India: CHILD PROTECTION SPECIALIST (ADOLESCENT /ENGAGEMENT), NOC, KOLKATA

PURPOSE OF THE POST

India is home to the largest number of adolescents in the world. Adolescents represent one-fourth of India’s population. Despite representing a large proportion of the population, adolescents are widely excluded from decisions and information that affect their lives, have limited spaces and opportunities to acquire and share knowledge and to participate actively in decision-making processes. Adolescents are largely invisible as citizens.

In the given situation KFO intends to hire the services of an experienced professional in the capacity of Temporary Appointment (TA) at the level of NOC in developing and implementing community–based models for adolescent empowerment and reduction in child marriage through relevant government flagship programs, large scale civil society networks, media and corporate partnerships in four selected districts in West Bengal. This assignment will also facilitate and strengthen UNICEF KFO’s adolescent program implementation and promoting reduction of child marriage with other sections.

The Incumbent will be responsible for technical advice to Government counterparts at state level and to the field office in the planning, design, implementation, monitoring, and evaluation of programs and initiatives in the area of adolescent development. The incumbent will support the Child Protection Specialist in his/her role of coordinating UNICEF interventions under Program Component Result 3 (adolescent empowerment) of the 2013-2017 Country Program, closely working with all other sections and teams contributing to this PCR. S/he will also perform any other tasks needed by the office in the promotion of a protective environment, both addressing social norms and support to system development.

MAJOR DUTIES AND RESPONSIBILITIES:

Technical Assistance and Support: Provides technical assistance and support to the government donors, NGOs and others), in the design, implementation, monitoring and evaluation of adolescent program, in particular in the focus districts.

Strategic Advice and Direction: In close convergence with other sections, provide guidance and direction for the development of convergent approaches to adolescent empowerment and wellbeing, program management and evaluation of adolescent interventions and reduction of child marriage initiatives. The work has a special focus on the most vulnerable, ensuring cross-sectoral convergence to achieve Program Component Result 3: Adolescents participate in and are empowered to make informed decisions affecting their lives. Identifies and promotes innovations for adolescent programming in collaboration with other sectors. Ensures exchange of information and experience, and develops new strategies to accelerate and improve the delivery of services and achieve program results. Ensures that adolescent development and participation issues are mainstreamed in UNICEF programming with special attention to gender dynamics and social norms

Knowledge management: Through the review of existing sources of evidence and additional research, involving adolescents themselves, assures updated assessments and analyses of their lives, concerns and priorities at the state and district level. Ensures the design and implementation of a monitoring and evaluation framework on adolescent programming.

Systems Strengthening: Assists the government at state and district levels to strengthen systems for delivery of services with an emphasis on enhanced capacities, accountability and effective implementation of adolescent programs. Coordination with other sectors will ensure the delivery of complementary and multi-sectoral services for adolescents.

Undertakes field visits for monitoring and supporting programs, as well as conducting periodic reviews with government counterparts and other partners. Recommends actions for program adjustments related to implementation in the districts.

Documentation & reporting- Contribute towards the Situation Analysis by analyzing data, obtaining the latest sectoral information and preparing & present specific reports, support the preparation of donor reports, those on adolescent empowerment and child marriage prevention. Ensures adequate documentation of results and promising practices.

Technical support to ensuring implementation /participation in meetings, training sessions and workshops on adolescent programming as an engagement platform, as well as other relevant innovative programs/ tools linked to strengthening program, engagement with partners and feedback.

QUALIFICATIONS, SKILLS AND ATTRIBUTES

  • EDUCATION

Advanced university degree in any of the following: Social Sciences, International Development, Public Administration, International Relations or other fields related to the work of UNICEF.

  • WORK EXPERIENCE

Five years of progressively responsible relevant work experience in social development, including in the area of child protection and/or adolescent development, project management, monitoring and evaluation. Specific experience of working with adolescents / youth participation and engagement; civil society engagement is highly desirable. Experience of working with Government departments and understanding of government systems will be an advantage

  • LANGUAGES

Excellent writing skills in English and an ability to analyze and present information. Good reporting and computer skills. Oral and written proficiency in Bengali and Hindi.
