PURPOSE OF THE POST

Monitoring and Evaluation (Nutrition) Officer for Integrated Management of Children with Severe Acute Malnutrition (IM-SAM) under Nutrition section will be accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), establishing technology based information system in place for seamless data flow and reporting from field upto national level, preparation of reports, communication and partnership and M & E related capacity building of team and related partners.

KEY END-RESULTS EXPECTED

To support National and State Government and partners with:

  • Planning, Monitoring, Evaluation Plan including reporting mechanism, robust ICT based information system and supportive supervision for quality implementation of IM-SAM program for states and national level is prepared and in place to provide strategic priority and realistic plan of activities for M&E.
  • Development of strategy and direct oversights for timely collection and submission of the routine monitoring and reporting of key data and indicators on coverage, performance and supplies of the program.
  • IM–SAM Performance as per agreed monitoring indicators are systematically monitored for ensuring quality implementation and data for key indicators of the Program Quarterly and Annual Management Plan and management reports are collected, analysed and made available to reporting officer, management as appropriate.
  • Provide support and facilitate evaluation (including costing), when required, is designed and carried out with quality process and products in line with priority and strategy. Effectively disseminated evaluation findings, recommendations are used to improve programme performance.
  • The monitoring and evaluation capacities of team and partners in context of IM-SAM programming are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes.
  • Effective communication and partnerships are achieved in carrying out monitoring and evaluation activities pertaining to IM-SAM program within the nutrition team, state offices and partners to stimulate joint engagement whenever required.
  • KEY ACCOUNTABILITIES and DUTIES & TASKS

    1. Planning, Monitoring, Evaluation

  • Provide technical assistance for establishing the planning, monitoring and evaluation activities for implementing and strengthening the IM-SAM at national and state level and as planned within the nutrition section.
  • In close consultation with supervisor and liaison with partners, make a professional contribution for formulation of the IM-SAM specific sound results-based programming process and collaborative working relations with partners and donors.
  • In a close coordination with partners, ensure that the all the program implementation activities including data collection and management of data are timely and effectively implemented that provide accurate and relevant data on key activities and results.

  • 2. Situation Monitoring and Assessment

  • Assist the Nutrition Specialist in forging and establish partnerships for rapid assessments, con-current monitoring and surveys. In coordination with other stakeholders, support the collection of identified indicators (through rapid assessment through SMART/SQUEAC Surveys, program data etc.) to improve integrated national and state level planning.
  • Provide technical support in collecting and interpreting existing relevant key indicators and data effectively to guide the IM-SAM programming and operational approaches.
  • Support the management in coordinating the monitoring and evaluation and information system related activities as outlined in the project for implementing and strengthening the IM-SAM in the country.
  • Support management of available baseline information on key indicators through established databases (e.g., DevInfo, national sub-national survey, locally conducted SMART/SQUEAC survey) for easy access and use. Prepare country and state level statistical reports on the status of children’s with SAM, and provide a technical support to global reporting obligations including national reports on progress through various platforms of UNICEF reporting.

  • 3. Programme Performance Monitoring

  • Provide technical support to ensure that monitoring system for IM-SAM program at national and state level are in place and that key quarterly and annual programme indicators are tracked and analysed, including those related to partnerships initiative, and provided regularly to the Nutrition Specialist and team to guide programme and management decisions.
  • Carry out data collection and analysis from field visits, standardizing them for IM-SAM pilot program across states to feed into to programme performance monitoring.
  • Keep tracking of follow-up action based on management decisions resulting from performance monitoring and evaluation and meetings.
  • Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation.

  • 4. Evaluation

  • Provide technical support to ensure that evaluation design and management meet quality standards as outlined in UNICEF Programme Policies and Procedures and related stand-alone Evaluation Technical Notes, when necessary seek expertise of knowledge institutions.
  • Review and provide technical comments on draft evaluation reports. Contribute to the effective dissemination and sharing of knowledge, findings, conclusions, recommendations and lessons from evaluation to the intended audience.

  • 5. M&E Capacity Building

  • Contribute in building the M& E capacity of nutrition team colleagues, national partners and for implementation of interventions and activities in context of IM-SAM.
  • Assist in the facilitation of project management methodologies trainings and support the application by staff, counterparts and implementing partners;

  • 6. Communication and Partnerships

  • Facilitate learning from the results of monitoring and evaluation within the nutrition section for the IM-SAM, as well as among national partners and other key stakeholders, engaging more expertise from knowledge institutions.
  • Support the section in establishing partnership and establish local contract with relevant institutions for strengthening the implementation of the project.
  • Establishing Reporting, Logistics and Supply chain and Information management system for implementing and strengthening the IM-SAM project.
  • Provide oversight of providers and third-parties of ICT based Management Information Systems and related services and products to programme.

  • IMPACT OF RESULTS

    The efficiency and efficacy of support provided by the Officer to program preparation and planning and implementation of IM-SAM and nutrition programs/projects sector contribute to and accelerate the national development efforts to improve the nutritional status of mothers, infants and children in the country and this in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to continue to provide program services to mothers, new-born and children that promotes greater social equity in the country.

    QUALIFICATIONS, SKILLS AND COMPETENCIES

    Education:

    University degree in Social sciences, epidemiology, Statistics, Population Studies/Demography, development planning, planning, evaluation, survey implementation, advanced statistical research, information systems.

    Work Experience:

  • Professional work experience in programme development and implementation including monitoring and evaluation and information management systems activities is required; having this within health/nutrition (HMIS) sector is an advantage.
  • Two years of relevant professional work experience. Experience in health/nutrition monitoring and evaluation program/project development and previous work experience in UN system agency or organization is an asset.
  • Experience with developing and managing Project and Activity Evaluation.
  • Professional technical knowledge/expertise in Data Collection, Data management, Planning, Monitoring, Evaluation Process Management..
  • Language Proficiency:

    Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
