Abt Associates seeks a qualified SHOPS Plus Project India State Manager to support the International Health Division in India.
The Sustaining Health Outcomes through the Private Sector Plus (SHOPS Plus) project is Abt Associate’s follow-on project to USAID’s flagship initiative in private sector health. In India, SHOPS Plus will increase the use of family planning and maternal and child health (MCH) services by scaling up successful market based solutions. Specifically, the program will focus on models that reach vulnerable, last-mile populations with family planning and MCH products and services in some or all of the following priority states: Odisha, Assam, Chattisgarh, and Jharkhand. Building on successes from previous Abt-led projects, SHOPS Plus will also implement family planning social and behavior chance communication (SBCC) campaigns and implement a family planning-focused innovation challenge fund.

The State Manager will be responsible for overall program management and financial oversight of program activities implemented in Jharkhand and will report to the SHOPS Plus India Chief of Party.

Key Roles and Responsibilities
- Work closely with SHOPS Plus India teams in Delhi and Jharkhand to implement a last-mile entrepreneur model for health products and/or services, involving sales and marketing of health products
- Develop annual program implementation and monitoring plans for activities in Jharkhand
- Develop and monitor micro-level plans for district supervisors
- Work with district supervisors and partner agencies to identify, recruit, support and manage a team of rural entrepreneurs
- Provide day-to-day oversight and supervision of local sub-contractors
- Build relationships with district and state-level actors to ensure successful program implementation, including landscaping partnership opportunities and liaising with public and private sector actors at the district and state levels
- Lead local-level recruitment of district and/or block level managers
- Lead efforts to collect research, monitoring and evaluation data in Jharkhand to inform evidence-based program implementation and communicate key findings to SHOPS Plus staff and USAID
- Travel 50-60 percent within Jharkhand
- Overall administration in Jharkhand office as well as management of petty cash and vouchers
Preferred Skills/Prerequisites
- Master or doctoral degree in related field
- Minimum of eight years of relevant professional experience
- Demonstrated experience in social marketing and/or sales and marketing of fast moving consumer goods
- Demonstrated experience recruiting and managing a team of field-based implementers
- Experience working closely with rural community-based organizations
- Proven ability to gather data and document program activities, successes, and lessons learned
- Excellent oral and written communications skills in English and Hindi
- Knowledge of the Jharkhand public health landscape strongly preferred
Minimum Qualifications
- 8+ years of experience and a master degree OR the equivalent combination of education and experience.
