforce; and improving the quality of data and evidence on child protection.

    Support is provided to adolescent girls and boys to have access to knowledge, skills and spaces for prevention of child marriage, child labour and violence against children. At the same time, the programme support parents and community members/structures to have access to information to prevent child marriage, child labour, and violence against adolescent girls and boys.

    UNICEF India is uniquely placed to draw on global experiences to prevent violence against children. The programme priorities are placing violence against children and child marriage in the public agenda, generating dialogue and making the issue increasingly visible and politically important. Throughout, the focus is on increasing the value of girls. UNICEF works with the judiciary and the police to strengthen the child protection system to ensure easy access to justice and law enforcement through child-friendly procedures.

    Since lack of access to quality education and learning opportunities generates, among others, vulnerability to child labour and child marriage, UNICEF promotes education of children in the critical stages of development such as early childhood and adolescence, with special focus on reducing the number of school dropouts. Priority is given to promoting effective implementation of social protection programmes to reduce child labour and child marriage.

    In the Country Programme for 2018-2022, an important part of UNICEF's work is on strengthening systems that prevent family separation and institutionalization by diversion and restorative justice, family/community care, and gatekeeping. UNICEF will generate evidence on the prevalence and consequences of institutionalization as well as work towards alternative models of care. Advocacy and community dialogue are used to generate support for the reform of the childcare system towards family care. The child protection programme promotes social protection schemes as a strategy to strengthen families and reduce the demand for residential care. Â

  • Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Child Protection Roster. The process will ensure all candidates in a Child Protection Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a Child Protection Roster Group for a four (4)year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered.

    The Roster of Child Protection Consultants, once in place, will allow child protection colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.

    QUALIFICATION REQUIREMENTS

  • Education: Master’s or Diploma in Law, Social Sciences, Psychology, Criminology, Public Health, Public Policy or relevant field.
  • At least four years of proven experience in one of listed sectors
  • Language: Fluency in English. Knowledge local Indian language as relevant to the state is an asset for national consultants.
  • Good negotiation and influencing skills supported by excellent communication and presentation skills is desirable.
  • Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations

  • Evaluation Criteria
  • The criteria for evaluation will be as follows:

  • Relevant Education Qualifications Min 14 /Max 20
  • Relevant work/technical experience Min 56 /Max 80
  • Candidates' who score 70 marks and above and score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster

    Total points to qualify in overall technical evaluation Min 70/Max 100.
