PURPOSE OF ASSIGNMENT & JUSTIFICATION

Under the supervision of the Communication for Development Officer, the TA will facilitate implementation of social and behavior change strategies for adolescent empowerment and strengthen the state government's institutional capacity to generate demand for services and promote healthy practices through national flagship programmes for adolescent well-being.

In recent times, the C4D programme has steadily gained ground in its programming and relevance with the health department. From advocating for the setting up of the IEC Bureau to supporting the cell through technical consultant; to formulating the communication strategy on RMNCH+A to its implementation which is currently ongoing, the C4D programme is being seen as a major contributor to generating demand for the programs run by the health department.

Under the C4D programme in Jharkhand, a significant amount of work was done in 2014 - 15 focusing on adolescent engagement though downstream interventions at the grass root level. Learnings from these interventions coupled with the launch of the communication framework Rashtriya Kishori Swasthya Karyakram in 2015, engaging with adolescent has given a major impetus. Advent of adolescent empowerment programme in one district, along with support to state RKSK implementation in 2/3 districts which constitute a combination of intensive downstream intervention at district level and upstream work at state level has increased the work on adolescents manifold. In addition to this, adolescents are seen as a target audience for multiple departments of both the government as well as UNICEF like Education, Women and Child Development and also Drinking Water and Sanitation apart from health, thus increasing the need for interdepartmental collaboration and coordination to achieve the results on adolescents more imperative.

The C4D programme in Jharkhand is currently managing two large programmes engaging with adolescents(one under IKEA and one under JnJ), which have a combination of downstream and upstream work with the concerned departments. Thus the need for a TA is being felt to support the current C4D programme to enable the FT position to focus on other areas of collaboration and C4D engagement while the TA position would support the roll out of adolescent programmes:

The TA position would specifically look at providing the following support to the C4D section:

  • Provide technical assistance to the various department (Education, Health, DWSD & WCD) to develop and rollout SBCC strategies for adolescent empowerment, engagement and participation
  • Provide technical support in roll out of RKSK in 2/3 districts of the state to engage with out of school adolescents through partnership development with CSOs and collaboration with health department
  • Develop network with various stakeholders specifically nontraditional sectors like skill development mission, livelihood mission to link with adolescent empowerment programmes of UNICEF
  • Technical support for scaling up and integrating the MHM SBCC package (communication materials/package, training modules and methodology) with other depts. - WASH + Education + CSOs
  • Strengthen quality assurance in programmes and activities like capacity building that are undertaken with Education, WASH, Health and WCD through concurrent monitoring
  • Undertake good quality documentation of progress on adolescents' engagement at state and district level
  • MAJOR DUTIES & RESPONSIBILITIES

    Summary of major duties and responsibilities:

  • 1. Support to strategy design and development of C4D activities

  • Research and/or participate in conducting comprehensive C4D situation analysis of social, communication, cultural, economic and political issues in the state. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning the C4D component of the Adolescent Empowerment Programme within the Country Program.
  • Collect, synthesize, draft and/or organize materials and related documentations for evidence-based C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results within the adolescent empowerment programme and for strengthening the state government's institutional capacity to generate demand for services and promote healthy practices through national flagship programmes for adolescent well-being.
  • Assess, select and/or recommend appropriate information and materials for C4D initiatives verifying accuracy and quality for dissemination.
  • Monitor and assess the impact of C4D strategies and activities to achieve measureable behavioral and social change resulting in the improvement of adolescent wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • 2. Support to the implementation of C4D activities

  • Collaborate and/or consult with internal and external partners to provide operational and technical support to research, develop, and produce evidence-based strategies and test, produce and use quality C4D materials and/or organize events and activities to ensure community engagement and participation, and maximum outreach and impact on behavioral and social change.
  • Provide technical, administrative and logistical support and background materials to carry out C4D strategies and activities and recommend operational strategies, approaches, plans, methods and procedures to ensure community engagement and participation, and optimum outreach and impact.
  • Assess and recommend potential contacts, networks, resources and multiple/social/digital media and tools to support maximum impact and outreach of C4D initiatives.
  • Follow up and monitor the production of C4D materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).
  • Collect, assess and organize information for budget planning and management of program funds and prepare documentations and related materials for financial plan for C4D initiatives. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency.
  • 3. Advocacy, networking and partnership building

  • Build and maintain partnerships through networking and proactive collaboration with civil society organisations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.
  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
  • 4. Innovation, knowledge management and capacity building

  • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users, and disseminate products to key audiences including partners and donors.
  • Support the organization, administration and implement capacity building initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programs/projects on adolescent empowerment. Develop training materials for training activities, and revise and update them as necessary.
  • MAJOR DUTIES & RESPONSIBILITIES

    Education:

    A University Degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or other related social science field is required.

    Work Experience

    A minimum of 2 years of professional experience in areas of social development program planning, communications and public advocacy and/or related areas at the international and/or large organization some of which preferably were served in a developing country is required.

    Language Proficiency

    Fluency in English is required. Knowledge of the local language is an asset.
