India: ROSTER Senior Media Resource trainer Consultant to be engaged by UNICEF offices across different locations in India

1. BACKGROUND:

Media plays a definitive role in shaping public sentiment, mobilizing public participation and creating awareness for crucial causes. Keeping this in mind, UNICEF looks at maximizing the reach of media platforms through four key processes: Strategic Media Partnerships, Media Engagement, Media Capacity Building and Media Monitoring. These four processes help us involve media in an effective way so that we are able to meet our objective of promoting the rights and wellbeing of every child.

UNICEF partners with media across mediums of radio, TV, print, social media and digital, in order to create equity focussed forums that impact the lives of girls, boys and women. In this context, UNICEF holds a number of events involving media and other key stakeholders such as government officials and civil society as well as celebrities. Through this activation, UNICEF remains in touch with the media at large and more specifically with a core group of media partners, committed to issues related to child rights.

2. PURPOSE:

UNICEF is trying to build a pool of pre-qualified high-caliber candidates to be hired as ‘Senior Media Resource trainer’, from which UNICEF country office and different state offices can quickly select and fill a requirement through a faster contracting process as soon as a need is identified.

Candidates who meet the required qualifications and experience are invited to apply following which a desk review of their skills and experience will be done to determine whether they qualify for the Senior Media Resource trainer Roster. The process will ensure all candidates in a Senior Media Resource trainer Roster Group are evaluated prior to recommendation for a specific consultancy opportunity. Successful candidates will be notified and placed in a Senior Media Resource Trainer Roster for a four (4)year period. However, engagement of identified consultants for specific assignments would be as per the terms and conditions specified in the contract entered into.

The Roster of Senior Media Resource trainer Consultants, once in place, will allow CAP colleagues to select three or more potential candidates from the roster for further appraisal and selection of one candidate, rather than going through a formal advertisement process for each consultancy assignment.Ideally, this will expedite the placement of consultants (both short term and long term) and also provide the supervisor the scope to choose from a vast pool of potential candidates with communications and advocacy background. In this context, should the currently on-board consultants with UNICEF be interested in being considered for future opportunities with UNICEF, they need to apply to the roster.

The Senior Media resource trainer will support the media team in high level media trainings as well as provide academic inputs for media training workshops on key priority issues.

Key Tasks of the senior Media trainer:

  • Support the media training activities usually conducted in cascade style to ensure that the key messages are transferred from workshop to workshop and the required materials are compiled in the final training kit in a crisp and comprehensive manner.
  • 3. LOCATION:

    The position would be responsible for providing technical support to CAP Network at national / state / divisional / district level/ sub-district levels (in certain cases), in UNICEF supported states in India, with specific deliverables to be achieved for improved media outcomes. The position would be based at Country Office or State or selected district HQs within the states. Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.

    4.VALIDITY OF ROSTER:

    The roster once established would be valid for a period of 4-years.

    5.QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

    Education: Graduation in Mass Communication, Sociology, Journalism, English Literature, Hindi Literature. Desirable- certified in professional Training of Trainers (TOT media) programmes,

    Work experience: Five years and above with experience in media training

    Technical knowledge: Knowledge of the media and their specialization; understanding of the concepts of training media and its complexities

    Language: English and Hindi. Knowledge of any other Indian language will be an asset.

    7.Evaluation Criteria

  • Cover letter Min 07/Max 10
  • Relevant Education Qualifications Min 14/Max 20
  • Relevant work experience Min 21/Max 30
  • Note on methodology/approach to managing a media training in the past. Min 28/Max 40
  • Candidates' who score 70 marks and above and also score the minimum points against each of the above sub-criteria will be considered for inclusion in the roster

    Total points to qualify in overall technical evaluation Min 70/Max 100

  • Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
