UNICEF, the world’s leading children’s rights organization working for the rights of children, seeks a fixed term appointment for the post of Finance Officer.
PURPOSE OF THE POST
Under the close supervision of the Finance Manager, assists in the area of finance and accounting control, recording, reporting of assets, liabilities and income. Monitors the appropriate disbursement of funds and payments of accounts in accordance with the rules, regulations and established budgetary limits.
MAJOR DUTIES AND RESPONSIBILITIES
Perform a variety of analytical and reconciliation tasks as follows:
Review assigned general ledger and subsidiary ledger accounts on a regular and timely basis to support management and financial reporting; and solicit explanations about variances and anomalies from Delhi Staff and State Offices
Reconcile assigned general ledger and subsidiary ledger accounts to other accounting records and/or other external records/statements.
Support the management of GL accounts by liaising with HQ, GSSC (Global Shared Service Centre) and State office colleagues, addressing issues that require action and matching and clearing transactions.
Liaise closely with GSSC to apply technical knowledge and propose solutions for issues related to classification, codification and recording of accounting transactions
Bring to the attention of supervisor proposed solutions for issues, and any irregularities resulting from the review, investigation or reconciliation of accounts
Follow up on unresolved issues in a timely manner
Take corrective action as required. Provide technical assistance to others based on existing UNICEF policies and procedures
Support year end reporting activities
Carry out Spot Checks, Financial Assessments of IP's, Support in improving quality of HACT assurance of State Offices and Delhi.
Verify DCT advances and DCT liquidation request for implementing partners.
Undertake visits to state offices to provide accounting and finance training and support, establishes and/or reviews systems and procedures for compliance with rules and regulations, and prepares reports and recommendations.
Brief staff on the application and interpretation of UN/UNICEF accounting and financial rules, regulations, procedures and policies. Provide training and orientation to newly recruited staff on financial transactions in VISION and MyCase.
QUALIFICATIONS, SKILLS AND COMPETENCIES
Education
University (Bachelor’s) degree from a recognized university in Accounting, Finance or Business Administration specialization in Finance.
Work Experience**
Minimum one year of practical professional work experience in finance and accounting. Working experience in SAP will be an added advantage.
Language Proficiency**
Fluency in English required. Knowledge of the local working language of the duty station is an asset.
Technical Knowledge
Good judgment, initiative, high sense of responsibility, organization, and analytical skills.
Supervisory ability.
Ability to conduct training.
Computer skills, including internet navigation, and various office applications.
