PCI initiated operations in India in 1997 and maintains a diverse portfolio of education and development programming in both urban and rural regions, focusing on the most marginalized and hard-to-reach populations with an emphasis on women of reproductive age. PCI India has presence in 10 states and we reach out to 10 million people through our various programs which focus on Health, Livelihood, Neglected Tropical Diseases, Wash and Gender. PCI India focuses on maternal & child health, community mobilization, technical assistance to government, economic empowerment and local capacity strengthening.
Position Description
Promoting gender equality is central to PCI’s work, and the empowerment of women and girls is a core pillar of PCI’s global programming. This position, based at PCI India, will join a growing team of gender practitioners who are leading PCI’s gender and empowerment work in the field. The incumbent will be responsible for providing gender technical leadership to PCI India’s portfolio of projects, as well as providing guidance to Senior Management on topics of organizational gender mainstreaming. Core responsibilities include: developing a gender strategy for the India country program based on the organization’s existing strength, trends and relevant linkages in the ongoing or new programs; advising the Senior Management team on gender issues; representing PCI in his/her area of expertise; and contributing to new business and proposal development. S/he will provide technical guidance/oversight actively engage in the implementation of project TARA- Transformative Action for Rural Adolescent Girls in Bihar and serve as the organization’s lead technical resource on adolescent girl programming.
Major Duties & Responsibilities:
Organizational Gender Strategy development
Lead the development of Gender Strategy for the Country Program Positioning PCI as a thought leader in gender and adolescent domain by effectively participating in various events and forums; developing cutting-edge conceptual frameworks; effectively contributing in various discussions and meetings with key stakeholders (primarily, present or potential donors) related to gender, and, writing blogs, white papers, scientific papers, articles etc.
Developing gender and adolescent portfolio of PCI in India by
identifying possibilities of developing new interventions on gender and adolescent-related work in the on-going projects and strategically articulating progress and achievements of those;
identifying and convincing potential donors and collaborators interested to invest in high-value new activities and project ideas related to gender and adolescence
In partnership with the PCI India HR Director and Global Director of Gender and Empowerment, plan and execute an internal gender audit and action plan.
Review the organization policy from gender lens; provide inputs to make it gender sensitive
Provide advice on appropriate gender sensitive indicators in the performance measurement framework and support colleagues in the monitoring and reporting of program results/outputs and objectives against agreed indicators.
Gender-responsive program design
Lead the conceptualization and design of activities, drawing from: field experience, the global evidence base, learning from peer organizations, PCI’s experience in other geographies – nationally and globally; review of scientific and grey literatures; and, ideas generated through discussion with different stakeholders and experts (including donors and development partners, academic experts, partner teams and community members).
Shortlist ideas on the basis of rigor of evidence and also contextual fit (socio-demographic, cultural, Government buy-in, implementation feasibility, etc.)
Develop Innovation Idea Note (IIN) in the prescribed template for the proposed intervention.
Implementation of Programs and M&E
Lead designing of the measurement plan with focus on gender and empowerment outcomes along with the MLE team across all projects – on the basis of type and rigor of evidence need and resource availability.
Lead complete compliance of measurement design in the overall designing of programs and projects being implemented by PCI.
Implementation and M&E of Gender Pilot initiatives
Lead in developing the resource requirement for implementation of the gender innovation / pilot (HR requirement, overall budget – including implementation and measurement) and take accountability of making judicious decision on allocation of resources with the support of Director – Finance, and other members of JTSP leadership team.
Take lead in developing the implementation protocol, standard operating procedure and guideline for implementation of the innovation based on the formative phase.
Take lead in developing the Detailed Implementation Plan (DIP) in consultation with the Technical Director and Director MLE.
Consolidate and analyze data and information for designing a scalable and replicable gender program.
Technical Oversight for adolescent girls’ pilots
Coordinate with the Programme Management team for operationalization/ roll out of adolescent girls’ pilot in Bihar
Provide joint accountability for smooth implementation of adolescent girls’ pilot in Bihar in close collaboration with the Director-Strategic Insights & Systems; including the adaptation / interim modification of the project design based on interim findings / measurements, and monitoring of implementation progress.
Collaborate and coordinate with the MLE team to ensure timely development and execution of measurement plan and reporting for adolescent girls’ pilot in Bihar
Ensure high standard documentation of process and learning from adolescent girls’ pilot in Bihar
Strategic Partnership and Resource Mobilization
Explore and analyze information about donors and prospective partners for possible collaboration.
Produce periodic updates and briefs on gender trends to support the Senior Management team and make recommendations on new strategic partnerships, collaboration, and priorities for resource mobilization.
Provide gender technical input during development of any new proposal.
Manage events and publications focused on gender issues.
Participate in relevant external events and working groups to promote PCI’s work in the sector and to integrate technical learning from outside of PCI.
Provide periodic updates to the donor on PCI’s gender and empowerment work/gender pilot.
People and Partnership Management
To mentor the gender project management team to achieve their objectives.
Ensure regular reviews and conduct planning with the field team.
Collaborate with partners for effective implementation of innovations.
Other
Document PCI India’s gender approaches in the form of technical briefs, reports, and other materials.
Coordinate routinely with the Global Director for Gender and Empowerment to exchange updates on country and global priorities and learning, and serve as a key member of growing network of global gender practitioners at PCI.
Carry out any other relevant duties as required by the organization.
Qualifications and Competencies:
Education and experience: Post Graduation in Women studies/Social Work/Social Sciences/Rural Development or any other relevant discipline. Experience of minimum 10 years in program implementation or operational research with a focus on adolescents, women’s empowerment, gender-based programming, community mobilization or public health at a senior level.
Competencies:
Highly self-motivated, willing to travel extensively in Bihar, UP and other project locations.
Ability to execute assignments independently and efficient working in team setting.
Good analytical skill, excellent verbal communication and presentation
Ability to develop quality documents
In-depth knowledge of M&E for gender-based programming; ability to translate research into programmatic recommendations and guidance.
Good interpersonal skills- ability to communicate clearly and effectively at all levels, taking into account cultural differences and varied local dialects in Bihar
Efficient in managing team for high performance
Working knowledge of gender mainstreaming strategies and evidence-based approaches for empowering adolescent girls.
