1. BACKGROUND:
UNICEF’s new country programme, 2018-2022 aims to focus on addressing needs of the most marginalised and vulnerable children and women in rural, tribal, urban and other vulnerable communities. It strategically focuses on areas where greatest value can be added through development of knowledge and evidence, and use it to support advocacy for effective policies and their implementation, especially in favour of the most marginalised and vulnerable communities.
There is a need to draft comprehensive set of key messages, holding lines and FAQs, which are in line with UNICEF’s new Country Programme and flagship priorities. These will be selectively used for external and internal audiences.
Key Messages- These documents will act as a ready reference tool for responding to media as a key stakeholder for advocacy on our priority areas. These will serve as core content for UNICEF India to communicate in a single voice and emphasize a similar set of messaging across the organization.
Holding lines- An initial holding line serves the purpose of communicating to media for a first response till we can respond back to a media query with further details. This short statement is meant for external use; avoids ‘no comments’ and informs the media that further details will be shortly shared. These are mainly for use with external audiences.
FAQ- These set of frequently answered question is an internal document which will seek to provide answers to commonly asked media questions on the programme/ priority area. It will also include guidance on sensitive issues.
This combined set of documents will also serve to communicate during any crisis situation. They can be adapted for effective use in different contexts and across different channels
It must be ensured that the documents are appropriate for media, using clear, accessible and engaging language. The style, look, format and branding of all briefing notes must be identical, using a structure/s agreed in consultation with supervisor.
2. PURPOSE:
UNICEF is trying to build a pool of pre-qualified high-calibre candidates to be hired as ‘Consultants to draft key messages’, from which UNICEF country office at Delhi can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.
Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Key Messages Consultant Roster. The process will ensure that all candidates in a Key Messages Consultant Roster are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a Consultants to draft key messages Roster Group for a four (4)year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.
The Roster of Consultants Key Messages, once in place, will allow CAP colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.Ideally, this will expedite the placement of consultants (both short term and long term) and provide the supervisor the scope to choose from a vast pool of potential candidates with communications and advocacy background.In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

The position would be responsible for providing technical support to CAP section in Delhi.

The roster once established would be valid for a period of 4-years.

7. Evaluation Criteria
Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster
