India: (National) Senior policy consultants to be engaged by UNICEF India under long term arrangement (LTA)

DUTY STATION: The Senior Policy Consultant(s) would be responsible for providing technical support to national / state programmes in UNICEF supported states in India. (New Delhi / 13 UNICEF Field Offices at Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi)

DURATION OF LTA: 2 Years with the possibility of extension for 1 more year

CLOSING DATE: 5 July 2018

  • Background:
  • In support of UNICEF’s commitment to serve as a critical knowledge resource for children by supporting policy relevant evidence-building, data collection, reporting, monitoring of trends, assessing interventions and sharing experiences on child rights and child development programmes, a pool of advisors/consultants to UNICEF ICO is needed and expected to:

  • assist with the knowledge and evidence agenda for advocacy and policy influence that UNICEF pursues within the framework of the Country Programme;
  • advise and guide the Senior Management Team, Section Chiefs and Chiefs of Field Offices (CFOs) on ways in which UNICEF can strengthen its policy influence relating to acceleration of progress towards the SDGs; and
  • conduct policy analysis and create opportunities for advocacy with parliamentarians, government, academic institutions, CSO, Corporates etc.
  • The Advisor/consultant will also utilize his or her considerable analytical skills and membership of high level policy bodies and think tanks to raise issues relating to children and to advocate lessons of best practice at these fora.

    2. Purpose and Objective of the consultancy:

    UNICEF wishes to engage high-calibre candidates to generate, analyse and promote the use of evidence and data on child well-being, with a strong equity focus. In order to support the flagship programs of Central and State government the Senior Policy Consultant(s) will:

  • Monitor developments in technical areas, as well as political and social developments, at the national and sub-national levels. Contribute to knowledge generation by trend analysis in outcome areas, capturing determinants of the trends and their implications for country programming
  • Exercise advisory role and provide guidance in policy and strategy development. Advise and support the Representative, the Deputy Representative (Programme), programme managers and CFOs in advocacy around relevant technical areas
  • Develop recommendations, position papers and reports on macro-environment for use by the Representative in the development of UNICEF policy agenda and strategy, as and when requested and required by Representative/Senior Management Team.
  • Convene discussion fora with relevant stakeholders with the purpose of advocacy, generating debate and building consensus on issues pertinent to child rights in India.
  • 3. Key skills, Qualifications and Experience required

  • Advanced university degree in International Relations, Social Sciences, Development, Public Policy, Humanities, Communications or related area
  • Possesses expert knowledge and advanced concepts on development issues, policy analysis and formulation; especially as they pertain to children. Have 15 years of experience working on these issues.
  • Applies the required depth and breadth of knowledge and expertise in economic policy and development issues to support UNICEF Programme;
  • Demonstrates strong analytical skills and the ability to advise on high quality research, including statistical analysis;
  • Possesses proven ability to analyse from a global perspective, with the ability to offer practical policy advice on economic issues based on local realities, effective working relationships with governmental, non-governmental and civil society organizations
  • 4. Engagement Modality

    UNICEF will enter into a Long-Term Agreement (LTA) modality with successful applicants. The LTAs to be signed will be for a fixed professional fee rate for an initial period of 12 months, and thereafter renewed for another 12 months based on requirement, performance and mutual agreement. During this term, UNICEF will commission LTA holders from time-to-time to undertake specific tasks through contract(s) for which a separate Terms of Reference with time-specific deliverables will be developed.

    UNICEF will contact eligible LTA holders with details of the proposed assignment and the consultants are expected to respond within three working days indicating their willingness and availability to take up the work.

    It is critical to submit work samples as you will observe from the advertisement that marks have been assigned to this criterion for arriving at the most suitable candidate. Also, without the financial proposal template your application will be considered incomplete and would be invalidated.

    The Quality and Cost Based selection will be on the basis of, technical evaluation & financial offer in the ratio of 80:20.The criteria for technical evaluation will be as follows:

  • Relevant Educational Qualifications - Min 14/Max 20
  • Relevant work/technical experience - Min 21/Max 30
  • Quality including content of publications/reports - Min 21/Max 30
  • Total points to qualify in overall technical evaluation Min 56/Max 80

    Total technical score – 80. Minimum overall qualifying score is 56. Only those candidates who meet the overall qualifying marks of 56 as well as score the minimum cut-off in each of the above sub-criteria including the interview will be considered technically responsive and their financials will be opened.

  • Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
