The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Zone Business Group is organized through regional representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Ethiopia, Sudan, Republic of South Sudan, Chad, Niger, Somalia and Zimbabwe.
Job purpose
Reporting to the Regional Representative, the project Manager will be based in IFRC delegation Asmara, Eritrea. The Project Manager will work closely with the regional WatSan team with a technical reporting line to the Regional WatSan Coordinator to lead and support the Eritrean Red Cross Society (RCS) in the implementation of the ACP-EU funded four year duration urban sanitation project. The Project Manager will be overall responsible for supporting RCSC in the management of ACP- EU funded Urban Sanitation project and any other project that will arising during the period of service in Eritrea. He/she will provide technical/managerial support and advice to the National Society and the Partnering National Societies during implementation of all Projects. He/ She will be responsible for the following specific tasks. The WatSan ACP-EU Project manager will dedicate 80% of his time to supporting Eritrean RCS in the management of ACP-EU funded WatSan (Urban Sanitation project) and 20% of time in the IFRC country representation work.
Job duties and responsibilities
A. Watsan ECP-EU project
• Work closely with National Society at all levels for where practical furthering the public health/WatSan agenda wherever possible, while assisting NS staff and volunteers to effectively implement WatSan and other identified projects.
• Provide technical/managerial support to the National Societies and the Partnering National Societies counterparts to ensure timely and effective assessment, planning and implementation of the projects (Urban Sanitation) with a special focus on the capacity building aspect of the host National Societies.
• Produce periodic financial and narrative report as per agreed reporting template and time frame with EU and other donors.
• Liaise with country level EU delegation and provide regular update on this and other project.
• Support NS for development of best practice case studies on Urban WatSan programming,
• Monitor of WatSan projects to encourage project implementers to plan and carry out all tasks needed to improve health and reduce vulnerability of the beneficiaries
• Liase with all other possible donors and project and take care of all implementation tasks needed to fully support the intention of the project and the national society, taking on any activities
• Liaise with and encourage the country delegates and national society to engage effectively with all donors , ICRC, Government bodies at all levels, UN and international humanitarian organisations, NGOs, CBOs, community groups, beneficiaries and the private sector where appropriate. Ensure the liaison with ICRC, UN (WASH Cluster) and NGOs in the area of WatSan is effective, ensure the same at regional level.
• Produce regular, timely and accurate financial and narrative technical reports for the Federation and for donors.
• Ensure that the Health & Care/ DM agenda is holistic, and encompasses fully as part of public and preventative health as well as disaster preparedness and for emergencies.
• Work closely with Technical Support unit in the EAIOI regional office, to contribute to disaster.
B. Federation country office
• To assume accountability for the efficient implementation of the International Federation annual assistance programme with the RCSC according to approved plans and budgets.
• To manage the delegation, including personnel performance systems, security, fixed assets, financial assets and other resources in accordance with Secretariat procedures and regulations.
• To represent the International Federation and build good relations with national authorities, international and national organisations, donor governments and other organisations represented in the country/ region, as well as with international and regional context.
• To ensure that timely monthly management and operational reports are submitted to the Eastern Africa and Indian Ocean Island Regional Representation.
• To work closely with the National Society in seeking advice within IFRC to have a final approval for membership into the Red Cross Movement
Duties applicable to all staff

Position Requirements
EducationRequired Preferred Relevant university degree such as Management or Water and Sanitation Engineering, Public/Environmental Health, Hygiene
A post graduate qualification will be an added advantage preferred.
Basic Delegates Training Course or equivalent knowledge Experience Required Preferred 3 years’ experience of a wide variety of WatSan roles and activities in developmental context, including management positions
3 years’ experience of working for a humanitarian aid organisation in a developing country. Experience in the EA region would be an asset.
Experience in managing EU funded project
Experience in working in management or administration
Experience in planning and managing budgets
Experience in writing narrative and financial reports
Experience in working for the Red Cross/Red Crescent Movement is preferred
Knowledge and Skills
Skills in training, mentoring and developing staff
Skills in training NSs staffs/volunteers on PHAST , CLTS and other community mobilisation approaches
Knowledge about the Urban Sanitation options
Self-supporting in computers (Windows, spreadsheets, word-processing, database)
Good skills in communication, facilitation and presentation
Valid international driving licence (manual gears
Fluently spoken and written English.
Good command of another IFRC official language (French, Arabic)
