India: ROSTER of Consultants to provide Support to Social Media and Digital Communication to be engaged by UNICEF offices across different locations in India

  • BACKGROUND:
  • UNICEF India undertakes several communication initiatives and campaigns. These communication campaigns, as well as the ongoing communication, require strong social and digital communication strategies.

    Effective implementation of any social media engagement plan requires at least one full-time coordinator to manage the requirement of uploading content to all channels (social media and website) and also responding to requests, queries and comments that are posted, as well as monitoring and evaluating performance to inform strategy. The impact of communication and advocacy on social media channels requires regular monitoring and analysis of often complex analytics for each of the channels.

    With communication campaigns being rolled out across different states there is a requirement for support to maximize reach nationally while also adapting strategies to reach audiences in different states. Strategic advice and support will need to be provided while also supporting capacity building of communication focal points in the different states on social and digital media strategies to fit the reality of the state’s communication environment.

    UNICEF would like to engage the services of digital and social media consultants to support, expand and strengthen the social media activities on key priority issues. The consultant will work in close collaboration with UNICEF India, under the overall guidance of the UNICEF Advocacy and Communication section.

  • PURPOSE:
  • UNICEF is trying to build a pool of pre-qualified high-caliber candidates to be hired as Social Media and Digital Communication Consultants’, from which UNICEF country office and different state offices can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.

    Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Social Media and Digital Communication Consultants Roster. The process will ensure all candidates in a Social Media and Digital Communication Consultants Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a Social Media and Digital Communication Consultants Roster Group for a four (4)year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.

    The Roster of Social Media and Digital Communication Consultants, once in place, will allow CAP colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with digital communication background.The database will be managed centrally by Supply and Procurement (S&P) section, New Delhi. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

    The purpose of this specific consultancy is to provide adequate support to the UNICEF India social media channels, UNICEF India affiliated channels or partner organizations, including government ministries at national or state level. This will also support/ensure that social and digital media strategies on key communication campaigns/initiatives are successfully developed, planned, implemented and monitored. It will also help to develop engaging social media content including on related campaigns, emerging issues and initiatives.

  • LOCATION:
  • The position would be based at Country Office or State Office, and remotely.

    Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.

  • MAJOR TASKS TO BE ACCOMPLISHED
  • 1. Social media communication strategies implemented: Ensure that UNICEF India social media channels are regularly updated.

    2. Content Production planned and executed: Ensure that the production of communication products and materials for social media channels and other digital platforms is timely executed and followed up to support ongoing initiatives and campaigns.

    3. UNICEF India campaigns effectively designed and executed: Provide assistance to develop, implement and conduct M&E for digital aspects of the campaigns ensuring regular contact with state campaign teams, national coordinators, creative agencies, and partners involved are established.

    4. Digital platforms regularly monitored (M&E) in order to ensure maximum reach and efficiency: Regular monitoring and evaluation activities are undertaken according to the strategy and to ensure maximum impact and continuous improvement of country online communication efforts. Ensure results and reports are prepared and shared on a timely basis. This will be done with the support of a specialized agency contracted for media monitoring.

    5.VALIDITY OF ROSTER:

    The roster once established would be valid for a period of 4-years.

    6.QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

  • Education: Bachelor’sdegree in communication, journalism, creative writing or similar discipline.
  • Work experience: At least four years’ experience running multiple social media channels and
  • campaigns for a large organization, preferably in the social sector

  • Technical knowledge: Experience producing content for the Government and/or UN Organizations is required;
  • Experience and quality of work demonstrably meet the highest international standards;

    Proven ability to work as part of a team;

    Ability to plan and communicate effectively orally and in writing

    Possess excellent creative and visual production skills;

  • Languages: Fluency in English and Hindi is required (Oral and Written). Familiarity other Indian languages is an advantage.

  • Evaluation Criteria
  • Applicants will be technically evaluated against the following criteria, as part of the pre-qualification exercise.

    As you will notice that scores have been assigned tothe work samples. Hence, it is mandatory to upload these documents. Without these documents your application will be considered incomplete and will be invalidated.

    The criteria for evaluation will be as follows:

  • Language and content of cover letter Min 21/Max 30
  • Relevant education qualifications Min 07/Max 10
  • Relevant work experience(including samples of work) Min 42/Max 60
  • Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster

    Total points to qualify in overall technical evaluation Min 70/Max 100

    Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be placed on the UNICEF India Country Roster for a minimum period of four years.

  • Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
