LOCATION: The position would be responsible for providing technical support to national / state / divisional / district level in SNCU initiatives for UNICEF supported states in India. Specific deliverables to be achieved are improving operationalization of SNCU data base, capacity building of SNCU staff, monitoring utilization of database, trouble shooting, analysis of reports and developing quarterly factsheets. The position would be based at Country Office (New Delhi) or State or selected district HQs within the states with multi-state responsibilities.

The Government of India has made huge investments in facility based new born care with more than 750 Special Newborn Care Units (SNCUs) established in different states. UNICEF has been closely associated as technical partner to strengthen facility based new born care in the country. Though scale up of SNCUs has taken place rapidly but data management systems and monitoring of care in SNCUs and follow up of babies after discharge from SNCU are the areas which need more support. In order to address this issue the Government of India has taken a decision to scale up SNCU online monitoring system developed by UNICEF for scale up across all SNCUs in the country to ensure uniformity in data collection and getting real time, analyzed data for efficient monitoring and timely feedback. The online system has been currently scaled up in 85% SNCUs. It has been proposed to achieve scale up of SNCU online monitoring system across the Country for existing SNCUs by 2018. In addition, there is a constant need to support existing SNCUs and states to monitor timeliness and quality of data entry as well as in providing feedback to districts. The cost of scale up has been incorporated in the Project Implementation Plan of National Health Mission while the technical support for the same will be provided by UNICEF.
The above position of SNCU Software - Coordinator will be needed to work closely with Ministry of Health and Family welfare, State governments, National Neonatology Forum and UNICEF Delhi & state offices to support planning and capacity building for scale up of SNCU online monitoring system, periodic inputs for application up gradation and provide ongoing support for smooth operation and to monitor timeliness and quality of data entry. The support will involve both initial and on job trainings of SNCU staff, installation and operationalization of software both in government and private sector SNCUs in a phased manner, monitoring of data entry and addressing day to day issues in regard to use and system errors.
UNICEF is trying to build a pool of pre-qualified high-caliber candidates to be hired as ‘SNCU Software - Coordinator’, from which UNICEF country office can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.
Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the SNCU Software - Coordinator roster. The process will ensure all candidates in SNCU Software - Coordinator Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a SNCU Software - Coordinator Roster Group for a four (4) year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.
The Roster of SNCU Software - Coordinator, once in place, will allow UNICEF India Country office to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with software background.The database will be managed centrally by Supply & Procurement (S&P) section, New Delhi. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

The roster once established would be valid for a period of 4-years.

7. Evaluation Criteria
The criteria for evaluation will be as follows:
Candidates who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster
