****JOB CONTEXT****:
Handicap International is present in India, since 1997, when it is registered in the country, as a permanent entity and established as a Liaison Office (LO). Because of the legal status, HI has to implement its projects through partners. To date, the Programme supports and works with 2 Indian partner organizations.
In July 2013, the Designated Bankers (Deutsche Bank) raised the issue for the first time that HI had not applied for renewal of L.O status for every three years. Based on the views of Deutsche Bank, HI immediately applied for renewal of its liaison office for a period of three years. The HI LO status extension has been approved in May 2015.
Due the delay in renewal of the LO registration and the pending registration as a national NGO in India, for almost one year, the Program Director has worked from Lyon with regular field missions but in a remote management mode.
The current legal status and the reduction of foreseen institutional funding opportunities have drastically preventing the Program to apply to calls for proposals or to continue its operations or develop new ones in Chhattisgarh, Gujarat and in Odisha. Securing funds is one of the top priorities in the program.
To support that priority, in April 2015, HI Federation Board approved the creation of a National Trust.
To date, the following steps have already been achieved by HI for the registration of a national entity:
- 4 Trustees have been selected to be part of the Board.
- A Settlor has been selected. Its role is to settle the trust.
- The Trust Deed is about to be finalized for registration
- The Affiliation Agreement between HI Federation and the Trust is under revision at Headquarter level
The official registration as a national NGO (Trust) should be effective before the end of 2015 allowing a full time presence of the Program Director in India as well enhancing programme capacities in term of fundraising (mainly at national level).
****JOB DESCRIPTION****:
General mission: To represent HI and manage the programme in order to implement the organisation's mandate in India
Line management: The Country Programme Director reports to the Desk Officer.
Main Responsibilities
- Representing HI and promoting all aspects of its mandate in India
- To monitor the implementation of the programme's Country Programme Framework (CPF) in line with HI's general framework and carry out the mid-term review.
- To assure the management of the programme's teams
- To ensure the management of the Trust
- To manage the programme's internal and external communication
- To ensure the implementation of a security system on the programme
****CANDIDATE PROFILE****:
Skills & experiences:
- Master degree in political science, development studies, etc. or Business Administration
- 5 years professional experience in team management and project development (financial and budgetary procedures, organization, planning, reporting, project cycle management)
- Experience in South Asia
- At least 3 years of experience as country director/ head of mission.
- Proven track record of successful fundraising and donor-compliant implementation of programs with special regard to private funding opportunities (corporates)
- Sound understanding of PCM and M&E tools.
- Excellent Project development / proposal writing skills.
- Excellent leadership and managerial skills.
Personal qualities:
- Ability to work within a multi-cultural team
- Ability to take appropriate decision in a complex environment
- Calm, pragmatic, with the ability to remain efficient in stressful situations
- Strong communication / representation and diplomatic skills
****REQUIRED LANGUAGE SKILLS****:
- Excellent representation and communication skills in English language.
- Ability to write clear and concise documents in English language
Would be an asset:
- Previous experience in emergency response activities
- Previous experience with Handicap International
****JOB ENVIRONMENT****:
The post will be based in the capital city New Delhi with regular travelling to the projects sites (Odisha and Jammu & Kashmir).
****EMPLOYMENT CONDITIONS****:
Salary: 2500-2800€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
