Proposal Objective:
SI is responding to a Task Order under the Asia Learning and Monitoring and Evaluation (ALME) contract to conduct a mid-term evaluation of the USAID/India Scaling up Interventions in Reproductive, Maternal, Neonatal, Child and Adolescent Health (RHMNCH+A) Project, the purpose of which is to support the Government of India and private sector in their efforts to reduce morbidity and mortality rates regarding reproductive, maternal, neonatal, child and adolescent health.
The mid-term evaluation will assess the results achieved and overall progress made by the project against its objectives, evaluate the key strategies adopted by the project in scaling up its efforts and provide lessons learned and insights from various components of the project that will help inform USAID/India’s future designs in RHMNCH+A health sector.
Position Description:
Social Impact is seeking a Senior Evaluation Specialist (Team Leader) to lead the future evaluation of the RHMNCH+A project. The Senior Evaluation Specialist will oversee program planning, implementation and evaluation and serve as the primary point of contract with ALME/USAID India. It is expected that work will take place remotely, and with travel throughout India.
Responsibilities:
- Oversee the overall design of the evaluation framework, including methodology determinations.
- Organize the calendar, travel and meetings for the evaluation team and ensure that team members are working to schedule.
- Provide overall oversight and management of the evaluation team.
- Finalize and negotiate the evaluation work plan with ALME/USAID India.
- Oversee the desk study, interviews and other data collection, and analyze the data with input from other team members to draft the evaluation report and presentation.
- Serve as the main point of contract with various stakeholders ranging from government, to non-government organizations, donors, and beneficiaries.
- Lead the preparation and presentation of key evaluation findings and recommendations to ALME/USAID India team.
Qualifications:
- Advanced degree in reproductive health, child health, public health, community development or a related relevant field required.
- At least ten years of experience in the design, management and evaluation of relevant healthcare or healthcare-focused role working with women and/or children.
- Extensive experience in leading and managing large-scale evaluations in both the public and health sector.
- Proven experience in a team management or management role, preferably working in a health and health-evaluation context.
- Substantial and demonstrated expertise in evaluation techniques involving projects with technical assistance, training, advocacy and partnership components.
- Familiarity with USAID rules and regulations, including project administration, financial and management skills.
- Prior experience in India, and familiarity with USAID’s objectives, approaches, and operations highly preferred.
- Strong analytical and report writing skills and task management.
- Fluency in spoken and written English is required.
