LOCATION: Both consultants are required to be based in Chandigarh, Haryana.

Scaling Up Gender Consultant - Travel to Rohtak and Jhajjar expected three times a week. The consultant is required to include a lump sum charge for this travel along with their professional fee. The consultant should also budget for one trip a month to Delhi with overnight stay.

DURATION OF CONSULTANCY: 11.5 months (Full-time consultancy)

  • BACKGROUND / RATIONALE
  • Gender-based discrimination can be found throughout India: girls and women face discrimination in terms of education, job opportunities, health and nutrition, protection from violence, abuse and exploitation and others. Girls are often regarded socially and culturally as liabilities (paraya dhan meaning estranged money), so that poor families choose to invest mostly in sons, resulting in a skewed sex ratio in children aged 0 to 6 with 919 girls for every 1,000 boys according to the 2011 Census. Because social and gender norms are a root cause for the above-mentioned issues, empowering girls and women to create an environment that protects them from discriminatory and harmful practices is key.

    UNICEF has been working in India since 1949 to achieve the rights of children and women. UNICEF'S main areas of work are child and maternal health, nutrition, education, sanitation and hygiene, and the protection of children's rights. UNICEF adopted a policy on gender equality and the empowerment of girls and women in 2010 predicated on the Convention on the Rights of the Child (CRC) and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Gender equality means that women and men, girls and boys enjoy the same rights, resources, opportunities and protections and to that end, the organization's programmatic efforts are directed at levelling the playing field for girls, who along with women, bear a disproportionate share of the burden of gender based discrimination and injustice. UNICEF India "mainstreams" gender in its portfolios across health, education, nutrition, water, sanitation, hygiene and child protection by requiring an assessment of gender related deprivations and inequalities in each programme and supporting state and central ministries to respond to these in a meaningful, sustained way.

    Support in 2018

    An example of this work is UNICEF’s support to the national flagship Beti Bachao Beti Padhao (BBBP) Scheme which was launched on 22nd January, 2015 at Panipat in Haryana. It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development. UNICEF India and state offices are working towards strengthening of the BBBP programme as a long term and systemic intervention to ensure child survival, development and protection. The partnership includes technical support to Ministry of Women and Child Development (MWCD) in the implementation of BBBP programmes at the national level as well as programmes on adolescent empowerment and ending child marriage. In response to a request from the office of the Additional Chief Secretary,Haryana, UNICEF India has been supporting the Government of Haryana in implementing BBBP in two districts (Rohtak and Jhajjar) since December 2017. The summary and update of actions and results to date are provided in Annex 1.

  • PURPOSE OF ASSIGNMENT
  • Given the promising results in 2018, the Chief Minister of Haryana has noted his intent to scale up the work across the states and put forward this model as an example for the implementation of Beti Bachao Beti Padhao in other states. In 2019, two consultants will be recruited to a) enable scale up of district-level work across the state and b) support Education department to improve its mainstreaming of gender equality and girls’ empowerment under the Beti Bachao Beti Padhao scheme.

    3. OBJECTIVE/S

    The Objective is to provide technical support to the Government of Haryana in the districts of Rohtak and Jhajjar, working closely with the Chief Minister’s Good Governance Associates (CMGGA) in the implementation of BBBP. This includes:

  • Develop rigorous, time-bound planning and project implementation tools to support scale up of Phase 1 initiatives in 2019 (Phase 2), working closely with CMGGA
  • Work with CMGGA in developing prioritized and time bound implementation plans with measurable milestones and deliverables
  • Support the Department of Education in strategizing gender mainstreaming content and methodology across government schools and the Education department
  • Support direct implementation by government departments of selected BBBP work, liaising with CMGGA, , district collectors’ offices, Department of Education and WCD
  • Support the monitoring component of the above programmes
  • Document initiatives and good practices
  • 4. MAJOR TASKS TO BE ACCOMPLISHED

  • Scaling Up Gender Consultant will successfully complete remaining commitments from Phase 1 and support scale up across the state
  • Implementation of current school component in 100 schools and support planning for scale up to all schools across the two districts
  • Collaboration with University students on creating communication assets.
  • Auto driver trainings in various districts of Haryana
  • State wide implementation of Police component
  • State wide implementation of bus driver training
  • Support to scale up safe infrastructure(street lights and public toilets) in other districts
  • Media engagement and community participation in two districts
  • Deliverables

    Implementation related deliverables:

  • Strategy for scale-up of gender socialization work from 100 schools to all schools in district
  • Costed action plan for scale up of gender socialization work across both districts
  • Action points from meetings held with universities
  • Time-bound action plan to develop communication assets with universities
  • Implementation plan for auto driver training
  • Monitoring plan for auto driver training
  • Identification of risks where applicable and development of risk-mitigation strategy
  • Media engagement plan and resourcing strategy
  • Facilitation, coordination and reporting related deliverables

  • Updates at weekly CMGGA meetings
  • Updates at monthly meetings with district collectors
  • Meetings organised with agenda and supporting documents circulated well in advance.
  • Meetings followed up with notes and action points.
  • Design and draft concept notes, collaterals as required
  • Support the district administration in implementation
  • Support the monitoring component of the above programmes. Design and draft review and monitoring templates
  • Relationship management with partners
  • Updates at monthly meetings with Additional Chief Secretary and UNICEF India Any other required oversight deliverable that the Office of the Additional Chief Secretary or UNICEF India deems appropriate
  • Progress reports submitted every month
  • Background materials and framework prepared for documentation of good practices prepared (draft and final version) submitted. Compiled document on good practices, innovations, case studies (draft and final version) submitted.

    2) Gender in Education consultant will work closely with the State and District Education Departments

  • Assess current implementation of Gender based schemes in the Education Department
  • Identify potential areas of improvement and intervention in case of the selected Gender based schemes in the Education Department
  • Technical support to the Education Department in enhancing design and implementation of current schemes related to Gender
  • Support statewide implementation of these select schemes and policies in collaboration with District administration
  • Support the Education Department in designing and implementing an extensive Monitoring & Evaluation framework for the select schemes
  • Explore possibility of new Gender Sensitisation interventions in the School Education Department
  • Support the implementation of the scale up of the current school component across the State and explore integration with existing schemes and policies
  • Deliverables

  • Short strategy note on Opportunities in Education Dept under Jaagriti including clear entry points for Jaagriti
  • Costed and resourced (which team in dept led by which role) action plan for at least six opportunities
  • Detailed gantt chart implementation plan with milestone for at least four opportunities
  • Funding strategy (internal or external)
  • Meetings held with at least eight potential funders/ donors along with
  • Meetings organized with Education officers in at least ten districts
  • Strategy and costed action plan for scaling up gender socialization work from Rohtak and Jhajjar to entire state with time-bound milestones
  • Communications strategy with clear ownership either from Dept of Education or CMGGA
  • Evidence of engagement of advocacy support e.g. instructions to Education department communications and PR team to share good results from Jaagriti
  • Facilitation, coordination and reporting related deliverables

  • Updates at Department meetings
  • Weekly updates to Saksham Haryana cell
  • Meetings organised with agenda and supporting documents circulated well in advance.
  • Meetings followed up with notes and action points.
  • Design and draft concept notes, collaterals as required
  • Support the district administration in implementation
  • Design and draft review and monitoring templates
  • Relationship management with partners
  • Updates at monthly meetings with Additional Chief Secretary and UNICEF India Any other required oversight deliverable that the Office of the Additional Chief Secretary or UNICEF India deems appropriate

  • Consolidated and analysed data from the field submitted.

  • 5. DUTY STATION

    Chandigarh with frequent travel to Rohtak, Jhajjar and Delhi as mentioned above.

    7. SUPERVISOR

    The consultant will be jointly supervised by Officer on Special Duty to the Director, Department of Education to the Chief Minister of Haryana and the Gender and Development Specialist, UNICEF India.

    Plans and reviews: The office of the Director, Department of Education and UNICEF India will jointly develop quarterly work-plans and undertake periodic reviews with UNICEF participation at mutually agreed dates preferably in final week of every quarter.

    8. OFFICIAL TRAVEL INVOLVED (ITINERARY AND DURATION)

    9. ESTIMATED DURATION OF CONTRACT (PART TIME / FULL TIME)

    11.5 months from start date of the contract (Full-time)

    10. QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

  • A Masters degree in gender studies or relevant social sciences.
  • Technical knowledge and at least 7 years of work experience on issues relating to gender equality, empowerment of women and girls, human rights, child protection, and governance.
  • Proven ability to analyze data to draw relevant and valid implications for project implementation and policy recommendations
  • Proven expertise and experience in project management, including in managing teams.
  • Proven experience in leading monitoring and evaluation of large programmes (district level and above)
  • Experience in working with Government.
  • Ability to engage with a wide range of people, including government partners, academic centers, formal and in-formal Networks & Collectives, NGOs/CSOs and technical experts if required to collate all relevant information
  • Computer skills, analytical- and excellent writing skills.
  • Fluency in English and knowledge of Hindi will be an asset.

    The Quality and Cost based selection method with technical evaluation & financial offer having weights in the ratio of 80:20 will be used.The criteria for technical evaluation will be as follows:

  • Educational experience: (Max 10/Min 8)
  • Relevant work experience: (Max 30/Min 24)
  • Candidates that score a minimum of 32 in 1-2 above and also score the minimum score for each criteria will be short listed for interview.

  • Interview: (Max 40/Min 32)
  • Total technical score – 80. Minimum overall qualifying score is 64. Only those candidates who meet the overall qualifying marks of 64 and also score the minimum score in the interview will be considered technically responsive and their financials will be opened.

  • Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
  • The financial proposals of only those candidates who are found technically appropriate will be opened.
