Job Purpose
We are looking for an experienced consultant to contribute to the successful delivery of a high-profile project based in Delhi, India, providing monitoring, evaluation, research and learning (MERL) services to a health systems design programme.
This role is expected to provide project management and leadership to the evaluation team, initiate and strengthen partnerships with local partners, and be the key liaison for our relationship with the client. You will be working with a strong and diverse team of people focused on addressing India’s health systems challenges, using your high-level monitoring and evaluation expertise, and people management skills for successful project delivery.

Theme Overview
Itad’s Health theme sits within the Human & Social Development cluster at Itad, alongside Itad’s Education and Social Protection themes.
Our health portfolio is dynamic and expanding - here are some example of the projects in our current portfolio:
- The Independent evaluation of Adolescents 360 (A360), an innovative $30 million programme jointly funded by the Bill & Melinda Gates Foundation and the Children’s Investment Fund Foundation to encourage modern contraceptive use and reduce unplanned pregnancy among young girls aged between 15-19 in Ethiopia, Tanzania and Nigeria.
- The Independent evaluation of the Department of Health’s Fleming Fund£265 million one health programme, to support 20+ low and middle income countries (LMICs) in tackling antimicrobial resistance (AMR). We will use middle range theories and contribution analysis as part of our approach to predict the contribution of the programme to its goals.
- A high profile evaluation of UNICEF’s work in health systems strengthening globally, building on the success of our recent work evaluating UNICEF’s efforts to support scale up of prevention of mother to child transmission of HIV and paediatric HIV care and treatment programs over the past decade.
- Strategic reviews of the 2015 and 2017 strategy of the Global Fund, and its prospective country evaluations. Following our evaluation of the Global Fund’s overall strategy in 2015, Itad has been appointed to lead its evaluation of the its 2017 strategy as well as prospective country evaluations in Myanmar, Sudan and Cambodia.
Principal Roles and Competencies
Technical inputs and project delivery
- Providing technical M&E inputs to projects, including the application of mixed evaluation methodologies and approaches, data collection, analysis and synthesis, as well as co-delivery of products such as evaluation reports, progress updates, papers and other deliverables.
- Lead projects as a ‘project manager (PM)’ or assist other PMs in the management of projects, ensuring that projects are appropriately resourced and effectively implemented to budget.
Business Development & Marketing
- Be aware of current and emerging opportunities, trends and ideas in the Health sector, and share these within the health theme
- Build client relationships and health theme brand profile (as part of Itad’s strong brand values), bringing new business into the company.
- Draft winning EOIs and Proposals, using effective technical M&E approaches and methodologies.
- Contribute to the growth of Itad’s reputational capital and positioning as a thought leader through effective engagement and knowledge management.
People Management
- Lead and manage project teams, comprising internal and external consultants, clients, academics and researchers, contributing to their ongoing development through the provision of constructive feedback.
- Role-model professional behaviours aligned to Itad’s Values and Competency Framework, contributing to a culture that supports coaching, development, innovation and continuous improvement.
- Work with leads from strategic partners to broker and agree on consortium ways of working and roles, to further Itad’s strategic partnerships in the Asian region
Professional & Personal Development
- Identify and support opportunities for synergies and cross-team working, including development of new evaluative methodologies
- Lead and participate in company-wide projects and initiatives that contribute to the achievement of Itad’s business plan
Qualifications and competencies
- Relevant Master’s degree or PhD in Social Science or development related discipline
- Relevant experience and proven success in managing and leading M&E assignments for a range of international clients, or as a staff member within a major aid agency or NGO
- Significant technical expertise in at least one major aspect of data collection and analysis, e.g. qualitative methods; survey design; survey sampling; quantitative statistical analysis
- Significant technical expertise and experience in the Health sector, with a particular focus on health economics, health systems, or health policy development or demonstrable applicable experience in relevant areas from other thematic areas e.g. social protection, empowerment, gender
- A confident team leader, able to represent Itad’s and further our strategic interests with both clients and partners
- Demonstrable experience of leading and managing successful project teams
- Strong client orientation and service delivery approach, with the ability to influence and leverage external and internal stakeholders
- Sound analytical, problem solving and decision-making skills
- Good organisational and planning skills
- Able to work without close supervision
- Sensitive to cross cultural issues and differences, with field experience desirable
- Proactive attitude to work, with a keen desire to develop career in international development consultancy
- Fluency in written and spoken English
- Proficiency in one of more other UN language is an advantage
- Ability to identify and appropriately address gender issues within one’s work is desirable
