PURPOSE OF THE POST

Under the guidance of the Chief of Section, develops and maintains a cutting-edge sectoral knowledge database that is the primary source of information for all ICO staff working in the sector, supporting programming and advocacy activities. Also supports programme management functions, including monitoring, and carries out operational and administrative functions to contribute to the achievement of sectoral results and targets.

MAJOR RESPONSIBILITES AND DUTIES

  • Carry out the work required to develop and maintain the knowledge database for the section. This will include - collecting information provided by technical sectoral experts, research, scanning, filtering and synthesizing trends in the environment, and capturing experiential knowledge. The result will be a repository of subject matter information, including articles, presentations, guidance/ concept notes, reports, photographs and documents.
  • In coordination with PPE support the monitoring of programme activities in the State Offices by collating a variety of records and reports and creating a national overview. Set up and maintain a computerized data base for sectoral data from UNICEF supported districts to monitor progress against results.
  • In coordination with M4D, PPE, supports the financial oversight monitoring of the programme at country and state level, including analysis of utilization and expenditure. Support the Chief of Section in managing the funds of the Section.
  • Serve as the administrative focal point for coordination and development of project proposals and interface with officers responsible for fundraising. Support adherence to deadlines for donor reports by state offices and ICO and provide inputs for the same. Guide field offices on donor conditionality. Ensure quality control of reports and documents emanating from the section.
  • Participate in network/coordination/interagency/government meetings and prepare minutes/reports. Prepare background materials, briefing notes and presentations for meetings and workshops.
  • Operational functions related to the section's need for services and supplies for achieving programme results. Support the preparation of TOR and appropriate documents, including relevant requisitions in VISION, for partnerships, services, supplies and printing and following through for processing, completion of activity and final payment.
  • Administrative functions related to the organization of workshops, meetings, conferences and events, plus travel arrangements for senior section staff. Coordination within section and with state office colleagues on priority issues and for meeting corporate deadlines NB where there is GS5 support for the Section this role will be reduced accordingly.
  • Performs other duties as required.
  • IMPACT OF RESULTS

    Decisions to be taken on where and how to obtain cutting edge sectoral information, and how to best store and disseminate the knowledge. Decisions also made on when to bring irregularities in monitoring/reporting and programme management to the notice of senior staff.

    Recommendations on policy and process have to be regularly made to ensure the section operates at maximum efficiency.

    QUALIFICATIONS, SKILLS AND COMPETENCIES

    Education:

    Completion of secondary education, preferably supplemented by technical or university courses in a field related to the work of the organization.

    Work Experience

    Seven years of progressively responsible programme or administrative work, preferably with experience of research and/or programme activities.

    Language Proficiency

    Fluency in English. Knowledge of the local working language of the duty station is an asset.
