Call for consultant: Final evaluation of Women’s Health and Rights Advocacy Partnership Project in South Asia

The Danish Family Planning Association (DFPA) is seeking an experienced consultant to complete the final evaluation of our “Women’s Health and Rights Advocacy Partnership in South Asia” (WHRAP SA) project implemented in India, Nepal, Bangladesh, Pakistan during 2014-2017. The project has been financed through DFPA’s framework agreement with Danida.

Background

DFPA is a non-governmental organisation without religious or political affiliations. We work with associations and organisations within the sphere of Sexual and Reproductive Health and Rights (SRHR) and are a member of International Planned Parenthood Federation. For more than 13 years, we have been engaging and supporting civil society, women and youth in Africa and Asia in addressing sexual and reproductive health issues and their structural causes. The purpose of the final evaluation is to;

  • Assess the impact of achievements at outcome level (where possible by comparing baseline and end line indicators) and analyse the successes and challenges faced
  • Document how the achievements of the project came about, including identification of which pathways of change have been most effective (preferably through triangulation of data)
  • Identify best practices and lessons learnt
  • Give recommendation for the planning of a potential future project

Specific deliverables

  • Submission of inception report (approval needed from DFPA before data collection starts)
  • Data collection during a joint all partners meeting (potentially in Nepal)
  • Data collection in at least two project sites (suggested; Nepal and Bangladesh)
  • Presentation of draft report during all partners meeting
  • Submission of final report (submission in three hard copies and a soft copy DFPA no later than December 1. 2017).

Competences and qualifications of Consultant

DFPA is seeking a consultant who has the following competences and experiences:

  • Proven evaluation experiences from other government donor financed projects (approx. 2 million USD and 3-10 years)
  • Knowledge of community mobilization, accountability and advocacy projects
  • Professional experience from development assistance to South Asia
  • Experience with capacity building of civil society organizations and women’s movements
  • Be fluent in English and the local language (Hindi, Nepali, Bangla and Urdu) where data collection will take place
  • Knowledge about SRHR and gender equality is considered an asset
  • Higher level of academic education
