LOCATION: Both consultants are required to be based in Chandigarh, Haryana.

Gender-based discrimination can be found throughout India: girls and women face discrimination in terms of education, job opportunities, health and nutrition, protection from violence, abuse and exploitation and others. Girls are often regarded socially and culturally as liabilities (paraya dhan meaning estranged money), so that poor families choose to invest mostly in sons, resulting in a skewed sex ratio in children aged 0 to 6 with 919 girls for every 1,000 boys according to the 2011 Census. Because social and gender norms are a root cause for the above-mentioned issues, empowering girls and women to create an environment that protects them from discriminatory and harmful practices is key.
UNICEF has been working in India since 1949 to achieve the rights of children and women. UNICEF'S main areas of work are child and maternal health, nutrition, education, sanitation and hygiene, and the protection of children's rights. UNICEF adopted a policy on gender equality and the empowerment of girls and women in 2010 predicated on the Convention on the Rights of the Child (CRC) and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Gender equality means that women and men, girls and boys enjoy the same rights, resources, opportunities and protections and to that end, the organization's programmatic efforts are directed at levelling the playing field for girls, who along with women, bear a disproportionate share of the burden of gender based discrimination and injustice. UNICEF India "mainstreams" gender in its portfolios across health, education, nutrition, water, sanitation, hygiene and child protection by requiring an assessment of gender related deprivations and inequalities in each programme and supporting state and central ministries to respond to these in a meaningful, sustained way.
Support in 2018
An example of this work is UNICEF’s support to the national flagship Beti Bachao Beti Padhao (BBBP) Scheme which was launched on 22nd January, 2015 at Panipat in Haryana. It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development. UNICEF India and state offices are working towards strengthening of the BBBP programme as a long term and systemic intervention to ensure child survival, development and protection. The partnership includes technical support to Ministry of Women and Child Development (MWCD) in the implementation of BBBP programmes at the national level as well as programmes on adolescent empowerment and ending child marriage. In response to a request from the office of the Additional Chief Secretary,Haryana, UNICEF India has been supporting the Government of Haryana in implementing BBBP in two districts (Rohtak and Jhajjar) since December 2017. The summary and update of actions and results to date are provided in Annex 1.

Given the promising results in 2018, the Chief Minister of Haryana has noted his intent to scale up the work across the states and put forward this model as an example for the implementation of Beti Bachao Beti Padhao in other states. In 2019, two consultants will be recruited to a) enable scale up of district-level work across the state and b) support Education department to improve its mainstreaming of gender equality and girls’ empowerment under the Beti Bachao Beti Padhao scheme.
3. OBJECTIVE/S
The Objective is to provide technical support to the Government of Haryana in the districts of Rohtak and Jhajjar, working closely with the Chief Minister’s Good Governance Associates (CMGGA) in the implementation of BBBP. This includes:

5. DUTY STATION
Chandigarh with frequent travel to Rohtak, Jhajjar and Delhi as mentioned above.
7. SUPERVISOR
The consultant will be jointly supervised by Officer on Special Duty to the Director, Department of Education to the Chief Minister of Haryana and the Gender and Development Specialist, UNICEF India.
Plans and reviews: The office of the Director, Department of Education and UNICEF India will jointly develop quarterly work-plans and undertake periodic reviews with UNICEF participation at mutually agreed dates preferably in final week of every quarter.

The Quality and Cost based selection method with technical evaluation & financial offer having weights in the ratio of 80:20 will be used.The criteria for technical evaluation will be as follows:
Candidates that score a minimum of 32 in 1-2 above and also score the minimum score for each criteria will be short listed for interview.
Total technical score – 80. Minimum overall qualifying score is 64. Only those candidates who meet the overall qualifying marks of 64 and also score the minimum score in the interview will be considered technically responsive and their financials will be opened.
