TITLE OF CONSULTANCY: Long Term Arrangement (LTA) for Photographers- High Level

LOCATION: New Delhi and or other cities in India with travel to events/workshops based on state / national requirements. UNICEF seeks to employ photographers who have permission to work in all parts of India. Non-Indian passport holders are required to provide proof of a valid work permit in India at the time of submitting the application. Applicants holding business visas will not be considered

DURATION OF LTA: 2 Years with the possibility of extension for 1 more year

1.BACKGROUND:

UNICEF works towards realization of the rights of children as prescribed in the Convention of the Rights of the Children. These rights pertain to child survival, protection, development and participation.

In its efforts to achieve its goals, various sections of UNICEF apply different strategies and intervene at different levels. With these interventions, there have been significant achievements and different lessons learnt. UNICEF has been using five strategies of (1) capacity development; (2) decentralization and improved governance; (3) partnerships; (4) social inclusion for equity; and (5) knowledge management to enhance results for children. UNICEF realizes 'Knowledge management' as a key strategy to identify and document, processes, impact, issues, key insights, experience etc.

There is an ongoing requirement for production of communication, advocacy and visibility materials that documents key children's issues and ongoing responses in the field through high quality content packages, to support UNICEF's and the Government of India's communication, advocacy and visibility efforts with legislatures, policy makers, media, donors, partners and the public at large.

These high quality content packages includes design packages, advocacy toolkits, photo packages, human interest stories, animation films and short films that document UNICEF related initiatives. These high quality content packages will be disseminated through different channels including website, social media networks, partner networks and donor reports.

To meet this requirement, UNICEF would like to engage the services of photographers who will be available at 1- day notice to undertake field visits for documenting UNICEF activities and programmes.

2.PURPOSE: The overall objective to set up Long Term Agreements is to facilitate and expedite the process by which UNICEF in India will hire the services of photographers for photographing high profile campaigns, advocacy priorities and results from UNICEF's projects and partnerships all across the country

3.MAJOR TASKS:

•Photograph UNICEF programmes, keeping in mind culture, gender and other diverse sensitivities as per UNICEF guidelines. The photographs should be usable for diverse audiences and have universal appeal.•Attends briefings on specific projects and issues to be covered based on national and state priorities. •Demonstrates a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds. •Ensures effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made. •Ensure dignity of subjects, particularly in the context of people living or affected by HIV and children•Writes succinct, edited and well written captions for all high quality images. •Captions to be embedded in the images and shared separately as a word document as well; •Ensure consent forms are signed by children and / or guardians as per UNICEF guidelines. •Work closely in close coordination with the communication and Programme focal point both at the India Country Office and at the state level.

KEY DELIVERABLES

•For each shoot day, provide edited photos in large JPEG format as per the minimum specified per shoot•Images need to be embedded with captions entered in IPTC code format. •Captions also need to be submitted in a Word document. •Final HD with all images shot during the assignment to be provided to UNICEF. •Consent forms signed by subjects, and guardians in the case of children as per UNICEF guidelines. •Photos required urgently can be shared electronically with UNICEF•All photos taken during a shoot should be delivered to UNICEF within one week of the shoot ending.

UNICEF retains copyright over all images shot during the course of an assignment. Copyright will appear as name of UNICEF /Year/Photographer. The consultant may be required to travel to remote, hard-to-reach areas to get relevant pictures.

4. SUPERVISOR:Advocacy and Communication Specialist/Officer and Programme Officers, as relevant to different assignments.

5.PAYMENT TERMS

•Payment is linked to receipt and satisfactory acceptance of deliverables. •Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.•Per Diem will be reimbursed at UNICEF consultant rates.

6.QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIREDEducation Qualifications:Degree in communications, arts, media or any relevant field or certificates in photography is an asset.Experience:Minimum 10 years' experience (nationally and internationally) delivering on high profile projects;Contributes extensively to national and international media outlets (for e.g.: National Geographic; Getty images; Granta; BBC; Reuters; Nikon etc.);

Language:English and preference to photographers with local language skills.

7.OFFICIAL TRAVEL:The photographers on LTAs might be required to travel outside their duty station (as identified in their proposal) for specific events in which case the photographers would make their own arrangements for travel and lodging, if required.

Payment of travel costs including tickets, lodging, etc. should be agreed upon, between the Communications Unit and the photographer prior to travel and will be reimbursed on actuals.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20. The criteria for technical evaluation will be as follows:

1. Cover Letter – explaining the motivation for applying and also explaining how the qualifications and skill-set of the candidate are suitable for this position (4 Min Marks/ 5 Max Marks) 2. Relevant educational qualifications of the candidate (3 Min/ 5 Max Marks)3. Relevant work experience (7 Min/10Max Marks)4. Experience photographing children (7Min/10 Max Marks)5. Work Samples– Include portfolio and published works. (21 Min/ 30 Max Marks)

Candidates who score the minimum against each of the above criteria and 42 marks overall will invited to an interview.

6. Interview with candidates that clear criteria 1-5 (14 Min/20 Max Marks)

Total technical score – 80. Minimum overall qualifying score after interview is 56. Only those candidates who meet the overall qualifying marks of 56 as well as score the minimum cut-off in each of the above sub-criteria including the interview will be considered technically responsive and their financials will be opened.
