PURPOSE OF THE POST

Planning, Monitoring and Evaluation Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of policy briefs and reports, and managing and supervising all stages of social policy programming and related advocacy aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and nutrition.

KEY END-RESULTS, ACCOUNTABILITIES AND DUTIES & TASKS

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Key end-results expected:

  • Integrated Monitoring, Evaluation & Research Plan (IMEP) is prepared and in place to provide strategic priority and realistic plan of activities for M&E.
  • Evaluation is designed and carried out with quality process and products in line with priority and strategy. Evaluation findings, recommendations and reports are used to improve programme performance and are effectively disseminated to the intended audience. Major partners are kept abreast and/or contribute to these exercises as required.
  • Programme Performance are systematically monitored and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country Management Team.
  • Analysed data, in user-friendly formats, available on multidimensional and monetary child poverty, including strengthening sub-national capacity to collect routinely, report and use data for policy decision-making and programme action.
  • Development of social protection policies, legislation and programmes with attention to increasing coverage of and impact on children, with special attention to the most marginalized.
  • Timely, regular data-driven analysis available for effective prioritization, planning, and scaling-up specific social policy initiatives.
  • Summary of Key functions/accountabilities:

    1. Integrated Monitoring, Evaluation & Research Planning (IMEP) and Evaluation.

  • Make professional contributions to and provide technical assistance for evaluation planning and discussions and support the development and completion of IMEP through research, collection, analysis and reporting of evaluation related information/data to facilitate integrated evaluation planning and priority and goal setting.
  • Provide technical and operational support throughout the evaluation process by executing/administering a variety of technical, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support evaluation results based planning (RBM) and monitoring and assessing results.
  • Ensure that UNICEF-supported evaluations are designed and implemented to established UN Evaluation Group (UNEG) norms and standards, management responses are drafted and monitored and the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning.
  • Ensure that recommendations are unpacked into management response and that its implementation is properly tracked.
  • 2. Situation Monitoring and Assessment.

  • Provides timely, regular data-driven analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, and scaling-up specific social policy initiatives. Support maintenance of information system for monitoring gender/sex disaggregated data.
  • Analyses the macroeconomic context of social policy programmes and its impact on social development, emerging issues and social policy concerns, as well as implications for children, and proposes and promotes appropriate responses in respect of such issues and concerns, including government resource allocation policies and the effect of social welfare policies on the rights of children.
  • Support management of available baseline information on national and state level statistics and key indicators through established databases (e.g., DevInfo) for easy access and use. Prepare state level statistical reports on the status of children's and women's human rights issues, and provide a technical support to global reporting obligations including national reports on progress toward the SDGs, toward CRC fulfilment, and toward CEDAW fulfilment In coordination with other stakeholders, support the collection of data/ information on Sustainable Development Goal (SDG) and other key social development indicators to improve planning.
  • In humanitarian response situations, provide technical support for a rapid assessment (inter-agency or independently if necessary) to be carried out within the first 48-72 hours. Provide rapid and accurate information on emergency programme's coverage, coordination and coherence in close collaboration with partners and in line with the core commitment on children (CCCs).
  • 3. Programme Performance Monitoring.

  • Provide technical support as necessary to identifying and adjusting a set of programme performance indicators, in the context of the multi-year and annual IMEPs, the Annual Management Plan and Work Plans, as outlined in the Programme Policy and Procedures Manual (especially, Chapter 6, section 6: IMEP).
  • Provide technical support to ensure that monitoring system are in place and that key annual programme indicators are tracked and analysed, including those related to partnerships initiative, and provided regularly to the Country Management Team/ Senior Management Team to guide programme and management decisions.
  • Compile monitoring and evaluation information/data, and make them available to programme/planning sections. Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators. Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme's performance, relevance, efficiency, effectiveness, and sustainability; as well as good practices in partnerships and collaborative relationships.
  • Support the programme components to effectively monitor and report on the inter-sectoral programme results, cross sectoral programme component results and field office results to facilitate programme coherence and convergence where appropriate.
  • 4.Advocacy, Communication and Social Policy dialogue.

  • Promotes and raises awareness on children's rights with both the general public and with policy makers, utilizing effective information dissemination, mass media campaign, special events, and other means, to ensure local buy-in, commitment, and continued relevance of UNICEF programming. Highlight interventions to attain social policy goals which are designed to reduce gender inequalities.
  • Support development of social protection policies, legislation and programmes with attention to increasing coverage of and impact on children, with special attention the most marginalized. Identify, generate and present evidence to support this goal in collaboration with partners.
  • Participate in social policy dialogue and development with the sub-national Government, establish constructive dialogue and partnerships between national, state and district level stakeholders to support the development of social policies and programmes contributing to the progressive realization of children's rights and strengthening of implementation and monitoring mechanisms at all levels of society, and ensures that the services reach out in innovative, effective ways to those most vulnerable pockets of children and families that have been previously left out.
  • Promote strengthening of integrated social protection systems, providing technical support to partners to improve the design of cash transfers and child grants and improve linkages with other social protection interventions such as health insurance, public works and social care services as well as complementary services and intervention related to nutrition, health, education, water and sanitation, child protection and nutrition.
  • Establish effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals and the World Fit for Children (WFFC) agenda.
  • 5. Improving use of public financial resources for children.

  • Monitor and update current information on state budgeting and spending patterns for social programmes and decentralization status of social services on an on-going basis to support advocacy for greater public resources and budget allocation for social development, the prioritization of resource allocation for children, and universal coverage of essential services for children, to ensure that they reflect the best interest of children.
  • Undertake, and builds capacity of partners for, improved monitoring and tracking of public expenditure to support transparency, accountability and effective financial flows for essential service delivery, including through support to district level planning, budgeting and public financial management as well as facilitating community participation.
  • Work with sector colleagues to build capacity to undertake costing and cost effectiveness analysis on priority interventions to help inform policy decisions on child-focused investments.
  • 6.Sustainable Decentralization and Capacity Building.

  • Collaborate with sub-national and local authorities in developing and implementing appropriate mechanisms to facilitate decentralized and participatory planning processes, particularly focused on the issues related to rights of women and children.
  • Support strengthening the capacities of state institutions responsible for capacity building of local bodies through innovations in capacity building in areas related to pedagogy, human resources, modules, materials.
  • Provides on-going support in making decentralization sustainable through adequate local support while keeping decentralized services both accessible and effective.
  • Develops programme plans of action for children at provincial and district/municipality levels; strengthens coordination between sectors and between different levels of government structures for policy implementation.

    QUALIFICATIONS, SKILLS AND COMPETENCIES

    Education:

    University degree in social sciences, development planning, public policy, economics, evaluation, advanced statistical research.

    Work Experience

    Professional work experience in programme development and policy analysis including monitoring and evaluation activities as follows:

  • Two years of relevant professional work experience. Developing country work experience (for IP) or field work experience (for NO)
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Language Proficiency

    Fluency in English and another UN language. Additional language(s) an asset.
