PURPOSE OF THE POST

The position will support the routine work in Supply and Procurement Section. The efficiency and efficacy of the incumbent on the position will impact the overall functioning of the section in ensuring support to programme implementation through the timely acquisition of goods and services required from time to time thereby contributing to UNICEF’s capacity in achieving its goals.

ACCOUNTABILITIES and DUTIES & TASKS

Summary of Key functions/accountabilities:

  • Assist in undertaking market research to identify potential suppliers/contractors, assist in maintenance of an up to date supplier database which includes catalogues and completed supplier evaluation forms.

  • In accordance with UNICEF standard practices and as assigned by the supervisor to conduct procurement of routine/less complicated transactions for assigned categories: scrutinise and comment as necessary on the specifications/Terms of Reference; conduct Requests for Expression of Interest to identify potential suppliers; prepare Requests for Quotation, Invitations to Bid, Requests for Proposal; conduct bid openings; prepare bid tabulations; liaise with requisitioners/3rd party inspection companies as appropriate to obtain technical and quality evaluations; assist in preparation of Award Recommendation Documents/CRC submissions; prepare Long Term Arrangements (LTA’s) as required; issue Purchase Orders (PO’s)/Contracts; prepare excise exemption certificates, octroi certificates and any other documents required; ensure that client requisitioners are kept up to date on a weekly basis as to procurement progress; send copies of the PO’s/Contracts to the suppliers, the requisitioners and 3rd party inspection companies; monitor the performance of the supplier to ensure delivery in accordance with the PO/Contract and recommend corrective action as appropriate; ensure timely payment to the supplier and closure of the PO/Contract.

  • Open, maintain and monitor procurement Files, review requisitions received prior to preparation of purchase orders and institutional contracts, check for accuracy of specifications and provide appropriate feedback to requisitioners.

  • Update weekly workload report indicating procurement action taken on assigned files in the previous week and monitor and expedite deliveries against purchase orders and contracts. Simultaneously maintain all manual registers (PO’s/SSA’s/ITB’s/RFP’s/LTA Expenditure Spreadsheets) and reflecting procurement activity.

  • Conduct periodic visits to the State Offices and support the Supply & Procurement Manager with peer review of procurement action taken at state level together with procurement workshops as may be required and subject to budgetary funding.

  • Carry out other functions as assigned by the supervisor/s and including Administrative functions as may be required and distributed amongst all staff in the Section.

    QUALIFICATIONS, SKILLS AND COMPETENCIES

    Education:

    Complete secondary school education, preferably with additional training in subjects related to the functional area. Knowledge of Windows-based software applications.

    Work Experience:

    4-6 years of progressively responsible work experience related to procurement/finance and with ideally 1 year in the UN system.

    Language Proficiency:

    Fluency in English and Hindi.
