India: Chief of Party, India Key Populations (8770)

PATH seeks a Chief of Party for an upcoming five-year, $20 million USAID-funded HIV/AIDS project focusing on key populations (KPs) in India. To support the Government of India’s (GoI) goal of an AIDS-free generation, this activity will rapidly demonstrate and assess new models to increase accessibility, availability, and demand of high quality, comprehensive HIV prevention, care and treatment services; while strengthening systems and the enabling environment for KPs, especially hard-to-reach KPs, their partners, spouses and children to have equitable access to HIV/AIDS and social services. To ensure scale up of these models by the GoI, a robust learning agenda will be integrated throughout all aspects of the activity.

Responsibilities:

• Provide high-quality technical and strategic leadership, administrative and managerial oversight, and monitoring throughout project implementation.
• Manage effective activity implementation and use of resources to achieve project outcomes.
• Monitor work plans, budgets, and finances in accordance with USAID rules and regulations and PATH policies and procedures.
• Serve as project representative to the USAID India Mission, other US government representatives, GoI officials, other donors, partners, and other civil society and private sector stakeholders.
• Establish and maintain strong working partnerships with all project partners and stakeholders.
• Lead in the development and scale of innovations and new approaches that increase use of high impact HIV prevention, uptake of HIV testing, and rapid ART enrollment for those that are HIV-diagnosed.
• Plan, direct, and coordinate activities to ensure that project outcomes are accomplished and targets reached on time and within budget.
• Oversee the development of annual work plans, progress reports, and other required deliverables.
• Carry out supervisory responsibilities in accordance with PATH policies and applicable Indian laws.

• Recruit to meet evolving project demands.
  Required Skills and Experience:

• Identify project staff learning needs and provide technical assistance, guidance, and mentoring to project team on technical issues related to project implementation.

• A Master’s degree in public health or related field.

• Minimum of 15 years of experience in designing, implementing, and managing large, complex projects of a similar nature.

• Proven professional experience working with host country governments and counterparts, international donor organizations, civil society, and private sector is highly desired, preferably to implement HIV/AIDS programming.

• Strong experience designing, implementing, and managing HIV/AIDS and health systems strengthening projects, including HIV prevention, testing, care, and treatment services.

• Experience managing PEPFAR-funded projects.

• Strong understanding of and experience working with key populations—including people who inject drugs, transgender/Hijra, men who have sex with men, and female sex workers—and their families preferred.

• Broad understanding of HIV/AIDS service delivery in India.

• Strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project.

• Proven record of developing and maintaining strong and effective partnerships.

• Substantial experience with USAID and US government rules and regulations.

• Professional level of oral and written fluency in English.

• Previous experience in South Asia is strongly preferred; experience in India is desired.

Must have legal authorization to work in India.
