Despite increased coverage rates of routine immunization (RI) in India, nearly one-third of all children born in the country each year are not fully protected against the life threatening vaccine preventable disease. Besides, India has recently introduced and proposes to introduce a number of new vaccines into the existing RI Schedule in the coming years (2016-18), many of them through campaigns such as Rota virus, Measles Rubella, Adult JE and Pneumococcal. The country has set its target for 90% national coverage by 2020, increasing from the current 65.2% (RSOC 2013). UNICEF has been one of the core partners in supporting the GOI in the RI and new vaccine initiative, especially focusing on strengthening system capacity to integrate, operationalize, and monitor social and behavior change communication (SBCC) interventions in a manner that leads to increase vaccine confidence and generate demand for new vaccines.

In the last one and half years there have been significant progress in systems strengthening interventions for routine immunization through the introduction of new vaccines, and namely MR. UNICEF is the lead technical partner supporting Advocacy, Communication and Social Mobilization (ACSM) planning, implementation and monitoring for demand generation that would lead to vaccine uptake (and full immunization coverage). UNICEF has worked closely with all development partners, and is rolling out a MoHFW-endorsed communication package, including SOPs, IEC materials and formats and templates to facilitate all phases of planning until campaign launch. In regards to the MR vaccine introduction the campaign on-going since February 2017 has reached almost 100 million children across 21 States /Union territories, and more than 300 million children across 15 States are yet to be vaccinated.

The way forward envisions building on all the lessons learned and the processes that have strengthened communication planning, implementation and monitoring for new vaccine introduction and RI to expand to RMNCHA programming.

Communization for Development Officer, RI & New Vaccines – will provide the necessary support in moving forward the communication technical assistance for RI and New Vaccines through a clear roadmap and results matrix, as well as contribute to systems strengthening and capacity development for RMNCHA priorities.

The position is directly supervised by the Communcation for Development Specialist, P-4, under the guidance of Chief of Child Development and Nutrition.

Major duties and responsibilities:

  • Support development and roll-out of an evidence based national RI and new vaccines communication strategic framework, review existing state strategies, support their implementation and monitoring along with UNICEF state staff, ensure periodic assessment of progress, document progress and propose remedial measures.
  • Support capacity building initiatives for different levels of Immunization Health Force in strategic planning in SBCC, monitoring and evaluation for results and rapid assessments, planning for training, developing and institutionalizing partnerships, documenting progress, and advocating for policy changes, developing tools, coordinating with partners.
  • Support in developing monitoring tools and monitoring plans for UNICEF communication interventions in RI and new vaccines introduction, assist in developing stories from monitoring data.
  • Support in mapping and institutionalizing partnerships and networks at national and state level, including sub-district level with selected civil society organizations and institutions, including non-government organizations, community-based organizations, self-help groups, Panchayati Raj Institutions for effective community mobilization especially from underserved areas-high burden districts.
  • Support in development and management of knowledge products by documenting SBCC related activities and tools developed by UNICEF/Development Partners and ensuring their appropriate dissemination. Document success stories, case studies highlighting UNICEF’s contributions and best programme practices, and prepare routine reports on results and project progress; draft/provide inputs for donor reports, presentations, donor/media visits, web stories, etc., as may be required from time to time
  • Support in development of products, processes, technologies, within the sphere of communication for development that are new/innovative and are able to meet UNICEF’s definitions and criteria for Innovations.

    Requirements of the position (QUALIFICATIONS, SKILLS AND COMPETENCIES):-

    Education:

    A University Degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related social science field is required. Training in differential communication approaches for use of media and communication.

    Experience:

  • A minimum of two (2) years of progressively responsible work experience in the design, planning and management of strategic communication programmes.
  • Experience in strategic communication planning for behaviour development/ social mobilization /advocacy/ participatory communication/development and production of creative materials/ research, training or facilitation of communication/ impact evaluation of communication interventions.
  • Training in current developments in the fields of media, communication for development theory and research, behavioural and social sciences, participatory planning and processes; as also strategic communication planning, behaviour analysis, formative research and evaluation of communication interventions.
  • Experience in inter-disciplinary approach in strategic communication with knowledge of UN and/or UNICEF’s work in humanitarian action.
  • Language Requirements:

    Oral and written fluency in English and Hindi. Knowledge of any Indian local language is an asset.

    Remarks:

  • The position is based in New Delhi (India).
  • Selected applicant will have a 364 days Temporary Appointment contract.
