The Team Leader is responsible for the management and successful delivery of all outputs of the Programme.
Technical Leadership
- Monitor progress in delivering outputs, use of resources, impact and results.
- Ensure timely delivery of quality services and contractual commitments in the head contract.
- Lead programme design team; Coordinate design workstreams; Engage with and report to stakeholders on design outputs.
- Take overall responsibility for the technical content of the reports, workplans and manuals
- Oversee timely and accurate reporting to Palladium and the client, including production of the first quarterly report and any additional reporting the client may require including on Value for Money.
Team Management
- Ensure that the head contract is adhered to by the programme team.
- Ensure adequate oversight of the implementation of the Maharashtra Skills Development Programme by national and international partner firms.
- Develop TOR for programme staff, brief and advise Palladium's Recruitment Unit on requirements and facilitate the interview and selection process.
- Develop and oversee the capacity of the programme team and manage their performance in line with Palladium Human Resource policy.
- Ensure adequate planning of human resource personnel required for the programme, including both short-term and long-term staff, international and national.
- Management of programme risk within acceptable parameters agreed with Palladium and, where required, the client.
Relationship Management
- Ensure agreement of the Programme's strategy, plans and resource requirements and any amendments required to the head contract.
- Be receptive to new programming opportunities and ideas brought forward by the client from time to time, but advising Palladium of potential threats and or opportunities for reviewing the Head Contract.
- Provide communication, information, briefings etc. as required by the client.
- Chair regular Internal Coordination Committees
- Maintain close relationships with the Government of Maharashtra and Maharashtra State Skill Development Society
Representation of the Programme
- Coordinate with, represent and promote the Programme with external stakeholders including other local governments, programmes of donor and government agencies, business member organisations, etc.
- Represent and promote the legitimate commercial interests of Palladium.
- Undertake effective relationship building with private sector operatives who are active in the programme environment, and who are willing to invest in the sector
Programme Administration
- Oversee and contribute to the development of and adherence to business processes and administrative procedures including:
Financial Management and Procurement
- Primary responsibility for the use of reimbursable financial project resources , excluding lines associated with Palladium expenditure.
- Resource allocation decisions, including the choice and use of personnel and development of budget variations, to be made based on a consideration of past and future commercial project performance and the need to achieve and improve on corporate income targets.
- Line management of the finance and administration team.
- Responsible for ensuring the project demonstrates good value for money.
- Support the preparation and delivery to the client of budget variations and contract amendments
- Minimise financial risk to Palladium.
- Ensure the PM is made aware of all issues arising which have contract or budget significance.
- Respond to requests for information or action on specific issues by Project Manager. For example in the preparation of monthly funds transfer requests and management reporting.
Reporting
- Ultimate responsibility for progress reporting to the donor, including timely programme management against the agreed outputs and programme deliverable.
- Submission of the regular progress reports that will be prepared and submitted to the client outlining the view from the Project and Palladium as to the progress towards delivering the output level milestones..
- Annual work plans, procurement plans and budgets. Progress in delivering these plans, especially at activity and output levels, as well as at agreed milestones and other deliverable, will be reported quarterly to the client in an agreed format.
- Supporting the Finance and Administration Manager to provide annual forecasts of expenditures (the budget) disaggregated monthly
Requirements
- At least 15 years' experience in a senior management position, including in donor funded international development projects, preferably including Major Government Donors and in client facing roles.
- Strong technical track record in vocational skills training and employment programmes
- Successful track-record in delivery of complex programmes/projects and development of institutional capacity.
- Experience drafting government policy and establishing strategic partnerships to manage implementation
- Experience working in Maharashtra State an advantage.
- Excellent leadership, management and organisational skills.
- Strong representation and communication skills.
- Experience engaging and partnering with private sector actors in skills training programmes an advantage.
- Experience working in post-conflict or fragile states an advantage.
