Background & Purpose:

Policy, Planning and Evaluation Unit (PPE) supports research within the section and also supports requests for data analysis from other sections and states on five priority areas and development updated equity profiles, responding to parliament questions, thematic & special reports etc.. This entails working with unit level data from surveys, census and sometimes from MIS data. Moreover, the national level reports of NFHS and MoSPI and other Ministries has limitation to provide need base information which is essentials for programme monitoring /reporting at states and national level. The data analytical work support has however increased and would increase further in future.

Some of the new areas of work in the next two years 2018-19 would entail, yearly monitoring results matric indicators at intermediate outcome and outcome level; Support to states (at least in two states) for undertaking MPI based on RSOC/ NFHS -4 micro level data set; special analysis based on NFHS -4 unit level dataset.

It is proposed to engage a senior data analysts for minimum of 10 days a month, for the next 6 months.

SUPERVISOR:

Planning, Monitoring & Evaluation Specialist

MAJOR TASKS:

Data analytical support relating to micro-data analysis, data compilation, collation, data checking, writing briefs, support in technical analysis; development of analytical tables, development of PPTs, development of data dictionary from all possible data sources- survey, census, MIS, analytical reports, etc.

Compiled data tables and Analysis

PAYMENT TERMS

  • QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

  • Post graduate degree in Demography, Statistics
  • Minimum 10 years’ experience of working on NFHS/DLHS/RSOC/AHS micro data sets ;
  • Extensive experience of using SPSS or other statistical packages - 8-10 years of working on statistical packages like STATA / SPSS and other software;
  • Experience of working with International/UN Agencies
  • Desirable knowledge of management information system in social sector;

    The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20. The criteria for technical evaluation will be as follows:

  • Relevant educational qualifications of the candidate - Post graduate degree in Demography, Statistics or Population Studies - (15 points)
  • Relevant work experience/expertise of Data Analysis of large scale data-sets: Over 10 years of demonstrable experience in the data analysis of major demographic / social sector surveys; Preference to be given for those having experience of working on NFHS/DLHS/RSOC micro data sets - (30 points)
  • Extensive experience of using SPSS or other statistical packages - 8-10 years of working on statistical packages like STATA / SPSS and other software -(30 points)
  • Experience of working with Bilateral/International/UN Agencies - (15 points)
  • Actual work data related analytical work done in last five years – (10 points)
  • Candidates’ who score overall 70 marks and above in criteria 1-5 above will be considered technically responsive and their financials will be opened.
