1.BACKGROUND:India accounts for more than 1.2 million children under-five deaths each year, contributing to one fifth of the under-five child deaths in the world.
In the last few years UNICEF, both globally and in India, has tried to bring back the focus on the huge burden of preventable deaths due to diarrhoea and pneumonia, and secure the national commitment for addressing these deaths. The two major milestones in securing the commitment of partners and governments to end preventable child deaths were the launch of Global Action Plan for Pneumonia and Diarrhoea (GAPPD) in 2013, targeting to end all preventable child deaths due to pneumonia and diarrhoea and the Global Call to Action movement in 2012 which aimed at reducing under-five deaths to 20 per thousand live births by 2035.
Other UNICEF focus areas are RMNCH+A and within it, ensuring equitable availability, access, knowledge and demand for quality new-born and child health care services both in community and health facility, in selected states. This will include immunization; as well as prevention and treatment of other childhood illnesses including pneumonia, diarrhoea, malaria and other vector borne diseases
2.PURPOSE: In order to optimally leverage the positive policy environment and opportunity of renewed focus of Ministry of Health, for addressing burden of deaths in under-five children in India, UNICEF India Country office is looking for one highly competent consultant to be located at Communication for Development Section in New Delhi.
3.MAJOR TASKS/DELIVERABLES: The consultant will support and strengthen systems through demand side interventions related to the life stage approaches of RMNCH+A such as increasing awareness, knowledge and improving child care practices and behaviour change related to child health: diarrhoea, pneumonia and other childhood illnesses and linkages with key behaviours including RI and on vector borne diseases; strengthen institutional capacity to deliver SBCC interventions on key elements diarrhoea and pneumonia in line with IAPPD in a sustainable way; support roll out of communication materials and its monitoring, support orientation of frontline functionaries and develop a paper on SBCC strategy. Major tasks to be accomplished are:
Support in the national level workshop with the ministry of Health and Family Welfare, WASH, WCD and development partners and as relevant, state level workshops on IAPPD.
Technical support for development of communication strategy of diarrhoea and pneumonia win line with IAPPD, and roll-out:1.Collect the necessary evidence, technical and behavioral through various sources2.Collect all technical information regarding diarrhea and pneumonia in line with IAPPD to improve understanding of the integration of behaviors3.Use standardized strategy planning tools to design strategy4.Develop a roll out and implementation plan
Support capacity building initiatives for diarrhoea and pneumonia in line with IAPPD: 1.Support in the development of a training module for frontline functionaries on pneumonia and diarrhea in line with IAPPD2.Support the training agency in training of master trainers and training of trainers at state level for SBCC orientation of frontline functionaries3.Follow-up and coordinate with training agency and resource persons for streamlining the training programmes4.Manage all logistics for training, including review of training venue, participant lodging, transport, and documentation of the training Programme5.Document the capacity-building workshops and prepare a report
Support in the development of communication tools for diarrhoea and pneumonia in line with IAPPD including preventive behaviours such as RI and linkages to nutrition, WASH and health interventions and early child care interventions:1.Identify need for specific tools guided by the strategy2.Develop briefs for creative agency3.Meet and coordinate with creative agency for timely development of communication tools and products4.Organize pretesting of creatives, analyze and coordinate with agency to finalize the creatives based on pretesting results
Support in the development of communication packages, tools, briefs and guides for RMNCH+A and vector borne diseases as relevant to child health:1.Support ongoing initiatives with technical inputs so as to bring common messaging across the key behaviors across RMNCH+A
Other:1.Any work on RCH activities to support childhood illnesses and their linkages with RMNCH+A2.Any other child health tasks if needed will be carried out in consultation with UNICEF

6.PAYMENT TERMS
•Payment is linked to receipt and satisfactory acceptance of deliverables. •Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.•Per Diem will be reimbursed at UNICEF consultant rates.
7.QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED
1.An advanced degree in communication/ public health/ at least 7 years of demonstrated experience in communication 2.Extensive national field experience in Health Sector' Capacity development, strategy design, planning, implementation as well as supportive supervision, with particular emphasis on child health 3.Good track record demonstrating managerial skills and experience in administration of Public Health programs.4.Good knowledge of the child health programmes.5.Knowledge of RMNCH+A interventions is a must.6.Developing synergetic networks with all the stakeholders to facilitate program implementation7.Ability to carry out consultative and coordinated efforts with all the stakeholders of project right from planning till evaluation8.Excellent written communication, inter personal communication and advocacy skills.9.Excellent verbal communication and facilitation skills to be able to draw input from a wide range of stakeholders, including government partners, NGOs and technical experts.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20. The criteria for technical evaluation will be as follows:
a)Relevant educational qualifications of the candidate (a Masters or higher degree preferably in development communication, mass communication, public health, psychology, sociology, anthropology) (7/10)
b)Relevant work experience (at least 7 years) in development communication, public health, community mobilization, large-scale campaign management, monitoring of communication activities, communication training (14/20)
c)Relevant work experience (2-3 years) with programs/projects with UN agencies, with roles and responsibilities of technical support provided to government departments or partners specifically in the area of IEC/SBCC/communications (7/10)
d)At least three samples of verifiable work related to SBCC and ideally linked to child health – documents, strategy papers, reports of interventions - in which the candidate has had the lead role/authorship (14/20)
Candidates will be shortlisted for an interview on the basis of the review of the CVs for criteria (a, b, c, d) as listed above. The candidates who score the minimum against each criteria and 42 and above overall will be shortlisted for the interview:

Total technical score – 80. Minimum overall qualifying score is 56. Only those candidates who score the minimum against each criteria and meet the overall minimum qualifying marks of 56 will be considered technically responsive and the financials will be opened.
