There is an ongoing need to develop briefing notes, which are in line with UNICEF’s new country programme and flagship priorities. These briefing notes will serve the critical purpose of supporting awareness, advocacy and fundraising efforts in the country.
Therefore, UNICEF India’s Communication Advocacy & Partnerships (CAP) section is seeking a consultant to develop these briefing notes. The consultant will review existing materials, undertake secondary research, interview programme colleagues, conceptualise and write a suite of briefing notes on the issues that UNICEF India works to address. The consultant must ensure that the briefing notes are appropriate for general audience, using clear, accessible and engaging language. The style, look, format and branding of all briefing notes must be identical, using a structure/s agreed in consultation with supervisor. Each briefing note, once approved, will be laid out by a designer, and used for awareness creation, advocacy, dissemination, and resource mobilization work.
2. PURPOSE:
UNICEF is trying to build a pool of pre-qualified high-caliber candidates to be hired as ‘Briefing Notes Consultants’, from which UNICEF country office and different state offices can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.
Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Briefing Notes Roster. The process will ensure all candidates in a Briefing Notes Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a Briefing Notes Roster Group for a four (4)year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.
The Roster of Briefing Notes Consultants, once in place, will allow CAP colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with communication background.The database will be managed centrally by Supply & Procurement (S&P) section, New Delhi. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.
To develop a suite of briefing notes reflecting the priorities of work for UNICEF India in the new country programme (2018-22) at the national and state levels, along with the strategy, key partnerships and expected result areas, which will be for information sharing and advocacy with key influencers and stakeholders.
3. LOCATION:
The position would be responsible for providing support to national / state / (in certain cases) CAP programming in UNICEF supported states in India, with specific deliverables to be achieved for improved communication and advocacy outcomes. The position would be based at Country Office or State or selected district HQs within the states. Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.
4.VALIDITY OF ROSTER:
The roster once established would be valid for a period of 4-years.
5. QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED
6. Technical knowledge: Commitment, understanding and appreciation of diversity, inclusion and integrity.
7. Language: Absolute fluency in written English is required. Expresses ideas and facts in writing and orally in a clear, organized and convincing manner appropriate to the audience and occasion.

9. Evaluation Criteria
Applicants will be technically evaluated against the following criteria, as part of the pre-qualification exercise.
As you will notice that scores have been assigned tothe work samples. Hence, it is mandatory to upload this document. Without this document your application will be considered incomplete and will be invalidated.
Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will will be placed on the UNICEF India Country Roster for a minimum period of four years.
