Scope of Work

The Livelihood & Cash Transfer Program Specialist will provide program management support and technical expertise for QRC programs in India. S/he will deliver and coordinate technical support to QRC and manage the delivery of activities in order to achieve program objectives. S/he will provide technical guidance and oversight to the Cash Transfer Programme (CTP) and ensuring the program contributes to strengthening community resilience, as guided by the QRC/IFRC Framework for Community Resilience.

Duties & Responsibilities

Strategic

Programmes’ development and management according to the established programmes organizational framework. Strategic objectives will be accomplished by overseeing multiple programmes and project activities.

Operational

· Provide technical leadership, guidance and support to the Livelihood/CTP Coordinator and focal point along with QRC counterparts in the implementation of the Cash Preparedness Project in Kerala/India

· Review (and if necessary) revise project documents, baseline and workshop reports and key correspondence and development Standard Operating Procedures (SOPs), tools and guidance.

· Support QRC CTP in emergencies. Review and update the project work plan as necessary, considering progress made and ensuring CTP systems and procedures are finalized accordingly.Support the revisions to the CTP guidelines, and SOPs, ensuring the process benefits from the experience and learning from the pilot review, external parties who have gone through the process to inform development of CTP guidelines **

· including SOPs and selection of service providers.

· Support the QRC stakeholder analysis, mapping and internal baseline development at Provincial and District levels.

· Advise on the selection, options and risks of Financial Service Providers (FSPs) to meet the cash delivery needs at Provincial levels at scale.

· Support QRC in the finalization of CTP programme tools and relevant training materials for their use and develop and instigate the roll out of training in CTP and market analysis across QRC’S Disaster Management platforms countrywide, interlinked with International Federation of the Red Cross (IFRC) CTP global and training mechanisms.

· Include Rapid Assessment Mapping (RAM) training within QRC’S capacity building plans as the programme tool for rapid market assessments. Review options to also roll out the Market Analysis Guidance (MAG) and Household Economic Survey (HES) guidelines though and with QRC, in collaboration with IRCS and the IFRC.

· Work with in country and update key stakeholders on the implementation, progress periodically and use Red Cross Movement (RCM) and external resources when necessary. Liaise technically with the IFRC Cash Coordinator in the Asia Pacific Zone and Food Security and Livelihoods (FSL) Adviser

· Provide mentoring technical support to the QRC CTP focal point and outline a process of capacity building within QRC on CTP in emergencies operational management and engagement of support functions.Engage with National Cash Working platforms and institutional donors to position the CTP for QRC and cross learning/support to the QRC development process.

People (Staff Management)

· Accomplish human resource objectives by developing job descriptions/TORs, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions;

· Managing people and leading multidisciplinary teams to make the job performance much more effective across the programmes with planning and reviewing possible compensation actions

Education, Experience & Training

1. Qualifications: BA degree preferably with master’s in business administration

2. Experience: At least 10 years’ experience in emergency, disaster management, conflict and post conflict countries.

3. Extensive experience of working on cash transfer operations in fragile or conflict affected states and the use of multi-purpose & conditional cash grants

4. Considerable technical/professional knowledge in

cash based programming linked with emergency response and recovery operations

5. Experience of working in food security and livelihoods in a humanitarian and development context

6. Experience of working in India (desirable)

Previous experience of working with the Red Cross Movement (desirable)

Knowledge, Skills & Abilities Required:

1. Experience in developing and revising Standard Operating Procedures for cash and rolling out new methodologies

2. Knowledge of and practical experience in market assessment tools and advanced cash guidelines

3. Experience of working with and building the capacity of national societies or civil societies within developing countries

4. Building organizational partnerships and organizational capacity

5. Demonstrable knowledge of the role and function of technical specialist; Food Security and Livelihoods

6. Qualification in disaster management/agriculture or related topic **

7. Knowledge of and experience conducting Market AssessmentsPractical Cash Transfers in Emergencies (PECT) Training (desirable)**

Languages :

Fluently spoken and written English
